If it still hangs, test another page, another browser, and—where available—another print destination to find out whether the problem follows the webpage, browser, or printer. There is no single confirmed cause for a “Loading preview” spinner across browsers and sites.
Try the normal Save as PDF route first
On desktop Chrome, open the webpage and choose File > Print, or press Ctrl+P on Windows or Linux, or Command+P on Mac. In the print dialog, select Save as PDF as the destination and save the file. Google documents this route in its Chrome printing instructions.

- Cancel the stalled preview if the dialog responds.
- Close and reopen the browser, then retry printing. Microsoft lists retrying and restarting Edge among its recovery steps; these are reasonable first steps but are not a guaranteed Chrome fix.
- If the preview opens, verify that the destination is Save as PDF before saving.
Find out whether the page, browser, or destination is involved
Microsoft notes that “A print issue can occur due to a variety of reasons.” Use a few comparisons rather than assuming the spinner identifies a particular fault.

- Try another ordinary webpage or document. If only one site fails, its content or print styling may be involved. In Edge, Immersive Reader can sometimes provide a plainer version to print, but it is not available on every site. See Microsoft’s Edge print troubleshooting.
- Try the same page in another browser. Success elsewhere points toward the original browser’s state or settings, but does not prove a specific cause. If it fails in several browsers, check the page and the selected destination.
- Try another installed printer or destination. If changing it alters the result, the issue may be associated with the original destination. Mozilla also recommends testing another printer when Firefox output remains incorrect.
- Check whether this is a managed device. Enterprise browser policies or application permissions can affect printing or PDF display.
Apply the fix that matches what you found
Chrome freezes or appears short on memory
Google’s general Chrome freeze and crash guidance recommends closing unneeded tabs and apps, removing extensions you do not need, and restarting Chrome. If Chrome works in another browser comparison but continues freezing, test extensions one at a time and consider turning off hardware acceleration, then restart. These are general freeze-troubleshooting steps, not a confirmed fix for a print-preview-specific defect. See Google’s Chrome troubleshooting steps.

Edge says “Print preview failed” or the destination is unavailable
Cancel and retry, restart Edge, or select another installed printer or destination and open the print dialog again. If the page’s styles seem to be the issue, try Immersive Reader when the site supports it. Microsoft’s steps are at Troubleshoot print issues in Microsoft Edge.
Firefox alone is affected
In Firefox, enter about:support in the address bar, find the Printing section, and choose Clear saved print settings. If Firefox is installed through Ubuntu Software/Snap, Mozilla also advises checking that Firefox has permission to print documents. Follow Mozilla’s Firefox printing guidance.

A website’s own PDF preview or download fails
First distinguish the site’s built-in document viewer or download button from the browser’s Print command. Their settings and failure modes differ. For example, OPM’s eOPF help applies specifically to its document preview workflow and covers browser PDF settings, enterprise policies, and JavaScript interference; it is not a universal webpage-print fix. Chrome’s Android steps differ from desktop: open the page, tap More > Share > Print, choose Save as PDF in the print interface, then select a save location. Google documents this and the desktop route in its Chrome Android printing instructions.

Save a webpage file only if PDF is not required
Chrome’s Save page as option stores a webpage, not a PDF. Use it only if a saved page in a different format meets your needs; it is not a substitute for a PDF. Google describes the option in its Chrome help.

If the problem persists, capture details before asking for help
Record the browser and version, operating system, affected website, selected destination, and exact error or loading text. Note what you tried and whether the same page works in another browser or with another printer. Microsoft asks Edge users reporting persistent print trouble to include the error, site or document, steps taken, and printer; these details also help narrow down other browser issues.
