Map the tasks and available capacity, decide what to stop or defer, protect safety-critical work and recovery time, then check with employees whether the changes are helping.
Why task cuts can make stress worse
Removing tasks or positions does not automatically remove the work behind them. Remaining employees may inherit deadlines, interruptions, decisions, and coverage duties without enough time or the right skills. HSE notes that excessive workload can slow performance and contribute to mistakes, reduced job satisfaction, and turnover. HSE defines stress as “the adverse reaction people have to excessive pressures or other types of demand placed on them.” Its framework treats demands as one part of a wider risk assessment that also considers control, support, relationships, role, and change. How managers can reduce workload after cuts
1. Stabilize the situation and listen
Tell employees what is known, what remains undecided, and when they will hear more. Make clear how to raise overload, conflicting priorities, or safety concerns. Ask what is falling behind, being duplicated, or most likely to go wrong when rushed. 2. Map the actual work and available capacity
Work with the people doing the job to list recurring duties and one-off commitments, deadlines, peak periods, interruptions, dependencies, and coverage needs. Include physical and mental effort, not just the number of tasks. Look across the whole team and its shifts, including unusual operating conditions and work that has accumulated gradually. 3. Make explicit decisions about what will not be done
Leaders should identify work to stop, pause, defer, reduce in scope, or move. If every previous commitment remains, asking employees to “reprioritize” does not reduce demand. Publish a ranked priority order, clarify task ownership, and give employees a way to escalate when two high-priority tasks conflict. 4. Redesign work and rebalance it carefully
Redistribute duties across colleagues or shifts only when it removes a genuine bottleneck; moving the same excess demand from one overloaded person to another is not a solution. Consider changing timing, simplifying a process, or providing training. Technology may help, but account for the work of maintaining it, supervising it, and managing any safety risks. 5. Protect breaks, hours, and staffing coverage
Review work hours, shift patterns, breaks, and coverage alongside task allocation. WHO’s occupational guidance for the health sector recommends optimizing workload and working time, ensuring safe staffing, regular breaks, and flexible schedules. 6. Check the effect and adjust
Agree on a small set of indicators with employees and review them after changes take effect. Useful signals include overdue work, errors or near misses, overtime, missed breaks, repeated reprioritization, absence, turnover signals, and confidential feedback on whether workload feels manageable and roles are clear. Interpret these together: a single survey or productivity measure cannot show the whole picture. HSE recommends monitoring and reviewing workloads and work plans after organizational change. How to judge whether a proposed fix is real
Compare options by asking whether they reduce total demand or merely transfer it, what they mean for safety and essential services, and whether employees have a meaningful say. Also consider how the burden will be distributed among roles and shifts, what training or implementation time is needed, and how the employer will measure results and revisit the decision. There is no universal intervention ranking or workload threshold: the right response depends on the actual work, risks, workforce input, and local requirements.

What the evidence can—and cannot—tell you
WHO’s 2022 mental-health-at-work guideline says organizational interventions addressing psychosocial risks, including participatory approaches, may be considered to reduce emotional distress and improve work-related outcomes. The recommendation is conditional and based on very-low-certainty evidence; much of the direct evidence came from health-worker populations. It supports treating workload as an organizational risk to assess, not promising that a particular redesign will produce a specific stress reduction. HSE’s Management Standards workbook, published in March 2019, reports that work-related stress costs over £5 billion a year in Great Britain. That is the workbook’s reported figure, not a current independently updated estimate. It should not be read as a measure of the effect of any one workload intervention.
