A takedown notice is a legal claim—not a court ruling that infringement occurred.
Choose the reporting route that matches your role
| Route | Who should use it | Where to send it | What it does |
|---|---|---|---|
| Informal tip or platform report | Someone who found the material but does not have authority to act for the copyright owner | The publisher or rightsholder’s official contact, or the platform’s ordinary report function | Shares the location and relevant facts without making a formal copyright-owner declaration |
| DMCA takedown notice | The copyright owner or an authorized agent | The host or platform’s designated DMCA agent or official DMCA form | Requests action under the U.S. DMCA and requires specific legal statements |
The U.S. Copyright Office states that “only a copyright owner or the owner’s authorized agent can submit a takedown notice under section 512.” Read the Copyright Office’s Section 512 FAQ. If you are a fan, player, or other observer without that authority, send a tip instead of signing or presenting a DMCA notice as your own.

How to report a suspected leak as a tip
- Capture the exact location. Save the post, page, file-sharing location, or other URL, along with enough details for the recipient to find the material. Avoid downloading or redistributing the leak just to document it.
- Use an official channel. Look for the game publisher or rightsholder’s reporting contact, or use the platform’s ordinary report option. A platform’s specific form and labels vary, so use the service where the material appears.
- Describe what you found plainly. Identify the game or material and explain where it appears. Do not claim to own the copyright or have authority to act for the owner unless that is true.
How a rightsholder or authorized agent files a DMCA notice
For a formal notice, contact the host or platform—not a generic legal authority. Find the provider’s designated agent in the U.S. Copyright Office’s DMCA Designated Agent Directory or use the DMCA contact or form published by the service. Under 17 U.S.C. § 512(c)(3)(A), a notice is a written communication to the provider’s designated agent. Read 17 U.S.C. § 512 in the 2024 U.S. Code.

#1 Best Overall
- A physical or electronic signature of the owner or an agent authorized to act for the owner.
- Identification of the copyrighted work claimed to have been infringed. If one notice covers multiple works at one online location, the statute permits a representative list.
- Identification of the material claimed to be infringing and information reasonably sufficient for the provider to locate it. Give direct URLs when practical.
- Contact information sufficient for the provider to reach you, such as an address, telephone number, and email address where available.
- A statement that you have a good-faith belief the use is not authorized by the copyright owner, its agent, or the law.
- A statement that the information in the notice is accurate and, under penalty of perjury, that you are authorized to act for the owner of an exclusive right allegedly infringed.
Identify both sides of the claim: the protected game material and the exact online material or activity you want the provider to review. Keep the notice narrow and factually accurate. A person who knowingly makes a material misrepresentation that material or activity is infringing may be liable for damages, costs, and attorneys’ fees under the statute.
What happens after a notice—and what it does not prove
The Copyright Office says a provider must act “expeditiously” on a substantially compliant notice to qualify for relevant safe-harbor conditions, but there is no single statutory number of hours or days for an initial removal. That means a DMCA request is not a guaranteed instant takedown.
Rank #2
The process also gives a recipient a way to challenge removal. A counter-notice may state a belief that the material was removed or disabled because of mistake or misidentification. After receiving a counter-notice, a provider generally replaces the material or restores access no earlier than 10 and no later than 14 business days after receipt, unless it first receives notice that the rightsholder filed an action seeking a court order. This is the statutory counter-notice window, not an initial takedown service-level guarantee. See the Copyright Office’s explanation of counter-notices and the statute’s procedure.

Know the limits of the process
This guidance describes the U.S. federal DMCA route. Copyright law is territorial, and another country may use a different reporting process. Whether a particular leak infringes copyright depends on the specific material and circumstances; the existence of a takedown request or removal does not itself decide that question. For a specific publisher contact, platform procedure, or legal dispute, the game, service, jurisdiction, and facts matter.
