To request a Steam game refund, sign in at Steam Support, open Purchases, select the game, choose the problem, click I’d like to request a refund, complete the form, and select Steam Wallet or your original payment method when Steam offers that choice. Valve’s standard rule is a request within 14 days of purchase and less than two hours of playtime. Online, offline, and shared-library playtime all count. You can still ask Steam to review a request outside those limits, but approval is discretionary.
Steam’s standard refund test
Valve’s published policy says: “Valve will, upon request via help.steampowered.com, issue a refund for any title that is requested within 14 days of purchase and has been played for less than 2 hours.” Both conditions must normally be met:

- Time since purchase: no more than 14 days have passed.
- Playtime: the title has been played for less than two hours in total.
The playtime total includes online sessions, offline sessions, and time played through Steam Family Sharing or another shared library. Switching between online and offline mode does not create a separate allowance. If Steam records two hours or more, the automatic policy does not apply, although you can still submit a request for individual review.
Steam’s policy is a guarantee only when the request fits the published conditions. Outside them, Valve says, “Even if you fall outside of the refund rules we’ve described, you can submit a request and we’ll take a look at it.” That is a review request, not an entitlement; explain the circumstances clearly and do not assume it will be approved.

Before you submit: check the details that control eligibility
Have the correct Steam account open before starting. The Purchases page is tied to the account that made the transaction, so a game bought on another account will not appear in the same list. Confirm the title, transaction date, and whether you are dealing with a normal game, downloadable content, an in-game item, a pre-order, a gift, or Wallet funds.
For a regular game, check the recorded playtime shown by Steam. Include any offline testing and any time the game was launched from a shared library. For a pre-order, note both the purchase date and the game’s release or Advanced Access start date. For an in-game purchase, determine whether the item was consumed, modified, or transferred. For a gift, find out whether the recipient redeemed it.
These facts help you choose the right support route and give the reviewer a concise explanation if the request is outside the automatic rules. They also help you choose the refund destination. Steam Wallet credit is held on Steam, while a reversal to the original payment method depends on that method being supported.
How to submit the refund request
- Open help.steampowered.com and sign in to the Steam account that made the purchase.
- Select Purchases.
- Find the game purchase and open it. If several transactions look similar, use the purchase date and title to identify the correct one.
- Choose the problem that best describes what happened, such as a technical issue or an unwanted purchase.
- Click I’d like to request a refund.
- Complete the form. Give a factual explanation, especially if the request is outside the normal 14-day or two-hour limits.
- Choose Steam Wallet or the original payment method when Steam presents both options. Some payment methods cannot receive a direct reversal, so the Wallet option may be the available destination.
- Submit the request and keep the confirmation email. Steam normally sends a second email when the refund is processed.
The purchase page is the quickest way to check whether Steam’s automated workflow recognizes the transaction. If the purchase is missing, Valve says it falls too far outside the refund window for that workflow. You may still submit a separate request for review and explain why the transaction should be considered. Avoid submitting multiple identical requests for the same transaction; use one request with the relevant facts and preserve the confirmation message.
Eligibility by purchase type
The familiar 14-day/two-hour test applies most directly to a standard game purchase. Other products have different conditions, so identify what you bought before judging the result.

The comparison is important because the clock and qualifying condition can change with the product. A pre-order is measured against release after launch, an in-game item has a 48-hour rule only in specified circumstances, and Wallet funds lose eligibility once any of those funds have been spent. The same Purchases area may display all of these transactions, but the support decision is based on the category and its separate requirements.
Games, playtime, and the two-hour limit
What Steam counts
Steam counts the total time recorded for the title, not just time spent in a particular mode. Offline play still contributes to the total when Steam synchronizes the account. Time played from a shared library is also included. If you are testing a game, avoid leaving it running in the background: an open game can continue accumulating recorded playtime even when you are not actively playing.

What “less than two hours” means
The policy wording is “less than 2 hours,” so exactly two hours does not satisfy the stated automatic condition. The support form can still be submitted, but the request becomes discretionary once the recorded total reaches two hours or more.
Why a game may be outside the automatic workflow
A purchase can disappear from the normal refund choices when more than 14 days have elapsed. A title can also fail the automatic test because the account has two hours or more of recorded playtime. In either situation, select the closest available support route or submit a request explaining the circumstances rather than creating a duplicate transaction.
Special rules for DLC and in-game purchases
Valve-developed items
Valve-developed in-game purchases can be refundable within 48 hours, provided the item has not been consumed, modified, or transferred. Using a consumable, changing an item, or giving it to another account removes the condition that makes the purchase eligible.
Items from other developers
Third-party developers may opt into Steam’s in-game-purchase refund system. Steam tells you at the time of purchase whether a particular item is refundable, so the purchase receipt and support page are more reliable than assuming every DLC or item follows the same rule.
When the item is missing or the transaction is disputed
For a missing in-game purchase, Steam advises contacting the game’s support team first. Keep that correspondence and attach or reference it in your Steam request if the issue is not resolved. This gives Steam the transaction context without claiming that every missing item automatically qualifies for a refund.
Pre-orders and Advanced Access
Before release
A pre-order can be refunded at any time before the game releases. For an Advanced Access purchase, the pre-release refund opportunity lasts until Advanced Access begins.
After release
Once the game has released, the post-release request is measured against the release date: request within two weeks of release and keep recorded playtime under two hours. That release-based window is distinct from the date on which you originally placed the pre-order.

How gift refunds work
Unredeemed gifts
The purchaser can open the gift transaction under Purchases and request the refund while the gift remains unredeemed. The money returns through the destination Steam makes available for that purchaser’s transaction.

Redeemed gifts
A redeemed gift requires two actions. First, the recipient selects the gift in Steam Support and approves its removal from the recipient’s account. Second, the purchaser submits the refund request for the original transaction. Until the recipient approves removal, the purchaser cannot complete the normal redeemed-gift refund flow.
EU and UK withdrawal rights
Valve explains that statutory digital-content withdrawal generally ends 14 days after purchase or when downloading starts, whichever happens sooner. That statutory rule is separate from Steam’s voluntary game-refund policy. In practice, Steam’s 14-day and less-than-two-hour policy may still provide the more generous route for an eligible game, but downloading can affect the statutory withdrawal right in the EU and UK. Your location and the legal basis for the request therefore matter.
When describing a regional-rights issue, state where the purchase was made, when the download began, and whether you are relying on the statutory withdrawal period or Steam’s voluntary refund policy. Those are different standards and should not be treated as interchangeable.
Where the money goes and how long it takes
Steam presents the available destination during the request. Select Steam Wallet if you want the credit held on Steam, or the original payment method when that option is offered.

Watch for the confirmation email first, then the processing email. If the processing email has arrived but the money is not visible, check the selected destination: Wallet credit appears in Steam, while a reversal to the original method is shown by the card, bank, or payment service. International methods can take longer than Steam’s general seven-day guidance.
A cancellation approved within 24 hours of purchase can look different from a normal credit. The original transaction may simply be cancelled, while a temporary bank authorization remains visible until the bank releases it. Valve says that confirmation can take up to 30 days, so the absence of a separate refund line does not by itself mean the request failed.

What happens if Steam declines the request
Valve says purchases significantly outside the 14-day window are not eligible under the normal policy. A declined request is not necessarily the end of communication: if you believe Steam handled the case in error, submit another request with a detailed explanation. Include the purchase date, the recorded playtime, what went wrong, and any unusual circumstance that prevented an earlier request. Do not present a discretionary review as a guaranteed exception.
Submitting a request outside the normal limits is most useful when the facts are specific and verifiable. A short explanation such as “I did not like the game” gives the reviewer little context; describe a reproducible technical problem, an accidental purchase, an access issue, or another concrete reason and state when you discovered it.

Refund effects on your Steam account
A refund does not remove the playtime or achievements already shown on your Steam Community Profile. The transaction is refunded, but the historical activity remains visible. If you later buy the game again, your profile history is not rewritten to erase the earlier session.
