How to Review AI-Written Pull Requests—and Decide What to Block

Block an AI-written PR for a verified behavior failure, security risk, or broken repository contract—not simply because AI wrote it. Here’s how to make that call.

A code change should be blocked when you can show that it breaks required behavior, creates a meaningful security risk, or violates an important repository contract—not simply because AI helped write it. A responsible review of three public pull requests needs the exact PRs, revisions, and reproducible evidence. Those case details are not established here, so presenting invented examples as personally reviewed would mislead readers. What can be offered instead is a concrete framework for deciding what merits a block, what warrants a follow-up, and what is only a suggestion.

What makes an AI-written PR a blocker?

Review the change against its stated intent and the surrounding project, not its authorship. A blocker is a defect with a material consequence and evidence: a failing test, a reproducible incorrect result, a security weakness, or a conflict with a documented repository requirement. Explain both the impact and how you verified it.

GitHub’s guidance for reviewing AI-generated code calls for checks on functionality, security, and maintainability, and recommends using a checklist to cover those areas. That is practical guidance, not evidence that any particular PR is defective. GitHub’s AI-code review checklist

Block on demonstrated behavior or risk

  • Incorrect behavior: the implementation fails a stated requirement or a relevant case, and the failure is reproducible.
  • Security exposure: the change mishandles input, secrets, permissions, or another trust boundary in a way that creates a credible risk.
  • Broken repository contract: the change conflicts with an established API, caller expectation, dependency constraint, or operational assumption.
  • Tests that miss the changed behavior: this can justify blocking when the uncovered behavior is consequential and the change cannot otherwise be adequately verified. A test gap alone is not proof of a bug.

Keep preferences separate

Awkward naming, a different but acceptable implementation, or a minor refactor is usually a suggestion rather than a merge blocker. Raise it as a blocker only when you can connect it to a concrete maintenance, correctness, or compatibility cost.

How to review the change in context

A polished diff can still fail because it ignores how the repository works. Read the request, inspect the relevant callers and neighboring code, and trace assumptions about dependencies, permissions, input, and data handling. For complex or sensitive changes, GitHub recommends collaborative review rather than relying on one reviewer’s inspection. GitHub Docs: Review AI-generated code

  1. Establish intent. Compare the PR description and requested behavior with the actual diff. Identify what should change and what should remain unchanged.
  2. Trace the affected paths. Follow relevant callers, inputs, outputs, error handling, and permission checks. Look for assumptions that the diff does not make explicit.
  3. Verify behavior. Run the project’s relevant tests and add or adapt a test for the changed behavior where appropriate. A passing suite is useful evidence, but only for behavior the suite exercises.
  4. Check repository conventions and dependencies. Confirm that the change fits the project’s architecture, supported versions, and dependency policy.
  5. Record evidence for each finding. Give a reproduction, failing test, or specific contract the change violates. State the consequence and distinguish required fixes from optional improvements.

Use automation as evidence, not as a verdict

Run the repository’s normal CI, linting, and security checks where available. GitHub identifies CI, Dependabot, and CodeQL or similar scanning among useful parts of an AI-code review workflow. These tools can flag issues, but their coverage is limited: a clean scan does not establish that the code fulfills its intent or respects every repository assumption. Security deserves focused attention even when tests pass. In a 2024 study, Fu and coauthors examined 452 Copilot-generated snippets identified in GitHub projects and reported weaknesses in 134, or 29.6%: 91 of 277 sampled Python snippets (32.8%) and 43 of 175 sampled JavaScript snippets (24.6%). The weaknesses covered 38 CWE categories. These figures describe that study’s sample of snippets in two languages and a particular tool context; they are not a vulnerability rate for AI-written pull requests generally. What public review benchmarks can—and cannot—show

ReviewBench provides a reproducible set of human-reviewed findings for evaluating AI code-review systems. GitHub describes its benchmark as 219 pull requests from 187 public, open-source-licensed repositories across 19 languages, selected from an analysis of 103.9 million GitHub pull requests. Those are benchmark and corpus figures—not a count of AI-written PRs in the wild. The benchmark’s selection also weights PR sizes toward the reviewable middle and tail rather than mirroring the distribution of very small changes exactly. A benchmark task can help identify a candidate case, but it does not by itself establish what a reviewer would find in the current version of a PR. A defensible case study should identify the exact repository and PR, the commit or revision reviewed, the relevant change, and the verified behavior or finding. Without those specifics, no particular public PR can responsibly be described here as one of three personally reviewed examples.

Do not confuse AI-written descriptions with code quality

A 2024 study by Xiao, Hata, Treude, and Matsumoto examined 18,256 pull requests containing AI-crafted description content. Its abstract reports less review time and a higher likelihood of merging for those PRs, while noting that developers often edited the generated text. The study concerns PR descriptions and process outcomes; it does not show that the code in those PRs was better or safer. The merge decision stays with a person

Automated checks and AI assistance can inform review, but they do not take responsibility for shipping a change. GitHub’s stated position is that “it’s the developer who hits ‘Merge’” who owns that decision. The pull request remains a place to record the rationale, review, and decision.
