How to Reduce Glare and Reflections from a Neighbour’s Solar Panels

Document when and where a neighbour’s solar panels reflect sunlight, discuss site-specific changes, and check the planning process for your location.

If a neighbour’s solar panels are reflecting sunlight into your home, first document when and where it happens, then discuss possible changes with the panel owner. Reflections depend on the sun’s position, panel angle and the line of sight to your property, so the effective remedy is site-specific. If informal steps do not resolve a significant problem, check the planning rules for your location and ask whether a technical glare assessment is appropriate.

Glint and glare are different problems

England’s 2025 National Policy Statement EN-3 defines glint as a momentary flash caused by direct reflection from a solar panel, and glare as continuous excessive brightness experienced by a stationary observer in the path of reflected sunlight. Panels are designed to absorb sunlight rather than reflect it, but reflections can occur at particular angles. Read EN-3.

For a complaint or conversation, describe the actual effect rather than just calling it glare: when it occurs, how long it lasts, and whether it reaches a particular room, window, garden, road or other location. The sun’s position and the observer’s location matter as much as the panel itself.

What to do first

  1. Keep a simple record. Note the date, start and end time, affected room or outdoor area, and the direction the light appears to come from. Photos or short videos can help show the pattern, but they do not replace a technical assessment.
  2. Raise it calmly with the panel owner. Share your observations and ask whether a change to the panel position, orientation or layout is feasible. The owner may need to weigh any change against roof or site constraints and the system’s design.
  3. Ask about a suitable remedy. Depending on the reflection path, possibilities may include changing the panels’ placement or direction, adding screening, or planting. Avoid assuming that a measure will work without checking its position against the times and locations affected.
  4. Check the planning record and local process. Find out which authority handled the installation and ask what rules or complaint route apply to that specific system. Requirements vary by jurisdiction and by project type.
  5. Seek a technical review if the issue is significant or disputed. A qualified assessment can examine panel height, direction, type, affected receptors and possible mitigation rather than relying on general assumptions.

Which mitigation options may help?

Measures can act at the source—the panels—or between the reflection and the affected property. The best fit depends on sightlines, season, feasibility and whether the change requires permission.

Option What it can address Important limitation
Change panel orientation or layout May alter the reflection geometry at its source. Feasibility depends on the building or site and the times and directions involved; assess the specific setup rather than assuming a change will solve it.
Opaque screening or external shade May interrupt the line of sight from the panels to an affected window or outdoor area. Effectiveness depends on position, height and sightline. A screen or shade can also block wanted daylight or views. City of London guidance discusses these measures for reflected sunlight glare generally; it is local advice, not a guarantee for every solar-panel case. See the advice note.
Planting May provide a natural visual screen where there is room for suitable planting. Consider mature size, maintenance and seasonal coverage. Deciduous trees may not block winter glare when their leaves are gone. England’s EN-3 also advises considering vegetation retention and growth at boundaries for utility-scale solar sites.
Low-reflectance materials or coatings May be considered as part of an appropriate design or assessment. Do not apply an aftermarket coating to a neighbour’s modules without confirming compatibility, performance, manufacturer requirements and authorization. The available guidance does not establish a universally suitable DIY retrofit coating.

Planning rules depend on where the panels are

There is no single planning route that applies to every neighbour’s installation. In England, the cited consolidated version of the 2015 General Permitted Development Order says certain stand-alone solar installations require an application to the local authority for a decision on whether prior approval is needed, including consideration of glare on occupiers of neighbouring land. It also says equipment should be sited, so far as practicable, to minimise effects on amenity. These provisions are tied to a specified class of development; they should not be assumed to cover every rooftop installation. Check the current rules and whether the installation falls within the relevant class before relying on them. Consult the cited order.

Other places have their own guidance. Welsh Government guidance for specified non-domestic installations says they must be sited so far as practicable to minimise glint or glare. Victoria’s PPN96 discusses reflected-glare assessment in that jurisdiction. Neither is a universal rule elsewhere: Welsh guidance and Victoria PPN96.

For larger developments or a formal review, UK Planning Inspectorate technical advice says solar glare scoping should take account of panel height, direction, type—including tracking systems—locations and extent, sensitive receptors and secured mitigation. Victoria’s guidance likewise highlights view direction, likely glare risk and checking whether design changes work. See the Planning Inspectorate’s technical advice.

How to make a useful request

A focused request gives the owner or planning authority something concrete to investigate. Include the dates and times from your record, the affected location, whether the effect is a brief flash or a sustained bright reflection, and any photos or video that illustrate it. Ask whether the panel layout or direction can be reviewed, or whether a screening option could interrupt the reflection without creating a new problem. If a technical assessment is proposed, it should consider the relevant receptors and the geometry and duration of the reflection, along with how any mitigation will be secured.
