That means the council or national park authority responsible for planning there. If suspected felling may require a Forestry Commission licence, check its official search and register, then contact the Forestry Commission’s area team if concerns remain.
“Rare” is not, by itself, a protection category in the relevant guidance. The route depends on whether the tree has a Tree Preservation Order (TPO), is in a conservation area, or is subject to felling-licence rules.
Choose the right reporting route
Tree covered by a Tree Preservation Order
Contact the local planning authority responsible for the site and use its tree-protection or planning-enforcement reporting route. A TPO protects the particular tree, group or woodland identified by the order. It generally prohibits cutting down, topping, lopping, uprooting, wilful damage or wilful destruction without the authority’s written consent, subject to exceptions. The authority handles enforcement. See the GOV.UK guidance on TPOs and trees in conservation areas.
Tree in a conservation area
For a tree not already covered by a TPO, the section 211 procedure generally requires six weeks’ notice to the local planning authority before specified work, subject to exceptions. Report suspected non-compliance to that authority. This notice procedure is distinct from applying for consent to work on a TPO tree; do not treat the two controls as interchangeable.

Suspected felling that may need a Forestry Commission licence
Check the Forestry Commission’s Land Information Search and public register for relevant licensing information. If the work appears connected to a highway, energy network or railway, check with the relevant authority or operator whether it was authorised: infrastructure bodies may have powers to fell trees or authorise felling. If concerns remain, contact the Forestry Commission Operational Delivery team covering the area. Its page explains how to report suspected illegal tree felling.
The routes can overlap. If you are unsure which rules apply, send the location and observed facts to the local planning authority and ask whether Forestry Commission reporting is also appropriate. Avoid stating that an offence has occurred before the authorities have checked the tree’s status, any permissions and applicable exceptions.

What to include in your report
Give the authority enough information to locate the tree and understand what happened:
- The full site address or a precise location, such as a map pin or clear directions.
- A description that helps identify the tree, including its species if known and where it stands on the property.
- What work you observed or believe has taken place, and whether it is ongoing.
- When the work happened or when you saw it.
- Any relevant photographs or other observations, if the reporting channel allows them.
For example, Merton Council asks people requesting a new TPO to provide the property address, species, the tree’s location within the property and reasons for wanting it preserved. This is a local example, not a universal form: check the responsible authority’s current reporting page for its required details. See Merton Council’s TPO information.

Check protection status—and request protection if needed
Ask the local planning authority to check its records for a TPO covering the specific tree, group or woodland. A tree’s rarity alone does not establish that it is protected or determine who should receive a report.
If a tree does not appear to be protected but you believe it merits preservation, ask the local planning authority to consider making a TPO. Explain why it should be protected and provide its location and identifying details; the exact request process varies by authority. GOV.UK describes a TPO as “an order made by a local planning authority in England to protect specific trees, groups of trees or woodlands in the interests of amenity.” The guidance was revised in 2014, so use the authority’s current local information for reporting procedures.

Who to contact when you are unsure
For TPO and conservation-area controls, start with the local planning authority for the site. The responsible body may be a council or national park authority. For possible felling-licence issues, use the Forestry Commission’s search and register and contact its area team if the information does not resolve your concern. Local reporting routes and form requirements vary, so use the authority responsible for the location rather than assuming your own council covers it.
