Yes, a Windows PC can run AI models locally. For a first chat, install a desktop runtime such as Ollama or LM Studio, download a model that fits your available memory, and test it on the machine. Developers who need Linux-first tools can use Microsoft’s supported CUDA path through WSL 2, while Windows application developers can use Windows ML or Foundry Local to select CPU, NPU, DirectML/WinML, or CUDA execution.
Your main constraint is memory, especially dedicated GPU VRAM. More parameters and longer context windows require more memory; quantization reduces the requirement but can affect output quality. You do not need an NVIDIA GPU for every local workload, and there is no single hardware minimum that guarantees every model will run well.

What “running AI locally” means
Local inference means the model generates its responses on your own Windows computer instead of sending each prompt to a hosted service. The runtime loads model files into system RAM, GPU VRAM, dedicated AI hardware such as an NPU, or a combination of these resources.
Local execution can reduce latency, keep prompts and responses on the computer, and let you work without a subscription or an internet connection after the model is installed. Those benefits depend on the runtime and model. For example, Microsoft says Foundry Local keeps inference inputs and outputs on-device, but initial model downloads and optional catalog refreshes use the network; cached catalog data can allow inference to continue offline. That statement applies to Foundry Local, not automatically to every Windows AI application.

Model files can be several gigabytes or more, and the same model may be available in multiple quantized versions. A smaller quantized file generally needs less memory, but quantization can introduce an output-quality trade-off. Longer prompts and larger context windows also consume additional memory, so a model that loads with a short prompt may fail or slow down when you increase its context.
Microsoft documents ready-to-use local LLMs for Windows 10 and later through Windows ML and related APIs. Compatibility and speed still depend on your processor, graphics hardware, drivers, RAM, storage, and the selected model. See Microsoft’s overview of ready-to-use local LLMs on Windows.
Choose a Windows runtime before choosing a model
The runtime is the software layer that downloads, loads, and executes a model. Choose it based on what you want to do rather than assuming one option is universally fastest. The available setup documentation does not provide a controlled benchmark that ranks these paths.

Desktop applications are usually the shortest route to a local chat. WSL 2 is more appropriate when your existing code, dependencies, and deployment process are Linux-oriented. Windows ML or Foundry Local makes more sense when you are integrating inference into a Windows application and want the platform to choose an execution provider.
Check whether your PC has enough memory
Start with the Windows requirements
LM Studio’s published Windows requirements recommend an x64 system with AVX2, at least 16 GB of RAM, and at least 4 GB of dedicated VRAM. These are software recommendations, not a guarantee that a particular model will run quickly or fit at a useful context length. Windows on ARM is supported on Snapdragon X Elite systems. The current requirements are listed in LM Studio’s system-requirements document.

- Press Ctrl+Shift+Esc to open Task Manager.
- Open the Performance tab.
- Record the CPU architecture, installed memory, GPU model, dedicated GPU memory, and any listed NPU.
- Leave some RAM and VRAM available for Windows and other applications; do not treat the displayed total as memory that a model can safely consume.
Dedicated VRAM is the clearest limit for GPU-accelerated inference. If a model does not fit there, a runtime may spill part of it into system RAM, run on the CPU, or refuse to load. Those alternatives can be much slower.

Use model size as a starting point, not a promise
NVIDIA publishes the following illustrative starting points for RTX memory ranges:
| RTX memory range | NVIDIA starting-point models | Qualification |
|---|---|---|
| 6–8 GB | Qwen 3.5 4B | Vendor guidance, not an independent benchmark; context length, quantization, and runtime affect fit and speed. |
| 12–16 GB | Qwen 3.5 9B or Gemma 4 12B | Vendor guidance, not a hard minimum or guarantee for every quantization and context length. |
| 24 GB or more | Qwen 3.6 27B | Vendor guidance; larger context windows and runtime overhead still require additional memory. |
These recommendations come from NVIDIA’s current guidance for RTX PCs in How to Get Started With Large Language Models on NVIDIA RTX PCs. Parameter count is only one part of the calculation. Quantization changes the size and numerical precision of the weights, while the context window adds working memory as the conversation grows.
Do you need an NVIDIA GPU?
No. An NVIDIA GPU is useful for CUDA-based workflows, but it is not a universal requirement. Windows ML and Foundry Local can use CPU fallback and, where supported, NPU or DirectML/WinML execution. Ollama also documents Windows support for listed AMD cards when the system has a ROCm v7/HIP7-capable driver stack, and describes Vulkan as another GPU route. Compatibility is specific to the card, driver, runtime, and model, so check the current Ollama GPU support documentation before following a card-specific setup.
If your preferred model consistently exceeds your current dedicated VRAM, a GPU upgrade with more VRAM is the most direct hardware change. You do not need to buy one simply to try a small local model; CPU or integrated-hardware execution may be sufficient for experimentation, with lower generation speed.

1. Inventory the machine
Write down CPU architecture, RAM, GPU model, dedicated VRAM, and any NPU shown in Task Manager. Also check free SSD space because model downloads remain on disk even when the model is not loaded. Treat the LM Studio figures as recommendations rather than hard gates.

2. Pick the workflow
- Quick desktop chat: choose LM Studio or Ollama. LM Studio emphasizes a graphical interface; Ollama emphasizes model management and application connections.
- Linux-oriented development: choose WSL 2 with CUDA when you have a supported NVIDIA setup and need PyTorch, TensorFlow, or NVIDIA container workflows. Microsoft’s guide requires an enabled Windows NVIDIA driver, WSL, and a supported Linux distribution.
- Windows application integration: choose Windows ML or Foundry Local when your application should select among NPU, DirectML/WinML, CUDA, and CPU providers.
3. Select a model that fits memory and context
Start with a smaller model if you are unsure. Use the RTX ranges above only as starting points, then account for the quantization variant and the context length you intend to use. A short test prompt is a better first check than immediately importing a very long document.
Download models only from the catalog or source supported by your selected runtime. Keep the model’s exact name and quantization recorded; changing either can change memory use and behavior.
4. Install the runtime from its official source
For a desktop workflow, install LM Studio or Ollama for Windows, then download the model through that runtime. NVIDIA’s Windows playbook documents installing Ollama in PowerShell, downloading a model, and running it locally. The current Ollama command pattern is:
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsollama pull <model-name>
ollama run <model-name>
Replace <model-name> with a model identifier offered by the runtime. The first command downloads the files; the second starts an interactive local session. If the runtime provides a graphical model downloader, the equivalent actions are selecting the model, downloading it, and pressing its run or chat control.
5. Test with a small prompt
Ask a short factual or transformation question first. Watch whether the model loads, how much memory is used, and whether generation remains responsive. Then increase prompt length gradually. This separates a basic installation problem from a context or memory limit.
6. Confirm the active execution device
Do not assume that a visible GPU is being used. Check the runtime’s status or provider information while generating. In Foundry Local, Microsoft documents the foundry model list command for inspecting available models and provider-related information. Windows Task Manager’s GPU and NPU graphs can also show whether the expected device is active.

Using WSL 2 for CUDA development
WSL 2 is the supported route when your local AI project depends on Linux tooling but you want to keep Windows as the host operating system. Microsoft’s CUDA documentation covers acceleration for existing tools and frameworks, including PyTorch, TensorFlow, and NVIDIA container workflows.
- Install or enable a Windows NVIDIA driver that supports CUDA in WSL.
- Enable WSL 2 and install a Linux distribution supported by Microsoft’s guide.
- Open the Linux environment and install the framework, libraries, or container tooling required by your project.
- Run the framework’s device check before downloading a large model. Confirm that the CUDA device is visible inside WSL.
- Start with a model and context size that fit the GPU memory, then monitor both GPU memory and system RAM during inference.
WSL does not remove the underlying memory limits. A model that fits in Windows-native CUDA may still fail if the Linux process, container, or context configuration consumes additional memory. Conversely, a model that technically loads may generate too slowly if it is partly offloaded to system RAM.

Windows ML provides a Windows-native inference layer for applications. Foundry Local is Microsoft’s local model experience that can select among available execution providers, including NPU, DirectML/WinML, CUDA, and CPU. This is useful when the application should adapt to different Windows hardware rather than require one GPU vendor.
Foundry Local’s privacy boundary is specific and important: Microsoft states that inference inputs and outputs stay on the device. The initial model download and optional catalog metadata refresh still require network access. If the catalog is cached, inference can continue while offline, provided the model is already present.
For an application workflow, identify the provider selected on the target PC, verify the model is cached, and test the same prompt under the expected CPU, NPU, DirectML/WinML, or CUDA path. Provider availability can vary by Windows build, driver, hardware generation, and model format.
How to diagnose common failures
The model will not load
- Choose a smaller parameter count or a more heavily quantized variant.
- Reduce the context length and close other GPU-intensive applications.
- Check whether the runtime is trying to reserve dedicated VRAM, system RAM, or both.
- Compare the model’s actual file and runtime memory requirements with your available memory rather than relying only on the parameter count.
Generation is extremely slow
- Check whether the CPU is doing most of the work because the model exceeded VRAM.
- Verify that the intended CUDA, DirectML/WinML, NPU, Vulkan, or ROCm provider is active.
- Use a smaller model or shorter context to keep more of the workload on the accelerator.
- Do not infer that one runtime is universally faster; the documented sources do not provide a controlled comparison across hardware and models.
An AMD GPU is not detected
Ollama’s documented AMD path applies to listed cards with a ROCm v7/HIP7-capable driver stack. Check the current compatibility list and driver requirements. Vulkan may be available as another route, but support and performance remain runtime-specific.

CUDA is unavailable inside WSL
Recheck the three prerequisites in Microsoft’s guide: the Windows NVIDIA driver, WSL 2, and a supported Linux distribution. Then verify device visibility from inside the Linux environment before debugging the model or framework.
The computer runs out of RAM or VRAM midway through a conversation
Longer context windows require more memory than the initial prompt. Shorten the conversation, reduce the configured context, select a smaller or more quantized model, or move to hardware with more dedicated VRAM. Restarting the runtime can release memory left by a failed load, but it does not make an oversized model fit permanently.
Privacy, updates, and offline operation
“Runs locally” describes where inference happens, not whether the entire setup is permanently offline. Model downloads, runtime updates, optional catalogs, and telemetry policies differ by application. Before handling sensitive material, read the selected runtime’s network and logging settings.
For Foundry Local specifically, Microsoft says prompts and generated outputs remain on-device during inference. Network traffic is still used for initial model downloads and optional catalog refreshes, and cached catalog data can support offline inference afterward. Do not extend that guarantee to an unrelated desktop runtime without checking its own documentation.
What hardware should you upgrade?
If a small model runs acceptably on your current system, an upgrade is optional. When your target model does not fit, prioritize dedicated GPU VRAM because model weights and context data must be resident somewhere during accelerated inference. A larger-VRAM GPU can enable a larger model or longer context, but the exact benefit depends on quantization, drivers, and runtime support.
More system RAM can help with CPU inference or partial offload, but it does not turn a memory-starved GPU workflow into a fast one. An SSD upgrade mainly improves download and load convenience; the supplied hardware guidance does not establish a universal RAM or SSD capacity recommendation beyond LM Studio’s 16 GB RAM recommendation.
Quick Recap
Bottom line for different readers
- First local chat: install LM Studio or Ollama, choose a small model, and test a short prompt.
- NVIDIA developer workflow: use WSL 2 with CUDA when you need Linux tooling, PyTorch, TensorFlow, or NVIDIA containers.
- Windows application: use Windows ML or Foundry Local to integrate local inference and select among available hardware providers.
- Hardware decision: compare the model’s memory demand with dedicated VRAM, RAM, quantization, and intended context length before buying anything.
- Privacy decision: verify the specific runtime’s download and catalog behavior; local inference does not necessarily mean zero network traffic during setup.
