Then investigate whether the Start menu package is registered for your account and whether its process is running. Use DISM and System File Checker when there are signs of broader Windows file corruption; reserve recovery options such as Reset this PC for problems that persist. The right fix depends on whether the cause is an update, a package or process failure, a customization, or a managed-device policy.
Start with a restart, updates, and recent changes
- Restart Windows. If the desktop is usable, save your work and restart the PC. A restart can clear a temporary shell or process failure.
- Check for updates. Open Settings > Windows Update, select Check for updates, and install applicable updates. Restart if Windows requests it.
- Connect the timing to a change. Note whether Start stopped working after a Windows update, installation of an app, use of a Start-menu customization utility, or a policy or configuration change. Microsoft’s Start menu troubleshooting guidance recommends checking update status and recent registry, folder, Group Policy, and mobile-device-management changes. On a work or school PC, ask IT to review managed settings rather than changing policies yourself.
Check whether the Start menu package is installed and registered
Windows 11’s Start menu depends on the Microsoft.Windows.StartMenuExperienceHost package. A missing package and a package that exists but is not registered to your account are different problems, so check before trying the registration command.

1. Query the package for your account
Open PowerShell as your normal, non-administrator account and run:
Free tools Windows power users keep installed
One-click scans. No signup required.
Get-AppxPackage -Name Microsoft.Windows.StartMenuExperienceHost
If PowerShell returns package details, it is present for that user. If there is no result, Microsoft’s troubleshooting flow next checks whether a copy exists for any user.

2. Check for the package across users
Open PowerShell as an administrator and run:
Get-AppxPackage *StartMenu* -AllUsers
If the package appears for another user but not the affected account, Microsoft documents registering it for the current user. Close the elevated window, open a regular (non-administrator) PowerShell prompt as the affected user, and run:
Add-AppxPackage -Path "C:WindowsSystemAppsMicrosoft.Windows.StartMenuExperienceHost_cw5n1h2txyewyAppxManifest.xml" -Register -DisableDevelopmentMode
Restart Windows and check Start again. This is a targeted registration step, not a guaranteed repair. If the package is absent for all users, Microsoft says there is no supported method to install the Start AppX files; consider reverting to a known-good configuration, using an applicable recovery option, or restoring a backup instead.

When the package exists, check the process and isolate conflicts
If the package is installed but Start remains unresponsive, check whether StartMenuExperienceHost is running in Task Manager. Open Task Manager with Ctrl+Shift+Esc, then look for the process in the process list. If it is not running, or it repeatedly stops, Microsoft’s guidance recommends testing whether the failure also occurs in Safe Mode or after a clean boot, and reviewing relevant activation and application logs. These checks can help distinguish a Start-specific failure from interference by another app or a wider system problem. Microsoft’s Start menu troubleshooting article provides further diagnostic details.

Repair Windows system files with DISM and SFC
Use these commands when Start trouble accompanies other Windows features malfunctioning or you have reason to suspect system-file corruption. Open Command Prompt as administrator and run DISM first, followed by System File Checker:

DISM.exe /Online /Cleanup-image /Restorehealth
sfc /scannow
DISM may take several minutes. Leave the Command Prompt window open until SFC finishes its verification at 100%. Microsoft’s System File Checker instructions explain that SFC checks protected system files and replaces corrupted files with cached copies. A clean SFC result does not prove that a Start package or user-profile problem has been resolved.
Choose a recovery option based on what failed
If the steps above do not restore Start, match the recovery method to the likely cause and choose the least disruptive option that fits. Available choices depend on the Windows version and device configuration.

| Option | Best fit | Effect on apps, files, and settings |
|---|---|---|
| Uninstall a recent update | The problem began directly after a Windows update. | Removes the selected update; the exact consequences depend on the update and device. |
| Fix problems using Windows Update | Windows components need repair and the option is available. | Reinstalls the current Windows version to repair system files and components while retaining apps, files, and settings. |
| System Restore | A suitable restore point exists from before the problem. | Returns system state to the restore point; review Windows’ prompts for the effects on apps and settings. |
| Reset this PC | Less disruptive recovery methods have not worked. | Offers a choice to keep personal files or remove everything. It is more disruptive, so back up important data first. |
Microsoft’s Windows recovery options guide explains which routes may be available. To use the Windows Update repair reinstall when offered, open Settings > System > Recovery and look for Fix problems using Windows Update. For other recovery routes, use the relevant option in Windows or its recovery environment and follow the on-screen instructions. Back up important files before choosing an option that may remove data.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsIf Windows will not start, use Windows Recovery Environment
If the PC cannot reach the desktop, the Windows Recovery Environment (Windows RE) offers recovery tools outside the normal session. Microsoft documents ways to enter Windows RE and use recovery or installation media when needed in its Windows Recovery Environment guide. Installation media is a fallback for recovery or reinstall scenarios, not a normal requirement for repairing an otherwise usable Start menu. If you create it on another working PC, follow Microsoft’s instructions for creating Windows installation media.

Check the narrow Windows 11 24H2 and 25H2 servicing issue
A specific issue may apply if this is an enterprise or virtualized PC running Windows 11 24H2 or 25H2, provisioned through certain update sequences beginning in July 2025, and Start failed alongside Explorer, Settings, Taskbar, or Search. Microsoft’s KB5072911 servicing note attributes that scenario to XAML package dependencies not registering in time. Microsoft says the resolution starts with Windows updates released June 23, 2026, with rollout continuing the following month. Check the current update’s applicability with your IT administrator; this notice does not explain unrelated Start menu failures or establish a cause on personal PCs.
