Send your request to the city or public agency that operates the Flock Safety system—often its police department or records custodian—not to Flock. Flock’s Evidence Policy, last updated August 12, 2026, says customer agencies control the data and that Flock is “not the proper recipient of your request.” What the agency can provide depends on local law, its policies, retention, and the sensitivity of the records.
Find the agency that holds the records
Start with the police department’s website, the city’s public-records portal, or the city clerk’s page. Look for the agency’s records custodian and instructions for submitting public-records requests. If more than one public body operates or accesses the cameras, send a separate request to each agency likely to hold the records.

Be specific about whether you want administrative documents about the program or operational records about particular detections. Ask for existing records; a request does not establish that every listed record exists or must be disclosed.

Flock describes ALPR data that can include plate images, vehicle characteristics, timestamps, and camera location identifiers: Flock Safety Trust Center. If seeking records about a particular vehicle, state whose vehicle and the relevant period as precisely as possible. A request for plate-level information may raise different disclosure issues from a request for a contract or policy.
Check local policy, disclosure rules, and retention
There is no single national answer about whether particular Flock records are public. Local law, exemptions, investigative sensitivity, agency policy, and record retention can all affect the response. For example, the San Francisco Police Department’s notice points readers to its public-records portal for the official signed policy: San Francisco ALPR notice. Claremont’s policy says ALPR data is not subject to disclosure under the California Public Records Act: Claremont ALPR policy. These are local examples, not rules that apply everywhere.

Ask the agency for its current retention schedule, especially if you need older detections or logs. Flock says customer data is hard-deleted and no longer retrievable after the retention period expires. Retention rules may change; Oklahoma City’s page illustrates an agency-specific policy transition: Oklahoma City ALPR information. Submit a time-sensitive request promptly and confirm the current schedule with the agency.
Submit a focused request
- Open the relevant city or agency public-records portal, or follow the submission instructions on the records custodian’s page.
- Name the agency, Flock Safety, and automated license plate reader (ALPR) records. Give a bounded date range and identify the categories of existing records you seek.
- Request electronic copies if available. If your request concerns a specific vehicle, describe the vehicle or plate and time period as precisely as local rules permit.
- Ask the custodian to identify any withheld records and the legal basis for withholding them, and to provide nonexempt portions where applicable under local law.
- Save your submission, acknowledgment, fee estimate, response, production, denial, and any appeal instructions.
Example request
Under [state public-records law], I request electronic copies of existing records concerning [City/Agency]’s use of Flock Safety automated license plate reader (ALPR) cameras for [date range]. Please include: (1) the current ALPR policy and retention schedule; (2) the Flock contract and amendments; (3) camera inventory or location records; (4) records identifying agencies with access or sharing agreements; and (5) search audit logs for [scope/date range], if maintained and disclosable. If any portion is withheld, please identify the records or portions withheld and the applicable legal basis, and release any reasonably segregable nonexempt material. Please provide electronic copies and contact me before incurring fees above [amount].

Adapt the wording to the local statute, portal, and any limits on the records that can be requested. Consider separating a broad request for policies and contracts from one seeking sensitive plate-level data so the custodian can assess each category clearly.

Response deadlines, fees, exemptions, and appeal routes depend on the city and state. Check the agency’s current instructions and applicable public-records law rather than assuming a particular timetable. If the agency denies access or redacts material, retain the decision and follow the appeal instructions it provides.
