Windows 11 does not offer an official one-click command that clears every pinned taskbar icon. The supported way to reset the taskbar is to unpin apps one at a time. If a pin returns after you remove it, or the option is greyed out, the PC is most likely receiving a configuration from an employer, school or other organization, and the change has to be made by an administrator.
Unpin apps one at a time
Microsoft’s taskbar guidance in Microsoft Support’s “Customize the Taskbar in Windows” describes unpinning as a per-app action. Use these steps for each icon you want to remove:
As an Amazon Associate I earn from qualifying purchases.
- Find the app icon in the taskbar’s app area.
- Right-click the icon.
- Select Unpin from taskbar.
- Repeat for every other app you want off the taskbar.
Unpinning removes only the taskbar shortcut. The app stays installed, and its files and settings are untouched. To rearrange the icons that remain, drag them to a new position, which the same support page describes as a standard taskbar control.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsRestore a pin you removed
To pin an app again, open it, then right-click its icon on the taskbar and select Pin to taskbar. If the app is closed, search for it from the Start menu, right-click the result, and choose the same option.

Taskbar pins and jump-list items are different things
Readers searching for this topic often mean one of two things, and the steps above only address the first. A taskbar pin is the app icon itself. A jump list is the menu that opens when you right-click an icon, and it shows recent files, frequent items and app-specific tasks.
| Item | What it is | How to change it | What it affects |
|---|---|---|---|
| Taskbar pin | The app’s icon kept on the taskbar | Right-click the icon and select Unpin from taskbar | Only the icon; the app stays installed |
| Jump-list entry | A recent or pinned file or task in the app’s menu | Right-click the icon and use the options inside the jump list; they vary by app | Only that entry, not the app’s taskbar pin |
Microsoft’s support page covers jump lists but does not describe a single command that clears them all. Do not assume that unpinning an app also clears its jump-list history.

Why a pin comes back or cannot be removed
Most failures to reset the taskbar come from managed configuration rather than a fault in Windows itself. Three mechanisms are documented by Microsoft.
Managed layouts can be reapplied
Microsoft Learn’s “Configure the Windows Taskbar Pinned Apps with Policy Settings” explains that administrators can deploy taskbar pins as an XML file. With PinListPlacement="Replace", the XML replaces the default pins with the layout it specifies, so only the pins listed in the file are kept. Deployment can happen through a configuration service provider, a provisioning package or Group Policy, and how often the layout is refreshed depends on the method. When the layout is reapplied, it can overwrite changes you made by hand. Microsoft also notes that a changed layout may only take effect after the user signs out and signs back in.

The NoPinningToTaskbar policy blocks changes
Microsoft Learn’s “ADMX_Taskbar Policy CSP” documents the NoPinningToTaskbar policy. When an administrator sets it, users cannot change the programs currently pinned to the taskbar. If the unpin option is unavailable on a work or school device, this is the most likely cause, and only the administrator can lift it.
Version-specific policy notes
The Learn configuration page includes notes for specific builds. It states that Windows 11 24H2 with update KB5060829 and 23H2 with update KB5060826 changed whether certain policy-pinned apps can be unpinned. These notes apply only to those builds. Check your version before relying on them: open Settings > System > About, or run winver from the Run dialog.

Compare the available controls
| Method | Who controls it | Do user changes stick? | Scope |
|---|---|---|---|
| Right-click, Unpin from taskbar | The signed-in user | Yes, unless a managed layout is later reapplied | One app pin at a time |
| XML layout with PinListPlacement=”Replace” | Administrator | No; the layout can overwrite manual changes when reapplied | Replaces the default pins with the listed set |
| NoPinningToTaskbar policy | Administrator | Users cannot change the pinned programs | All taskbar pins |
Bulk-clearing scripts and cache deletion
Searches for “clear all taskbar pins” often lead to a Microsoft Q&A thread from 2022, titled “Cannot unpin settings from taskbar windows 11”, that links to a community tutorial. That thread is a community answer, not Microsoft guidance, and the tutorial is not documented by Microsoft for current Windows 11 builds or managed devices. Batch files and deletions of taskbar cache files can produce results you did not intend, and a method that works on one build may not work on another. If you still want to try one, do it on a non-critical account, and create a restore point first.
If pins still come back
- Check whether the PC is managed. Open Settings > Accounts > Access work or school. If a work or school account or management connection is listed, a policy or layout is likely in effect.
- Check the Windows version and update state. Compare your build against the version-specific notes above.
- Sign out and back in after any layout change, since Microsoft documents that a changed layout may not apply until then.
- Ask IT to review the XML layout and NoPinningToTaskbar if the pin is locked or reappears after you remove it.
On a personal PC with no management connection, a pin that keeps returning is more likely caused by a tool or app that re-pins itself. Check that app’s own settings before assuming a system-level problem.
