For large-scale, hazardous or organised dumping, contact the Environment Agency; its incident hotline is 0800 80 70 60, available 24 hours. Keep clear of the waste and anyone dumping it. Give authorities the precise location, when it was found or seen, what the waste looks like, and any details or images you already have that were obtained safely.
Where should you report fly-tipping?
The right route depends on the incident’s scale, apparent risk and location. In England, Scotland and Wales, the Department for Environment, Food & Rural Affairs (Defra) directs reports of small-scale fly-tipping to the environmental health team at the local council. Its guidance sends large-scale dumping to the Environment Agency, including a lorryload of 20 tonnes or more, hazardous or industrial waste, and organised criminal dumping. You do not need to estimate whether a load reaches a particular weight: describe what you can see and let the authority assess it. For a large-scale incident in England, Scotland or Wales, the GOV.UK page lists the Environment Agency incident hotline, 0800 80 70 60, as open 24 hours. It also lists Crimestoppers for anonymous reports of large-scale dumping. If the incident appears to pose an immediate or significant risk to people or the environment, use the Environment Agency route rather than treating it as an ordinary low-risk council report.
Northern Ireland has a separate route: GOV.UK directs residents to nidirect’s environmental crime guidance. Check that guidance and your relevant local authority’s instructions; the England, Scotland and Wales directions above should not be assumed to apply there.

What information and evidence should you include?
Report what you know and distinguish direct observations from estimates. A clear location and description help the authority find and assess the waste. Follow the council’s current form or phone instructions, since evidence upload options and requested details differ by authority.
- Exact location: Give the address, road or path, nearest landmark and access point. Identify the type of place if you can—for example, a verge, alley, railway embankment or area beside a river.
- Date and time: If you witnessed the dumping, say when it happened and, if known, how long it continued. If you found the waste afterward, give the date and time you found it.
- Waste type and amount: Describe visible materials and the approximate quantity. State whether it appears to be solid, liquid or gas and note any visible hazards. Do not open containers or handle waste to identify it.
- People and vehicles: If you observed them safely, record descriptions of people and any vehicle’s make, model, colour, registration and distinctive features. Do not approach, follow or confront anyone.
- Witnesses: Mention other witnesses. Provide their contact details through the council’s secure reporting channel if requested; Bristol City Council, for example, includes witness information among the details to record. See Bristol’s fly-tipping guidance.
- Photos, video or CCTV: Attach photographs of the waste and location if you already have them or can take them safely. Mention existing CCTV or doorbell footage. Do not trespass or put yourself at risk to get an image.
- Risk and nearby water: Note apparent danger to people, animals or the environment, and whether the waste is in or near a watercourse. This helps authorities assess the appropriate response.
A report can be concise. For example: “I found [waste and estimated amount] at [precise location] on [date/time]. It appears to be [visible description]. I saw [person or vehicle details, if any]. I have [photos, footage or witness details] obtained safely. The site is [near water / appears hazardous / no visible immediate risk].” Label estimates as estimates and do not speculate about who was responsible.

How can you report it without putting yourself at risk?
Do not touch, move or rummage through the waste. It may be hazardous, and disturbing the site could compromise evidence. Dover District Council also warns that people responsible for dumping may react badly if observed or photographed. Read Dover District Council’s fly-tipping guidance.
- Keep your distance, especially if the waste is leaking, giving off fumes, or near people, animals or water.
- Do not approach, follow or confront anyone involved.
- Take photographs or note details only if you can do so safely from where you are; do not trespass or return to a dangerous scene to fill gaps.
- Use the relevant authority’s reporting process and describe any urgent or significant risk clearly.
What happens after you report it—and who clears it?
Reporting an incident does not guarantee that the same organisation will arrange clearance. In England, government guidance says local authorities are responsible for investigating and clearing smaller-scale fly-tipping on public land, while landowners are responsible for waste on private land. A landowner may be charged if the council removes waste from private property. The guidance’s legal examples cite legislation for England and Wales; do not assume identical legal rules apply throughout the UK. Read the UK government’s waste duty-of-care guidance.

What follows a report varies locally. Dover District Council describes a process that may include reviewing the report, inspecting the site, allocating clearance based on ownership, and investigating further if the evidence supports it. That is a local example, not a guaranteed timetable or process for other councils. Follow up through the council or agency that took your report if you need an update.
