The most reliable method is to open the public timeline, use your browser’s Print command, choose Save as PDF (or Microsoft Print to PDF on Windows), then reopen the file and test a name, date, and copy-and-paste. A PDF is searchable only when it contains a text layer. If the saved file is an image-only scan, run OCR and test it again.

What “searchable PDF” means
A searchable PDF contains text data in addition to the visible page image. In a PDF viewer, you should be able to find a distinctive person’s name or date and select and copy a sentence. A PDF made only from screenshots or scanned pages has no usable text layer until OCR (optical character recognition) creates one.

The Consumer Financial Protection Bureau notes that a web browser can likely “print” a page to a PDF. For a normal public HTML timeline, browser printing is therefore the simplest first choice. OCR is a repair step for scans and image-only output, not a replacement for capturing the live HTML when the text is already available.

Save the timeline with your browser
- Open the exact public view. Navigate to the timeline page that contains the entries you need. Apply any public filters or expand sections before printing. If the timeline uses several linked pages, note those pages; a single-page print captures the page currently open.
- Open the print dialog. Use your browser’s Print command. On Windows, choose Microsoft Print to PDF or Save as PDF, depending on the browser and installed printers. On macOS, open the PDF menu in the print dialog and choose Save as PDF.
- Review the preview. Check that the people, dates, and relationship entries visible in the source are present in the preview. Long pages may be split across many PDF pages. If entries are loaded only after scrolling, scroll through the timeline first and wait for them to appear before opening Print.
- Save with a traceable name. A filename such as
relationship-timeline-2026-10-15.pdfrecords the capture date. Keep the original public URL in your notes, or add it to the PDF’s metadata when your tool supports that, so another reader can identify the source. - Reopen the file. Close and reopen the saved PDF in your normal viewer rather than trusting the print preview. Use the viewer’s Find command to search for a distinctive name, date, and event. Select and copy a short passage and paste it into a plain-text editor. Successful searching and clean copy/paste confirm that the PDF has a real text layer.
If the PDF is an image or scan: run OCR
If Find returns nothing, or text cannot be selected, treat the file as image-only. Digital.gov recommends running scanned PDFs through OCR to convert the image into fully searchable text. Chrome Help likewise explains that scanned PDFs opened in Chrome can be converted on the device so users can highlight, search, copy, paste, and find text.
- Keep the original file. Save a separate OCR’d copy instead of overwriting the untouched capture. This gives you a visual reference if recognition mistakes need checking.
- Open the scan in an OCR-capable PDF application. Start the OCR or “recognize text” operation for the complete document, not just the page currently visible.
- Wait for conversion to finish. Large or multi-page files can take longer than a single page. Do not close the application while it is writing the text layer.
- Search and copy again. Test a person’s name, a date, and a relationship event. Paste a short excerpt elsewhere to verify that selection follows the words rather than selecting one large image.
- Check names and dates against the page image. OCR can misread characters, punctuation, or date separators. Correct obvious errors before relying on the PDF as a factual record.
OCR makes an image searchable; it does not make an uncertain recognition correct. For important relationship records, compare every unusual name and date with the original timeline or an exported HTML copy.
Metadata and filenames that make the file retrievable
A descriptive filename is the minimum useful metadata. When your PDF tool provides fields, add a document title, subject or description, keywords, and language. Digital.gov identifies these fields as useful for people and search systems trying to identify a file.

- Title: identify the timeline and the covered period.
- Subject or description: record that it is a public relationship timeline and include the capture date.
- Keywords: include distinctive names, dates, places, and the term “relationship timeline.”
- Language: set the document’s primary language so assistive technology can pronounce and navigate the text appropriately.
- Source note: retain the original public URL and, where useful, the public filters or view used for the capture.
Metadata does not create searchable page text by itself. You still need a text layer from browser printing or OCR and must perform the Find and copy tests.
Accessibility and long-term preservation
For an ongoing public or institutional record, keep an accessible HTML version when practical. GOV.UK guidance prefers HTML where possible. HTML remains easier to reflow, navigate, and update than a fixed-page document.
PDF/A is an archival format, not an OCR shortcut. GOV.UK warns that if paper text is scanned and saved as PDF/A without converting the scan, users cannot search the content or read it with a screen reader. Run OCR before creating or accepting a PDF/A archival copy, then test search and selection in the final file.

A practical preservation set
- The searchable PDF, with its capture date in the filename.
- The original public URL and notes about the view or filters used.
- An untouched image-only capture when OCR was required, kept as a reference.
- An HTML copy when maintaining one is feasible.
- Document metadata describing the source, subject, keywords, and language.
When a dedicated web-to-PDF converter is useful
For one public timeline page, browser Save as PDF is usually enough. A dedicated converter becomes useful when the timeline spans linked pages or needs controlled multi-level capture. Adobe Acrobat’s official web-capture workflow allows you to enter a URL, capture multiple levels, and restrict the crawl to the same path or server before creating the PDF.
Multi-page capture needs verification. Site scripts, lazy-loaded entries, login walls, and interactive filters can change what a print or crawl operation sees. After creation, check the PDF page count and repeat the name, date, and copy/paste tests. If a required entry is absent, return to the public source and capture the specific page or view rather than assuming the converter followed every interaction.

Troubleshooting missing entries and unsearchable text

Performance, reliability, and cost decisions
Browser printing has no separate service charge and is efficient for a single page. Its reliability depends on the page state at the moment you print: expand the needed sections, allow lazy content to load, and confirm the preview. A converter can automate broader crawls, but every additional page and interaction is another opportunity to miss content, so inspect the result rather than assuming completeness.

OCR adds processing time and a review step. It is worthwhile when the source is a scan or the print output is image-only, but the original should remain available for checking recognition. For records that may be challenged later, keep the URL, capture date, original image-only file (if any), searchable copy, and notes about corrections together.

The PDF is a snapshot of the page state at capture time. Keep the capture date in the filename and retain the original URL and view notes so a later reader can distinguish your copy from subsequent changes.
Can OCR guarantee that every name and date is correct?
No. OCR creates searchable text but can misrecognize characters and numerals. Compare unusual names, dates, and relationship events with the original page image before treating the text as reliable.
