Reduce risk by finding every internet-accessible VPN gateway and application delivery appliance, removing public access that is not operationally necessary, and tightly controlling the systems that must remain reachable. For each exposed device, verify its owner, business need, software support status, management path, and access controls; then harden it, monitor it, and repeat the exposure review.
1. Find and verify every exposed appliance
Start with an inventory, but do not assume it is complete. VPN gateways and application delivery appliances can be missed when ownership, system records, or network boundaries are unclear. Compare your internal inventory with an outside-in view of what can be reached from the internet, then confirm each result with the relevant system owner.

For every appliance, record:
- Business and technical owner, purpose, and operational dependencies.
- Publicly reachable addresses, ports, protocols, and enabled services.
- Software or firmware version and whether the vendor still supports it.
- Authentication methods, active accounts, and the path used for administration.
- Logging destinations and who reviews access and traffic alerts.
CISA’s Internet Exposure Reduction Guidance, published June 4, 2025, identifies Censys, Shodan, Thingful, and Shadowserver as internet-exposure discovery resources. CISA says their inclusion is not an endorsement, and no single discovery platform should be treated as proof that every asset has been found. Its Cyber Hygiene Services are described as free vulnerability scanning. Reconcile any external findings with your own records before making changes.

2. Decide whether each appliance needs to be public
For each device, ask whether an external user or system genuinely needs to reach it over the public internet. If not, remove that exposure or restrict access to an approved private or trusted path. Check dependencies with the service owner before changing reachability so a security change does not unexpectedly interrupt an essential service.
#1 Best Overall
- 【Up to 1100 Mbps VPN Speed 】 Hardware-accelerated WireGuard and OpenVPN-DCO deliver up to 1100 Mbps VPN throughput, over 3× faster than Brume 2 for smooth remote access and file transfers.
- 【Three 2.5G Ports & Multi-WAN】Tri-port 2.5GbE design with flexible WAN LAN configuration supports multi-gigabit wired setups, dual-ISP Multi-WAN and failover to keep home and SOHO networks online.
- 【Stealth VPN Obfuscation】VPN obfuscation disguises VPN traffic as regular HTTPS, helping you evade blocking, bypass restrictive networks and maintain stable, private connections.
- 【DPI protection】Deep Packet Inspection with visual dashboards blocks adult/gambling/malicious sites, while SQM and QoS prioritize gaming, calls, and video when bandwidth is tight
- 【OpenWrt & USB 3.0 Expansion】OpenWrt with 1GB DDR4 and 8GB eMMC lets you install plugins and build VPN, ad-blocking or NAS, while USB 3.0 Type‑C connects high-speed storage or 4G/5G dongles
If remote access or application delivery must remain internet-facing, document why it is needed and reduce the reachable surface to the minimum required for that deployment. Limit externally exposed VPN-gateway ports and allow only the ports and protocols the service actually needs; do not apply a universal port list across vendors or architectures. CISA’s communications infrastructure guidance specifically recommends limiting VPN-gateway exposure.
3. Harden, patch, and replace unsupported devices
Use the vendor’s current hardening guidance and security advisories for the exact model and software release. Keep internet-facing appliances on supported software, apply security updates promptly, and replace systems that no longer receive security support. Monitor vendor vulnerability and end-of-life announcements so a device does not quietly fall outside your patching process.

As part of the same review, disable unused features, services, and accounts; change default passwords; and use the vendor’s deployment-specific recommendations for cryptography and configuration. NSA’s February 4, 2025 summary of joint edge-device guidance groups its recommendations around knowing the edge, secure-by-design procurement, hardening and patching, strong authentication, disabling unneeded features and ports, securing management interfaces, and centralized monitoring. Exact settings and patch priorities depend on the product, advisory, exposure, and operational dependencies.

4. Isolate management and limit what the appliance can reach
Do not administer network appliances from the public internet. Restrict management interfaces to trusted networks and, where feasible, dedicated administrative workstations. A monitored jump host can provide a controlled path for administrators without exposing the control plane directly.

Place exposed appliances in an appropriate network segment or DMZ and use default-deny access controls to limit traffic between the edge device and internal systems. Define only the required paths to user, server, or operational technology networks; avoid allowing an edge appliance broad internal reach simply because it is part of a trusted network design. Segmentation should reflect the actual architecture and service dependencies rather than a one-size-fits-all diagram.
5. Strengthen identity and make activity visible
Require phishing-resistant multifactor authentication for accounts that access these systems, particularly administrative accounts. CISA’s communications infrastructure guidance gives hardware-based PKI and FIDO authentication as examples. A FIDO2 security key may support this approach, but verify compatibility with your identity provider and the actual appliance access path before choosing an implementation.

Give each account only the access needed for its role, review accounts regularly, and remove dormant accounts. Centralize appliance logs and ensure the security team can review them. Monitor both ingress and egress traffic for unexpected access or communication patterns, and connect alerts to an owner who can investigate and respond.
6. Treat operational technology remote access as a scoped case
If an exposed appliance enables remote access to operational technology (OT), avoid making OT assets publicly reachable when an alternative is practical. For essential OT remote access, CISA recommends private IP connectivity to remove OT assets from the public internet. Where remote access remains necessary, its May 6, 2025 OT fact sheet recommends VPN use with strong passwords and phishing-resistant MFA, least privilege, and removal of dormant accounts. Coordinate access changes with OT owners so security measures account for operational requirements.

7. Reassess the access model and repeat the review
Traditional VPN access is not the only model to consider. CISA’s June 18, 2024 network-access announcement discusses risks in traditional remote-access and VPN deployments and points organizations to Zero Trust, Secure Service Edge (SSE), and Secure Access Service Edge (SASE) approaches. These are options to assess, not universal replacements; suitability depends on the organization’s users, applications, architecture, and operating requirements.
When evaluating an access approach or service, compare whether it requires public reachability, how much of the appliance is exposed, how authentication is enforced, whether administration is isolated, how patches and support are handled, what logs can be exported, and what operational complexity it adds. Repeat the exposure review routinely and whenever a device, service, network path, or vendor support status changes. CISA recommends recurring assessment of internet exposure in its exposure reduction guidance.
