The safest GitHub Actions workflow starts with a read-only GITHUB_TOKEN, then grants each job only the scopes and access levels its operation requires. Declare those permissions in YAML, check the repository, organization, and enterprise defaults that precede the YAML, and treat pull-request trust boundaries, actions, secrets, and cloud credentials as part of the same security decision.
What the GITHUB_TOKEN is—and why least privilege matters
GitHub creates a repository-scoped GitHub App installation token for each workflow job. The token is short-lived and is available to actions and commands running in that job. Its effective capabilities are controlled by the permissions assigned to the job, not by the token name alone.

A broad token increases the blast radius of a compromised dependency, a malicious pull request, an action with unsafe behavior, or a leaked credential. A job that only checks out code and runs tests usually needs repository contents read access. It should not also be able to modify issues, publish packages, merge pull requests, manage deployments, or write releases.

GitHub’s security guidance recommends making repository contents read-only by default. The practical rule is to begin with the operation the job must perform, identify the smallest permission scope and access level that supports it, and add nothing else.

How GitHub calculates effective permissions
The YAML file is only one layer of the decision. GitHub calculates the token’s effective permissions in sequence:
- The enterprise, organization, or repository establishes the initial default policy.
- A workflow-level
permissionsdeclaration adjusts that default for every job in the workflow. - A job-level
permissionsdeclaration adjusts the permissions for that job. - For some events, especially pull requests from forks, GitHub applies an additional safety reduction to write permissions.
This order explains why two identical workflow files can behave differently in different repositories. When diagnosing an authorization failure, inspect the applicable settings as well as the workflow and job declarations.
A newly created personal repository defaults to read access for contents and packages according to GitHub’s repository-setting documentation. Organization repositories inherit the organization’s configured setting. Existing repositories can have different defaults because of later administrative changes or enterprise policy.

Permission syntax: scope, level, and omission
The permissions key accepts individual permission scopes with levels of read, write, or none where that scope supports them. write includes the corresponding read capability.
The most important syntax rule is easy to miss: once you specify any permission in a permissions map, every permission you omit becomes none. This makes explicit declarations predictable, but it also means a job can lose access it previously inherited when you add one new scope.
| Declaration | Result | Typical use |
|---|---|---|
permissions: contents: read |
Contents can be read; every omitted scope is none. |
Read-only checkout and tests. |
permissions: issues: write |
Issue writing is enabled; every omitted scope is none. |
A job that labels, comments on, or edits issues. |
permissions: {} |
All available GITHUB_TOKEN permissions are disabled for that workflow or job. |
A job that does not need the token. |
No permissions declaration |
The repository, organization, or enterprise default remains in effect, subject to event-based reductions. | Only when the administrative default is deliberately controlled and understood. |
Use none explicitly when it documents an intentional denial or makes a security review easier. Keep the permission list close to the job that consumes it so a future change does not accidentally broaden unrelated jobs.

Set a read-only workflow baseline
A workflow-level declaration is a useful guardrail for jobs that share the same basic need. This example gives all jobs repository contents read access and no other token scopes:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
name: CI
on: [push, pull_request]
permissions:
contents: read
jobs:
test:
runs-on: ubuntu-latest
steps:
- uses: actions/checkout@v6
- run: ./run-tests.sh
The example is an illustrative pattern, not a guarantee that every repository or event behaves identically. Validate the checkout action, event filters, and the scripts in the actual repository. If a job needs to publish a report, create a release, upload an artifact, or update an issue, add that capability only to the job that performs the operation.
Give an individual job only the scopes it needs
A job-level declaration is the right place for a special operation. Because omitted scopes become none when a map is specified, list every scope that job genuinely needs, including read access required by its commands.
jobs:
test:
runs-on: ubuntu-latest
permissions:
contents: read
steps:
- uses: actions/checkout@v6
- run: ./run-tests.sh
label-issues:
if: github.event_name == 'issues'
runs-on: ubuntu-latest
permissions:
contents: read
issues: write
steps:
- run: gh issue list
env:
GH_TOKEN: ${{ secrets.GITHUB_TOKEN }}
The issue job has a narrow write capability while retaining contents read access used by the documented pattern. It does not inherit unrelated write scopes from the workflow or repository. The if condition is an additional safety check; it does not replace permission restrictions.
Choose the smallest useful scope
| Required operation | Candidate scope | Preferred level | Review questions |
|---|---|---|---|
| Checkout or inspect repository files | contents |
read |
Does any step actually push, tag, or create a release? |
| Label, comment on, or edit issues | issues |
write only when modifying |
Can the job use a read-only report instead? |
| Modify pull requests | pull-requests |
write only when required |
Is the workflow reacting to untrusted pull-request code? |
| Publish packages | packages |
write only for publishing |
Should publication be limited to a protected branch or environment? |
| Request a cloud identity token | id-token |
write |
Do cloud-side trust rules constrain the repository, workflow, ref, and environment? |
| Use checks, deployments, pages, security events, or other APIs | The specific corresponding scope | The lowest level that works | Is the permission list still current in GitHub’s workflow syntax reference? |
The exact set of available scopes can change. Check the current workflow syntax reference when adding a less common capability rather than copying a broad permission block from another project.

jobs:
static-analysis:
runs-on: ubuntu-latest
permissions: {}
steps:
- run: ./analyze-generated-input.sh
If the job uses actions/checkout, it normally needs repository contents access. Replace the empty map with contents: read and add no other scope. A failed checkout after introducing permissions: {} is therefore expected, not evidence that the token needs broad write access.
Remember that actions can receive the token implicitly
Passing GH_TOKEN or GITHUB_TOKEN in an env block is not the only way an action can use the credential. GitHub documents that an action can access GITHUB_TOKEN through the github.token context even when the workflow does not explicitly pass it.
Review every action’s code, documentation, transitive dependencies, and release pinning. Ask what API calls it makes, whether it executes repository-controlled scripts, and whether it forwards environment variables to child processes. Least privilege limits what a compromised action can do, but it does not make an unreviewed action trustworthy.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitches- Pin third-party actions to a reviewed commit or another controlled versioning strategy.
- Keep token permissions next to the job that uses the action.
- Do not assume an action is harmless because it does not declare a token input.
- Remove permissions when a step is deleted; stale scopes are easy to overlook during maintenance.
Pull requests from forks and privileged triggers
Ordinary pull_request
For a pull request submitted from a fork, GitHub normally supplies a read-only GITHUB_TOKEN and withholds other secrets. This protects the base repository from code that the maintainer has not reviewed. Write permissions can be reduced to read-only for fork events unless the repository setting to send write tokens to pull-request workflows is enabled.
Dependabot pull-request workflows run as though they came from a fork: they receive a read-only token and do not receive secrets. Design automated dependency-update checks with that limitation in mind.
pull_request_target
pull_request_target runs the workflow from the base repository’s trusted context and can receive the base repository token and secrets. That makes it useful for carefully designed triage tasks, but dangerous when it executes code supplied by the pull request.

Never check out the pull request head and run its scripts in a privileged pull_request_target job. An attacker could alter the workflow inputs or build scripts and use the base token or secrets. If the event is necessary:
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →- Keep the token permissions as narrow as possible, often limited to the one triage scope required.
- Do not execute fork-controlled code, install unreviewed dependencies, or evaluate untrusted configuration.
- Pass only the secrets required for the specific operation, preferably through a protected environment.
- Use an isolated, disposable runner; treat a self-hosted runner as a higher-risk asset because a compromised job may affect the host or later jobs.
GitHub’s current event-policy documentation says a default policy blocking pull_request_target in affected public repositories is in evaluation and is scheduled for enforcement on November 2, 2026. Confirm the policy status and the repository’s applicable settings before relying on that date.
Secrets are a separate trust decision
Reducing GITHUB_TOKEN permissions does not make every other credential safe. Avoid putting plaintext secrets in workflow files. GitHub’s automatic masking is not guaranteed for transformed values, such as encoded, concatenated, or otherwise derived strings.
- Pass only the specific secret a step needs.
- Register generated sensitive values for masking when the platform supports it.
- Inspect actions for logging, debugging, artifact uploads, and command construction that could expose secrets.
- Use required reviewers to protect environment secrets used for deployments.
- Rotate a credential immediately when it may have appeared in logs, artifacts, output, or a compromised runner.
A read-only token and no secrets is the normal security posture for untrusted pull-request validation. A privileged workflow should be an explicit exception with a documented reason.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Use OIDC carefully for cloud deployments
Cloud deployments often should not rely on a long-lived cloud key stored as a repository secret. A job can request a GitHub-issued OpenID Connect token by granting:
permissions:
contents: read
id-token: write
id-token: write permits the workflow to request the identity JWT. It does not itself grant write access to a cloud account. The cloud provider decides what the exchanged credential can do, so configure trust conditions for the intended repository, workflow, branch or tag, environment, and other claims in the deployment design.
Best Value
Keep the cloud role or service account narrow as well. A workflow with a perfectly restricted GitHub token can still deploy too much if the cloud-side role allows unrestricted administration.
When GITHUB_TOKEN is not enough
Some operations require a permission the job token cannot provide, such as access across repositories or an API capability outside the installation token’s grants. GitHub documents two common alternatives:
| Credential | Use when | Least-privilege considerations |
|---|---|---|
| GitHub App installation token | An automation service needs defined, possibly cross-repository GitHub access. | Select only the App permissions and repositories required; prefer the short-lived installation token. |
| Personal access token stored as a secret | A GitHub App cannot provide the required operation and a user-bound credential is unavoidable. | Use the narrowest token type and scopes, protect it as an environment secret, set an expiration, and rotate it. |
| Cloud-federated OIDC credential | A deployment needs cloud access without a long-lived cloud secret. | Constrain the cloud trust policy and role independently of GitHub permissions. |
Do not substitute a broad, long-lived personal token merely because it makes an API call succeed. First verify whether a GitHub App installation token or a constrained OIDC exchange meets the requirement.
A repeatable least-privilege review
- Inventory operations. List every API call, checkout, push, issue change, artifact publication, deployment, and external service access each job performs.
- Start with no access. Try
permissions: {}for jobs that do not need GitHub APIs, orcontents: readfor ordinary build and test jobs. - Add one scope at a time. Select the narrowest scope and level that satisfies the failed operation. Remember that
writealready includesread. - Separate jobs by privilege. Keep tests, packaging, issue triage, and deployment in different jobs when their trust or permissions differ.
- Check event provenance. Identify whether the job runs on a trusted push, a manual dispatch, a fork pull request, Dependabot, or
pull_request_target. - Inspect administrative defaults. Verify the enterprise, organization, and repository policies that establish the starting permission set.
- Audit actions and scripts. Review dependencies, token access through
github.token, shell commands, logs, artifacts, and runner isolation. - Test the failure boundary. Confirm that an operation outside the intended scope fails while the required operation succeeds. Record why each non-read permission exists.
- Recheck after changes. New actions, events, environments, branches, or deployment targets can change the required trust and credential model.
Common failures and precise fixes
| Symptom | Likely cause | Fix |
|---|---|---|
actions/checkout cannot fetch a private repository |
The job has no contents permission or a job-level map omitted it. | Add contents: read to that job; do not add unrelated write scopes. |
| An issue-labeling command returns a 403 | The job has only read access or its job-level map omitted issues. |
Grant issues: write only to the labeling job and retain any required read scope. |
| A previously working API call fails after adding one permission | All omitted scopes became none. |
List the previously required scopes explicitly, then remove any that are no longer needed. |
| A fork pull-request workflow cannot publish or access a secret | GitHub reduced write permissions and withholds secrets for the untrusted event. | Keep validation on pull_request; move a narrowly defined privileged action to a reviewed workflow rather than executing fork code with secrets. |
| A deployment gets an OIDC token but cloud access is denied | id-token: write only enables JWT issuance; the cloud trust policy does not match. |
Review the provider’s subject, audience, repository, ref, workflow, and environment conditions and the target role’s permissions. |
A token is available even though it was not passed in env |
The action accessed the github.token context. |
Audit the action and reduce the job permissions; do not rely on hiding the token input. |
| Permissions differ between repositories | Enterprise, organization, or repository defaults differ. | Inspect administrative settings and make the workflow’s required baseline explicit. |
What “good” looks like
A maintainable workflow has an explicit, mostly read-only baseline; job-specific write access for narrowly defined operations; no token at all where GitHub access is unnecessary; and separate handling for untrusted code, secrets, and cloud identity. Its maintainers can explain every non-none scope, the event that triggers the job, and the trust policy governing any external credential.
Review the current GitHub workflow syntax and security documentation when you add a new scope or event, because permission names, repository policies, and event protections can change. Least privilege is not a one-time YAML edit: it is the continuing practice of keeping each job’s effective capability set no larger than the operation requires.
