On a standard Debian or Ubuntu Apache2 installation, replace the welcome page by writing your complete HTML document to /var/www/html/index.html. Apache serves that file because the default virtual host uses /var/www/html as its DocumentRoot and the directory-index configuration tries index.html first.

If the hostname is handled by another virtual host, or that host points to a different directory, edit the DocumentRoot selected for that request instead. The reliable method is to identify the active virtual host, back up its current index, create the new file, test any configuration change, and then verify the response using the intended hostname.

How Apache chooses the page for /
Apache does not search your whole server for a file named index.html. It combines two settings:
DocumentRootmaps a URL path to a filesystem tree. With/var/www/htmlas the root, a request for/starts in/var/www/html; a request for/work/starts in/var/www/html/work/.DirectoryIndex, handled bymod_dir, lists the filenames Apache tries when the request names a directory. Apache returns the first candidate that exists.
Apache’s documented default is DirectoryIndex index.html. Ubuntu’s packaged configuration is in /etc/apache2/mods-available/dir.conf and normally begins with index.html index.cgi index.pl index.php index.xhtml index.htm. Therefore, a correctly named index.html in the active document root normally wins without any additional setting.

Replace the page on the standard Debian or Ubuntu site
1. Identify the virtual host and its document root
The default site is commonly enabled as /etc/apache2/sites-enabled/000-default.conf, but do not assume it is handling your request. A different enabled site can have a different root, and Apache serves the file belonging to the virtual host selected for the request’s hostname.

sudo grep -R "DocumentRoot" /etc/apache2/sites-enabled/Read the matching host configuration and note the exact DocumentRoot. If your server has several names or aliases, test with the same hostname that visitors use; opening the server by an address or an unrelated name can select another host.
2. Back up the packaged page
Keep the existing file outside the web root so Apache cannot publish the backup as another downloadable page. For the packaged site, for example:
sudo install -d /var/backups/apache2
sudo cp -p /var/www/html/index.html /var/backups/apache2/index.html.$(date +%F)If the active root is elsewhere, substitute that root. A dated copy lets you restore the previous page without guessing which version was live.

3. Write a complete index.html
Replace the file in the active root. Using an editor is fine:
sudo nano /var/www/html/index.htmlSave a complete document rather than a fragment. This minimal example is enough to prove that Apache is serving your file:

</html>Use the exact lowercase name index.html. Linux filesystems are normally case-sensitive, so Index.html is a different resource. Put images, stylesheets and scripts in paths relative to this document, and confirm those paths also exist below the same document root.
4. Decide whether Apache needs a reload
Changing only the contents of an existing index.html does not require an Apache reload; the next request reads the new file. A reload is required when you change a virtual-host file, DocumentRoot, DirectoryIndex or an access rule.

sudo apache2ctl configtestProceed only when it reports a successful syntax check. Then apply the change without rebooting the machine:
sudo systemctl reload apache2If your distribution exposes the equivalent command as apachectl, use that command according to its service-management conventions. A failed configuration test should be corrected before any reload; otherwise a valid running configuration may remain in place while you investigate.
5. Request the root using the intended hostname
Open the site root in a private browser window or make a fresh request. A command-line check makes the response easier to inspect:
curl -i http://your-hostname/Confirm that the returned body contains text from your new file and that the response is from the expected host. If you changed only the HTML and the browser still shows the welcome page, first bypass the browser cache and compare the response with a fresh request before changing Apache settings.
Use a different directory as the DocumentRoot
A custom root is useful when each site needs its own directory or when you do not want to keep application files directly under /var/www/html. In that arrangement, the file is not /var/www/html/index.html; it is index.html under the root of the virtual host that receives the request.

Example virtual-host arrangement
Create the site directory and its index file, then adjust the existing virtual-host configuration rather than editing an unrelated site:
sudo install -d /srv/example-site
sudo nano /srv/example-site/index.html
sudo nano /etc/apache2/sites-enabled/000-default.confThe relevant configuration has the following shape; retain the host’s existing names and other directives when adapting it:

</VirtualHost>The DocumentRoot line changes URL-to-filesystem mapping. The Directory block permits Apache to serve that tree on Apache 2.4 installations; access rules in your existing configuration may differ, so do not delete more specific restrictions merely to make the page appear.

Debian’s packaged welcome page warns that a root outside the usual location, such as /srv, may also need to be allowed in /etc/apache2/apache2.conf. If Apache returns an access error after the root change, inspect the applicable <Directory> rules and add a narrowly scoped rule for the actual site directory. Do not grant access to the entire filesystem simply because one site lives below /srv.
Test, reload and verify the custom site
- Run
sudo apache2ctl configtestand fix every reported syntax error. - Reload with
sudo systemctl reload apache2. - Request the site with its configured hostname, not merely with an address that could select another virtual host.
- Check that the new file is exactly
/srv/example-site/index.html(or the root you configured) and that its parent directories allow Apache to traverse and read them.
Make sure DirectoryIndex selects your file
If an index with another name is being served, inspect the active directory-index order. Ubuntu’s packaged list is found in /etc/apache2/mods-available/dir.conf and starts with:
DirectoryIndex index.html index.cgi index.pl index.php index.xhtml index.htmApache checks the names from left to right and stops at the first existing resource. This explains several common surprises:
Index.html,home.htmlor a file in a different directory is not a replacement forindex.htmlunless the configuration explicitly names it.- If
index.htmlis absent butindex.phpexists and appears later in the list, Apache can serve the PHP file instead. - A request for
/work/uses the index file inside/work, not necessarily the index at the document root.
For a different preferred filename, edit the applicable configuration so that name appears in the desired position, then run the configuration test and reload. If your goal is specifically to use index.html, leaving it first is the least surprising arrangement.
What happens when no index file exists
When none of the configured index resources exists, Apache can generate a directory listing only if Options Indexes is enabled for that directory. Without that option, the request may be denied instead of showing a page. Ubuntu cautions that directory listings generally should not be enabled on a public DocumentRoot: they disclose filenames and often reveal files that were never intended as web pages.
The safer fix for a missing home page is to create the correctly named index file or correct the directory-index configuration. Do not enable listings merely to hide a deployment mistake.
Troubleshoot “It works!” or the old page still appearing

Choosing between the default root and a custom root
Both arrangements can serve the same index.html; the practical difference is where Apache looks and which host receives the request.

For a single test site, retaining the packaged root is the shortest path. For multiple hostnames or a deliberate filesystem layout, a separate root is clearer, provided you verify virtual-host selection and access rules.
