How to Run Safely in a Group on Roads and Shared Paths

A practical routine for group leaders and runners: plan a suitable route, stay together, check crossings independently and share paths with care.

Run on a pavement or footway where one is available. If the group must use a road without one, keep to the right to face oncoming traffic, stay close to the edge and be ready to go single file. At crossings, stop and check individually; on shared paths, leave room for other users. The Highway Code guidance discussed here applies to England, Scotland and Wales; check the rules for your location elsewhere.

Choose a route the group can use safely

Prefer a route with a pavement or footway, good sight lines, manageable crossings and enough width for the group to pass other users without blocking them. A pavement separates runners from moving traffic for much of the route, but it does not remove the need to watch for crossings, junctions and driveways.

There is no evidence here for a measured safety ranking of roads versus paths. Compare routes on practical features instead:

  • Traffic separation: Is there a pavement, footway or clearly separated pedestrian area?
  • Visibility: Can runners and drivers see one another in time, including at junctions?
  • Crossings: How many are needed, and how complex or busy are they?
  • Path conditions: Is there enough width for the group and other users to pass?
  • Light: Will the route be visible at the planned time of day?
  • Group control: Can everyone stay together without obstructing others?

On a road with no pavement, Highway Code Rule 2 says pedestrians should keep to the right-hand side so they can see oncoming traffic, keep close to the side and be ready to walk in single file, particularly on narrow roads or in poor light. These are pedestrian instructions; they are not a guarantee that a road is suitable for a group run. Choose a different route if the group cannot keep to the side or see approaching traffic clearly. The Highway Code’s pedestrian rules apply in England, Scotland and Wales.

Rule 5 is a separate provision for organised walks or parades involving large groups walking along a road. It says to use a pavement if available and, if not, keep left and position look-outs at the front and back; it also specifies visibility measures for that context. Do not treat those instructions as a universal running-group rule or as replacing Rule 2’s guidance for pedestrians generally. Read Rule 5 in its stated context.

Set the group up to stay together

Plan and brief before setting off

Choose the route in advance and tell the group how it will be managed: where to regroup, how to handle crossings and what to do if someone cannot continue. Make sure someone can access a phone in an emergency. A local running club recommends noting the group count at the start and finish, not leaving anyone behind, and arranging an escort if a runner cannot continue because of injury or illness. These are that club’s operating practices, not a national standard. The club’s safety guide also recommends splitting a group that becomes unmanageable under another experienced leader.

Keep the formation narrow and flexible

A local club advises runners not to run more than two abreast, especially in busy areas, and to give way to other path users when needed. Treat this as practical club guidance, not a Highway Code legal limit. Move into single file when the road or path is narrow, visibility is poor, traffic is close or another user needs space. Warn one another about hazards clearly, without startling people nearby.

The same club suggests sensible group sizes and at least one leader for every 10–12 runners. That is one club’s practice, not an official national ratio; the right arrangement depends on the route, group experience and ability to keep everyone together.

Make every road crossing deliberate

  1. Choose a suitable place. Use a nearby crossing where appropriate. Otherwise choose a spot with clear visibility, away from obstructions that could hide the group from drivers.
  2. Stop before the kerb. Look all around and listen. Watch for turning traffic, including vehicles approaching from behind.
  3. Wait for a safe gap. Let traffic pass and make sure there is enough time to cross safely. Do not assume a driver has seen the group.
  4. Cross straight across. Keep looking and listening while crossing. The Highway Code says: “When it is safe, go straight across the road – do not run.”
  5. Regroup on the far side. Pause until the group is together before continuing, without blocking the pavement or path.

A leader can choose the crossing point and pause the group, but each runner must make their own checks before crossing. A local club specifically warns against following the runner ahead without checking independently. Its crossing guidance recommends regrouping on the far side.

The Code gives pedestrians priority in particular situations, including on zebra crossings and when crossing or waiting to cross at a junction into or from a road a vehicle is turning into. That priority does not mean the group should step out without checking: wait until it is safe and traffic has stopped where required. The Highway Code’s introduction explains that rules marked MUST or MUST NOT are legal requirements; advisory rules may be used as evidence in court. See the Code’s introduction.

Share paths without blocking or startling others

Some cycle tracks separate pedestrian and cycle space with a line, kerb, verge or change in surface. Identify the pedestrian side and stay on it. On an unseparated shared route, remain alert, avoid unnecessary distractions and leave room for other permitted users, including pedestrians, cyclists and horse riders. Do not obstruct or endanger them.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Sharing is a mutual responsibility. The Highway Code tells pedestrians to take care not to obstruct or endanger cyclists; it tells cyclists on shared-use routes to take care when passing pedestrians, allow plenty of room and slow or stop if needed. Neither instruction gives a group of runners unlimited priority. Pedestrian rules and cyclist rules set out the respective guidance.

Be visible in the conditions you will run in

In poor daylight, the Highway Code advises pedestrians to wear or carry something light-coloured, bright or fluorescent. At night, it advises using reflective materials, such as an armband, sash, waistcoat, jacket or footwear. The Department for Transport says reflective materials can be seen by drivers using headlights up to three times as far away as non-reflective materials. That is the Code’s wording; it should not be read as a guarantee that a driver will see a runner or have time to react. See pedestrian Rule 3.

A reflective running vest is one practical way to wear reflective material, but it cannot make an unsuitable route safe. Choose a vest or other reflective item that is visible from the directions traffic may approach.

Rule 5’s specific advice about fluorescent look-outs by day, reflective clothing in darkness, and white and red lights at the front and rear applies to the large organised walking groups described in that rule. It is not a blanket equipment list for every running group. A clip-on light may be a useful visibility aid for a night run, but do not confuse that suggestion with the Code’s scoped look-out provision. A phone belt or armband can help carry the emergency phone recommended in the club guide.
