To make that claim responsibly, define the data path: what the gateway inspects or changes, which model receives each request, where inference and related processing occur, and what is retained in logs, backups, and operations.
What “keeping data in Türkiye” needs to mean
For an AI gateway, the phrase should describe a specific, verified route—not a general promise attached to a product or server location. Identify whether request content is sent to a model running in Türkiye, whether any provider or subprocessor elsewhere receives it, and where logs, backups, support tools, and operational metadata are processed.

A gateway may inspect requests, filter or transform content, select a provider, and control logging and response handling. Those controls can help implement a defined data path. A location label alone does not establish that every copy or downstream operation remains in Türkiye.

Law No. 6698 defines personal data broadly as information relating to an identified or identifiable natural person. Its principles include processing for specified, explicit, and legitimate purposes; keeping processing relevant, limited, and proportionate; and retaining data only for the period required by law or the processing purpose. The law was ratified on 24 March 2016 and published in the Official Gazette on 7 April 2016. The Authority notes that the Turkish text governs if its meaning differs from the English translation. KVKK does not establish a blanket rule that all personal data must always remain in Türkiye. Article 9, amended in 2024, provides conditional mechanisms for transfers abroad, including adequacy decisions and appropriate safeguards. The relevant route depends on the circumstances and the applicable processing condition; the Authority’s guidance describes mechanisms including explicit consent, adequacy, written commitments with Board authorization, standard contracts, and binding corporate rules. A gateway does not remove the need to assess the actual transfer and legal mechanism. Choose a route by tracing the full request
There are two broad routing choices: inference on infrastructure described as Turkey-hosted, or inference through a global provider. The choice should be evaluated against the actual processing path, not just the model’s name or API compatibility.

For example, LLMTR says its API is OpenAI-compatible and offers both Turkey-hosted and global model access. It says only models clearly marked Turkey-hosted run on its infrastructure in Türkiye, while global-provider models may follow the selected provider’s processing rules. Describe transformations accurately
Removing names or replacing them with placeholders does not automatically make a request anonymous. KVKK defines anonymization as making personal data impossible to link to an identified or identifiable person, even by matching it with other data. If a re-identification map exists, or original values remain accessible elsewhere, describe the process precisely rather than calling it anonymization. Law No. 6698, Article 3.

For each transformation, document what data is removed or altered, whether the original remains available, and what information could be used to reconnect the transformed request to a person. A masking or pseudonymization step may reduce exposure, but it should not be presented as meeting KVKK’s anonymization definition without evidence.
Build retention and deletion into the design
Decide what the gateway needs to log for security, debugging, and operations, then set retention periods and access controls accordingly. The Authority says controllers should take technical and organizational measures, document methods in relevant policies and procedures, and record erasure, destruction, and anonymization operations. Those records must be kept for a minimum of three years, excluding other legal obligations; the guidance page does not state a publication year. What a defensible gateway claim requires
- A documented deployment location and data-flow map covering request content, responses, logs, backups, and operational access.
- A current provider and subprocessor list, with the destination and purpose of each data flow.
- Defined rules for filtering, transformation, provider selection, logging, retention, and deletion.
- A documented assessment of whether a route involves a transfer abroad and which legal mechanism applies.
- Test evidence showing that routing and retention controls behave as described; a product label or architecture diagram alone is not test evidence.
Without those implementation details and evidence, it is not possible to conclude that a particular gateway keeps Turkish personal data in Türkiye or complies with KVKK. The sound claim is narrower: the gateway can enforce specified routing and data-handling controls, while the actual outcome depends on the complete deployment and transfer circumstances.
