Start with the store or trader that charged you, then identify whether you are asking to cancel a change-of-mind purchase or reporting a faulty, misdescribed game. Those are different routes. The EU does not give every digital game a guaranteed 14-day return: for online digital content, the withdrawal right can end once downloading or streaming starts if you agreed to lose that right when performance began.
If the game does not work, lacks advertised features, or otherwise fails to match the contract, use a conformity complaint instead. Store policies can offer refunds beyond the legal minimum, but a platform rule is not an EU-wide standard.

First, find the seller and the transaction
Your refund request belongs with the business that sold the game and took payment. Check the order receipt, your account’s purchase history, and the payment entry on your card, bank account, or wallet. Record the order number, purchase date, game edition, currency, and account used.

This matters when a game key was bought from a separate retailer. A platform may be unable to reverse a transaction it did not process. Steam, for example, says it cannot refund purchases made outside Steam, including third-party keys. The external seller’s terms and the law applicable to that sale will govern that request.

Check what you actually bought
- A full game, expansion, season pass, bundle, virtual currency purchase, subscription, pre-order, gift, or in-game item may have different rules.
- Confirm whether the seller is established in your country, another EU country, or outside the EU. Cross-border consumer assistance is available in some cases, but the seller identity still determines where you start.
- Keep the original receipt and any email that described the edition, bonuses, language support, online access, or refund conditions.
Choose the correct legal route
Before clicking a refund button, decide whether this is a withdrawal request or a complaint about non-conformity. Explaining the wrong problem can lead to the wrong policy being applied.
Change of mind: withdrawal
EU consumer guidance describes a general 14-day withdrawal period for many distance purchases, subject to exceptions. For online digital content, one of those exceptions applies after downloading or streaming begins when the consumer agreed that starting performance would end the withdrawal right. Your Europe states the exception as covering “online digital content, if you have already started downloading or streaming it and you agreed that you would lose your right of withdrawal by starting the performance.”
Consequently, being inside 14 days does not by itself guarantee that a downloaded game can be returned. Check three facts:

- Whether the game or its content was downloaded, installed, or streamed.
- What acknowledgement or consent appeared before delivery started, and what the checkout record shows.
Do not assume that every click-through screen automatically settles the issue. Whether the required information and consent were provided can depend on the transaction and applicable national law. If the seller disputes what you agreed to, consult your national consumer authority or the relevant European Consumer Centre.
Fault or non-conformity
A different analysis applies when the game is defective or does not match the contract. Examples include a game that will not launch despite meeting the stated requirements, advertised functionality that is missing, a promised edition or language that was not supplied, or an online feature that the contract required but the seller did not provide.

EU digital-content rules, including Directive (EU) 2019/770, require digital content to conform to the contract and set remedies when it does not. Depending on the facts and national implementation, the seller may need to bring the content into conformity, provide an appropriate price reduction, or allow termination and a refund. A termination or full refund is not automatic for every fault; severity, duration, remedy attempts, and national rules can matter.
Describe the failure precisely rather than simply saying you changed your mind. Include the date the problem began, the device and operating system, error messages, troubleshooting already attempted, and the promised feature or specification that was not delivered.

The often-repeated phrase “14-day EU refund” combines a general withdrawal period with an important digital-content exception. It is not a universal return guarantee for games.

Store policies can be more generous or use different tests. Treat the policy as an additional contractual route, not as a statement of EU law.
Submit the request through the official channel
Use the seller’s account support page, order-history link, or published refund form. A request sent to an unrelated publisher, payment processor, or social-media account can delay the case. Stop downloading or streaming the game while the request is being considered when practical, because continued use can affect a voluntary store policy and the factual record.

Steam
Steam’s published standard policy says a game is usually eligible when the request is made within 14 days of purchase and total playtime is under two hours. Steam last updated that policy on April 23, 2024. The two-hour condition is Valve’s platform rule, not an EU statutory threshold, and meeting it does not create a legal entitlement in every case.
- Open Steam Support and sign in to the account that made the purchase.
- Select the purchase from the list of transactions.
- Choose the refund or purchase-support option and state whether the request is a change of mind or a fault.
- Submit the request and retain the confirmation and any reply.
Steam publishes separate conditions for downloadable content, bundles, pre-orders, in-game purchases, subscriptions, and gifts. Read the condition shown for that transaction instead of applying the standard game rule to every item. Steam also says it cannot refund purchases made outside Steam, such as third-party keys.
“Refunds are designed to remove the risk from purchasing titles on Steam—not as a way to get free games.”
That sentence is Steam’s description of its own policy, not a legal rule that limits statutory conformity rights.
PlayStation Store
The PlayStation Store support page for Ireland gives a localized example. For games and downloadable content, it generally lists two conditions: the request must be made within 14 days, and the content must not have been downloaded or streamed, except where the content is faulty. Because this is Ireland-localized support material, verify the terms for the country and account region involved.

- Open your account’s transaction or order details.
- Choose “Cancel Purchase” when that option is available.
- Follow the on-screen instructions and provide the requested transaction information.
- If the automated route does not resolve the issue, contact PlayStation Support or use its online assistant.
For a faulty game, explain the defect rather than presenting the case only as a cancellation. The platform’s non-download condition is not a statement that a defective product loses every consumer remedy.
Other storefronts
Xbox, Nintendo, console marketplaces, mobile stores, and independent PC stores can use different deadlines, usage limits, and definitions of delivery. Do not copy Steam’s two-hour rule or PlayStation’s no-download condition to another service. Open the official support page for the actual seller and country, select the exact order, and read the conditions attached to that purchase.
Prepare a request that can be assessed quickly
A concise, factual request gives support staff the information needed to locate the transaction and determine the route. Include:
- Account email or user ID, without sending a password.
- Order or transaction number, purchase date, game title, edition, and platform.
- Amount and currency charged and the payment method’s identifying details permitted by the seller.
- Whether the game was downloaded, streamed, launched, or played, and approximately when.
- The remedy requested: withdrawal where permitted, correction of a defect, price reduction, or termination and refund where the law and facts support it.
- A short description of the promised feature or the problem, with error text and steps already tried.
Keep screenshots of the store description, system requirements, advertised bonuses, error messages, and account history. Save copies of support replies and note the date and channel of every contact. This is practical record-keeping, not a universal EU evidence checklist.

A clear wording pattern
State the transaction first, then the reason, then the remedy. For example:
Transaction: [order number], purchased [date], [game and edition].
Issue: [specific promised feature or fault], first observed [date].
Use: downloaded/streamed [yes or no]; played for approximately [time, if known].
Request: Please assess this as a withdrawal request under the applicable rules / a conformity complaint and provide the available remedy.Replace each bracketed item with the actual information before sending. Do not exaggerate playtime, hide a download, or describe a technical problem as a change of mind; inconsistent details can weaken the request.

Ask for the reason in writing
If a platform rejects the request, ask which condition was applied: elapsed time, download or streaming, playtime, third-party purchase, item type, or a finding that the content was not faulty. A written explanation helps you decide whether to clarify facts, appeal under the store’s process, or pursue a consumer-rights complaint.
Separate a policy appeal from a legal complaint
You can point out that a voluntary policy was misapplied, but do not present the policy as EU law. Conversely, if the game is non-conforming, expressly say that you are invoking the applicable digital-content remedy and identify what failed. A store’s refusal under a change-of-mind policy does not necessarily answer a separate defect claim.
Use national and cross-border assistance
Check the official consumer guidance for the country where you live and the seller’s country. Your Europe advises consumers with unresolved cross-border cancellation or refund problems to contact the European Consumer Centre in their own country. The centre can explain the appropriate process and may help communicate with a trader. National rules can provide additional protection or procedural requirements, so do not rely solely on a generic platform page.
The European Commission has also discussed digital-game availability and publisher shutdowns. Its June 17, 2026 update about engagement with industry follows a European Citizens’ Initiative; it does not create a universal refund entitlement for every unavailable game. A proportionate price reduction or termination remedy must be assessed under the particular conformity rules and facts.

Common mistakes to avoid
- Assuming “14 days” guarantees a refund. The digital-content exception can remove the withdrawal right after delivery starts with the required agreement.
- Calling a defect a change of mind. A game that fails to match its description should be reported as non-conforming, with technical details.
- Applying one platform’s rule everywhere. Steam’s two-hour threshold and PlayStation’s no-download condition are platform examples.
- Contacting the wrong company. Follow the payment trail, especially for keys bought from resellers.
- Continuing to download or play while disputing eligibility. Further use can affect voluntary policy conditions and make the timeline harder to establish.
- Sending vague or contradictory information. Give the same purchase date, usage status, and fault description in every contact.
- Ignoring the account region. Localized support terms may differ, as the Ireland PlayStation page illustrates.
When is a refund request most likely to be straightforward?
A request is usually easiest to assess when the seller, transaction, timing, usage status, and reason are all clear. An unplayed purchase submitted through the correct account may fit a store’s voluntary policy if its conditions are met. A defect claim is stronger when you can show the advertised promise, reproduce the failure, and explain why ordinary troubleshooting did not solve it.
Cases become more fact-sensitive when the game was downloaded or streamed, heavily played, bought as a key, included in a bundle, gifted, or affected by an online service shutdown. In those situations, ask the seller to identify the rule it is applying and use national consumer guidance for the legal analysis rather than assuming a guaranteed result.

Refund interfaces and platform conditions change. Steam’s published page gives an update date of April 23, 2024. Your Europe’s returns guidance was checked on April 28, 2026, and the Commission’s relevant digital-game update is dated June 17, 2026. Before submitting a time-sensitive request, open the current policy for the store and country, capture the applicable terms, and then use the official support route.
