Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →If classic RD Web Access shows “Unable to display RD Web Access” and “An unexpected error has occurred that is preventing this page from being displayed correctly” in Microsoft Edge or Google Chrome, check the browser’s XSLT policy before treating the incident as a network, certificate, or Remote Desktop Services outage. Microsoft says the classic interface uses client-side XSLT to transform its XML content; disabling that feature prevents the page from rendering. An administrator can temporarily set XSLTEnabled to 1, restart the browser, and test again. If the organization has deployed the HTML5 web client, that is a separate access route; Edge IE mode is a compatibility option for sites that still require legacy behavior.
Start by matching the documented failure
The XSLT workaround applies to a specific rendering failure, not to every problem that happens to involve RD Web Access. First open the portal in the affected Chromium-based browser and read the page. The strongest match is a page that immediately displays both of these messages:
As an Amazon Associate I earn from qualifying purchases.
- Unable to display RD Web Access
- An unexpected error has occurred that is preventing this page from being displayed correctly
When those messages appear in Edge or Chrome, the first high-value check is whether organizational browser policy has disabled XSLT. Microsoft Support attributes this particular failure to the classic portal’s client-side XSLT transformation. That diagnosis is narrower than saying that every blank page, sign-in loop, or connection failure is caused by XSLT.
If the page instead loads but authentication fails, a published application is missing, or a remote session will not start, record that different symptom and use the organization’s normal identity, gateway, proxy, and RDS checks. Do not change browser policy solely because the words “RD Web Access” appear in an error.

Use this decision path
- Confirm the exact render error. Match the two messages above and confirm that the failure occurs in Edge or Chrome.
- Ask who controls browser policy. On a managed workstation, the responsible Windows or endpoint administrator should make the change. A local registry edit can be overwritten by domain or device management.
- Temporarily enable XSLT. Apply the browser-specific policy command in an elevated Command Prompt, restart the affected browser completely, and reload the portal.
- If the classic page still cannot be used, check for the HTML5 web client. It has a different URL and user experience and must have been deployed by the organization.
- Use Edge IE mode only for a remaining legacy requirement. IE mode needs its own configuration and may request permission for ActiveX on the first visit.
These are alternatives, not three parts of one repair. Re-enabling XSLT restores the existing classic page; the HTML5 client is a separate client; IE mode supplies compatibility for legacy behavior.
Restore the classic portal by enabling XSLT
What the policy changes
The policy value is a Windows registry-backed browser setting named XSLTEnabled. Microsoft’s temporary workaround sets its DWORD value to 1 for the browser that is failing. This allows the classic RD Web Access page to perform the transformation it needs to render.
This is a workaround, not a permanent redesign of the portal. Microsoft says browsers are moving away from XSLT and that it is working on a fix for the issue. Keep the change within the organization’s change-control process and review Microsoft’s current Support guidance before standardizing it.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsBefore you run a command
- Use an account permitted to change the local machine policy, or have the endpoint administrator perform the change.
- Close all windows of the affected browser. A browser process that remains open can keep old policy state in memory.
- Confirm which browser users actually use to reach the portal. Edge and Chrome write to different policy locations.
- Tell users that the setting is temporary and browser-specific; enabling it for one browser does not enable it for the other.
Microsoft Edge
Open Command Prompt with Run as administrator, then run this command exactly:
reg add "HKLMSOFTWAREPoliciesMicrosoftEdge" /v XSLTEnabled /t REG_DWORD /d 1 /f
The command writes XSLTEnabled=1 under Edge’s machine policy key. Wait for the command to report success, close every Edge window, start Edge again, and browse to the RD Web Access URL.

Google Chrome
Open an elevated Command Prompt and run:
reg add "HKLMSOFTWAREPoliciesGoogleChrome" /v XSLTEnabled /t REG_DWORD /d 1 /f
After a successful command, exit all Chrome windows, launch Chrome again, and reload the portal. Do not use the Edge key for Chrome or the Chrome key for Edge; each browser reads its own policy path.
Verify the result
- Close the browser rather than merely refreshing the tab.
- Start it again after the policy command has completed.
- Open the same RD Web Access address.
- Check whether the sign-in page and its controls now render instead of showing the documented unexpected-error page.
- If the page renders, test the normal sign-in and launch flow that the user needs, because rendering success alone does not prove that every published resource or authentication method is working.
If the exact error remains, verify that the command was run in an elevated window, that the correct browser key was used, and that a management system has not immediately replaced the local value. Have the administrator check the effective browser policy through the organization’s existing management tools. If the symptom is no longer the documented render failure, stop treating XSLT as the only hypothesis.

When the device is centrally managed
Organizations commonly control browser policy through domain policy or endpoint-management profiles. A user-level workaround may be blocked, reverted, or contrary to policy. In that situation, send the browser name, the exact two-line error text, the portal URL, and the time of failure to the responsible administrator. The administrator can apply the setting through the approved channel, scope it to affected devices, and remove or change it when Microsoft publishes a permanent fix.
Use the HTML5 Remote Desktop web client when it is deployed
The HTML5 client avoids the classic portal’s page-rendering path, but it is available only when an administrator has installed and published it. The example address is:
https://<rdweb-server-FQDN>/RDWeb/webclient/index.html
Replace the placeholder with the fully qualified domain name supplied by the organization. Users should not guess a different host name or path; the web client may be published on a particular RD Web server and protected by the organization’s normal authentication controls.

User steps
- Open the web-client URL in a supported desktop browser.
- Sign in with the credentials and server address provided by the administrator.
- Select the published desktop or application and allow the browser session to open.
- If a native Remote Desktop connection is required, open Settings in the web client and use its option to download an RDP file, if that option is enabled for the deployment.
The HTML5 client is a different experience from the classic RD Web Access page. A working classic URL does not prove that the web-client path exists, and a missing web-client path does not prove that the server is down; the organization may simply not have deployed or published the client.
Published compatibility information
Microsoft Learn describes supported examples as Edge, Chrome, Safari, or Firefox 55 and later, on Windows, macOS, ChromeOS, and Linux PCs. Mobile devices are listed as unsupported. These are the requirements published on the Learn page; browser support and minimum versions can change, so administrators should verify the current documentation before treating the Firefox 55 floor as a present-day compatibility guarantee.
If the HTML5 client has its own problem
Once the client itself loads, its errors need a separate diagnostic path. The administrator guide recommends capturing browser-console activity from the client’s About page and describes opening the browser developer console, such as with F12 in Edge. Those diagnostics are useful for a web-client connection or authentication problem. They are not the first step when the classic portal shows the exact XSLT render error; test the browser policy hypothesis first.
Configure Edge IE mode for legacy compatibility
IE mode is appropriate when the organization must continue using a classic portal behavior that depends on Internet Explorer compatibility. It is not a replacement for checking the XSLT policy in Edge or Chrome, and it does not turn the HTML5 client into the classic interface.
Allow IE-mode reloads
- In Edge, open Settings and more (the three-dot menu), then choose Settings.
- Open Default browser.
- For Allow sites to be reloaded in Internet Explorer mode (IE mode), select the organization’s permitted option, such as Allow.
- Under the Internet Explorer mode pages list, choose Add and enter the complete RD Web Access URL supplied by the administrator.
- Restart Edge if it asks you to, then reopen the portal and use the page’s IE-mode reload command when needed.
Exact labels can vary with Edge policy and release. On a managed device, the controls may be locked and the IE-mode page list may be delivered by policy rather than by the user.

Expect the first-visit ActiveX prompt
Microsoft’s support procedure warns that the first visit in IE mode may ask for permission to allow ActiveX. The article explains that this permission enables use of the signed-in user’s credentials for single sign-on. Follow the organization’s security policy before allowing it; do not grant a prompt simply because it appears.
IE mode adds compatibility overhead and should be limited to the sites and users that still need it. If the HTML5 client provides the required published resources, it is generally the cleaner browser route; if the classic page is all that exists, the XSLT policy workaround is the direct way to restore its rendering in a normal Chromium tab.
Do not confuse the XSLT failure with an older ActiveX problem
A separate Microsoft Learn troubleshooting page describes an older RDWEB scenario in which the Connect to a remote PC feature depends on an ActiveX control. That page notes that ActiveX controls are not supported in Edge. This is a legacy feature-compatibility issue, not the cause established for the classic page’s XSLT-disabled render error.
- If the entire page fails immediately with the two documented render messages, investigate
XSLTEnabledfirst. - If the page renders but only the remote-PC connection control fails, investigate the legacy ActiveX requirement and the organization’s approved IE-mode configuration.
- Do not install or repair an ActiveX control as a presumed fix for a page that never rendered because XSLT was disabled.
Choose the route that matches the requirement
| Route | What it restores | Dependencies and trade-offs |
|---|---|---|
| Re-enable XSLT with approved browser policy | The existing classic RD Web Access page in Edge or Chrome | Requires administrative policy control. Microsoft describes it as a temporary workaround while browsers move away from XSLT. |
| HTML5 Remote Desktop web client | Published desktops and applications through a separate web-client URL; an RDP file can be downloaded from Settings when enabled | The organization must deploy and publish the client. It has its own browser, authentication, and connection behavior. |
| Edge IE mode | Classic-portal compatibility where legacy behavior is still required | Requires IE-mode configuration and may present an ActiveX permission prompt on the first visit. Managed policy can restrict the controls. |
Decide by asking three questions: Is the goal to restore the existing classic page? Has the HTML5 client already been deployed? Is a specific legacy feature still required? Authentication, MFA, proxy handling, and application behavior can differ between deployments, so none of these routes guarantees identical results in every organization.

Troubleshoot the common branches
The command completed, but the page is unchanged
- Make sure the command was run as administrator and returned a successful result.
- Confirm that the browser you restarted matches the registry path you changed.
- Close every browser window and start a new process; a refresh alone may not reload policy.
- Ask the policy administrator whether domain or endpoint management is replacing the local value.
- Recheck the exact error text. If it has changed to an authentication, gateway, or session-launch error, continue with that issue instead of repeating the XSLT change.
The portal works in one browser but not the other
Apply the policy only to the browser that exhibits the failure. Edge and Chrome use separate policy registry locations, so a successful change for one does not alter the other. Record the working browser and the failing browser in the incident so the administrator can compare effective policy rather than assuming an RDS-wide outage.
Best Value
The HTML5 URL returns a missing page
Ask the administrator whether the web client was installed and published on that RD Web server. The path is not automatically present on every classic RD Web Access deployment. Use the exact fully qualified host name and path supplied for the organization; do not infer availability from the classic portal’s URL.
The HTML5 client opens but cannot connect
Separate page loading from session connection. If the sign-in page and client interface render, use the administrator’s web-client troubleshooting procedure, including console capture from About and the browser developer console. The HTML5 client’s connection diagnostics cannot repair a classic page that is failing before it renders.
IE mode is unavailable or locked
On managed Edge installations, IE-mode controls and page lists can be controlled by policy. Ask the administrator to add the RD Web URL through the approved configuration rather than attempting to bypass the lock. If the organization no longer permits IE mode, use the XSLT workaround for the classic page or the deployed HTML5 client instead.

That symptom aligns more closely with the legacy ActiveX-dependent scenario than with an XSLT rendering failure. Confirm that the rest of the page renders, then follow the organization’s IE-mode and legacy-application policy. Do not broaden an ActiveX diagnosis to every RD Web Access error.
Operational guidance for administrators
Document the change
Record the affected browser, device scope, exact error text, policy value, command used, operator, and time of change. This prevents a temporary compatibility setting from becoming an undocumented permanent exception and makes it easier to remove or revise after Microsoft’s fix is available.
Communicate the user path
Give users one tested URL and one instruction set. If the HTML5 client is available, publish its complete path and explain whether downloading an RDP file is allowed. If IE mode is required, identify the expected ActiveX prompt and the support contact who can approve it. Avoid sending users between the classic page, web client, and IE mode without explaining that they are different interfaces.
Recheck after browser or policy updates
Browser policy names, support status, and web-client compatibility can change. Microsoft’s Support article dated October 6, 2026 says that Microsoft is working on a fix and does not announce a fix date. Review the current Support and Learn documentation before removing a workaround, expanding its scope, or treating the temporary setting as a long-term architecture.
Final verification checklist
- The failure matched the documented two-message rendering symptom.
- The administrator enabled
XSLTEnabled=1in the correct Edge or Chrome policy path. - The browser was fully closed and restarted.
- The classic portal was reopened and its sign-in controls rendered.
- If the classic route remained unsuitable, the administrator confirmed whether the HTML5 client was deployed at
/RDWeb/webclient/index.html. - If a legacy feature required IE mode, Edge was configured with the RD Web URL and the ActiveX prompt was handled under policy.
- The team recorded the temporary change and will review Microsoft’s updated guidance.
What Microsoft has stated about this incident
Microsoft Support’s article titled RD Web Access fails to load when XSLT is disabled in Microsoft Edge or Google Chrome states: RD Web Access uses client-side XSLT processing to render the web interface.
The same article says: Microsoft is working on a fix for this issue and will provide more information when it is available.
Those statements describe the documented cause and the status reported in the article originally published October 6, 2026. Check the live Microsoft guidance for any subsequent policy, browser, or fix-status changes.
