Start by identifying the generator and the pollutant you want to reduce. Controls that cut local air pollutants such as nitrogen oxides (NOx) may not reduce greenhouse-gas emissions by the same amount. For a data center, the practical sequence is to establish an equipment-specific baseline, avoid unnecessary fuel use without compromising readiness, evaluate compatible controls, and consider combined heat and power (CHP) only when the recovered heat has a dependable use. The applicable permit and rules depend on the equipment, its operating role, its history, and its location.

Which emissions are you trying to reduce?

“Emissions” can mean local air pollutants, greenhouse gases, or both. Track them separately: a change that improves one category is not evidence of an equivalent improvement in another. EPA identifies NOx and sulfur dioxide (SO2) as key pollutants for stationary combustion turbines. For stationary spark-ignition engines, EPA identifies NOx, carbon monoxide (CO), and volatile organic compounds (VOC); the separate rules for reciprocating internal combustion engines (RICE) address hazardous air pollutants as well.

Measure What it tells you Why it matters
Local air pollutants Pollutant-specific emissions such as NOx, CO, VOC, SO2, and regulated hazardous air pollutants These pollutants have distinct regulatory requirements and may need different controls.
Direct greenhouse-gas emissions Emissions from fuel burned at the site, reported with a stated measurement boundary Less fuel burned generally means less direct combustion, but a local-pollutant control does not necessarily reduce fuel use.
Comparative greenhouse-gas emissions On-site generation considered alongside grid electricity and any separately produced heat it displaces The result depends on the displaced grid generation, heat use, and the comparison method—not just generator emissions.

Before setting a target, state whether it covers direct on-site combustion or compares a CHP system with separate grid power and boiler heat. EPA’s April 2022 analysis used marginal grid emissions estimates based on 2019 data; the result can change with the grid mix and with the electricity a site actually displaces.

What should you establish before choosing a control?

Inventory each unit separately. A stationary spark-ignition engine and a combustion turbine are different source categories, and an emergency backup generator is not interchangeable with a unit used for primary power, peak shaving, or demand response. Those differences affect which rules, operating assumptions, and controls are relevant.

  • Keep pollutant-specific measurements and greenhouse-gas accounting separate, and record the boundary and assumptions used for each.

Include startup, shutdown, testing, and abnormal-operation assumptions where relevant. Applicable measurement methods and reporting duties must come from the current permit and rules; they cannot be inferred from a general equipment description. EPA’s “Clean Air Act Resources for Data Centers” is a regulatory hub for source categories and permitting materials.

Can operating practices reduce emissions?

Dispatch and maintenance decisions can reduce fuel burned when they avoid running generators that are not needed, but the site-specific emissions effect depends on the equipment, load, and operating pattern. Work with facilities and reliability engineers to use appropriately sized units at efficient loads where feasible, and coordinate maintenance so degraded performance is identified. Measure the result at the site rather than assuming a universal reduction percentage.

Do not sacrifice required emergency readiness, bypass testing, or operate outside permit conditions to reduce runtime. For emergency generators, distinguish emergency and maintenance/testing use from non-emergency generation, such as operation while utility power is available. The distinction can affect both compliance and how operating hours are treated.

Which emissions controls should you evaluate?

Combustion turbines

EPA’s overview of stationary gas and combustion turbine New Source Performance Standards (NSPS) identifies combustion controls and selective catalytic reduction (SCR) as technologies underlying proposed turbine NOx standards. They are options to evaluate, not a guarantee of a particular reduction on every unit. Ask the equipment supplier and air-permit engineer whether a control is compatible with the turbine model, fuel, exhaust conditions, load range, and applicable limit.

Stationary spark-ignition engines

EPA directs users to 40 CFR Part 60, Subpart JJJJ, for the NSPS for stationary spark-ignition engines, and 40 CFR Part 63, Subpart ZZZZ, for the RICE National Emission Standards for Hazardous Air Pollutants (NESHAP). These rules address different requirements and pollutants. The appropriate control train depends on source category and permit conditions; the available evidence does not establish one retrofit or reduction rate for all natural-gas engines.

Check the result by pollutant

When assessing an existing control or proposed retrofit, specify which pollutants it is intended to address and how performance will be verified under relevant operating conditions. A NOx result alone does not establish a change in CO, VOC, hazardous air pollutants, or greenhouse gases. Confirm the applicable limits and monitoring or reporting obligations in the current permit and rule text.

Does CHP reduce data-center emissions?

CHP generates electricity with an engine or turbine and captures heat that would otherwise be wasted, for a useful output such as steam or hot water. It can improve total fuel utilization when the site can use that heat. EPA says typical CHP system efficiency is 65–80% on its CHP decarbonization page, accessed in 2026; its April 2022 analysis gives a typical range of 60–80%. These are general system-efficiency ranges, not guaranteed efficiencies for a data-center generator.

First establish whether a dependable thermal load coincides with generator operation. Potential uses may include hot-water or steam demand, or absorption cooling where it can be integrated effectively. Without a useful, sustained heat sink, the efficiency and comparative carbon benefit can shrink. CHP is not automatically lower-carbon at every data center.

EPA’s April 2022 analysis modeled four systems: a 100 kW engine, a 200 kW microturbine, a 1 MW engine, and a 7.5 MW gas turbine. It varied electrical load and thermal use and compared CHP with separate heat and grid power using 2019 AVERT marginal-grid emissions estimates. In those modeled scenarios, the 100 kW and 1 MW engine cases reduced CO2 in all scenarios analyzed; the microturbine and larger turbine results were more conditional in some low-load, low-heat-use cases. The comparison assumes avoided boiler emissions. EPA notes that customers whose electricity is attributable to renewable generation would not reduce emissions through CHP in this comparison.

  • Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft

EPA also illustrates a conventional 1 MW CHP comparison with about 4,200 tons of annual CO2 versus 8,300 tons for its separate-power-and-heat case. That page was accessed in 2026 and does not state a publication date for the figure. Treat it as an assumption-dependent illustration, not a forecast for a specific data center; the comparison boundary and actual heat utilization matter.

Can a lower-carbon fuel help?

EPA describes renewable natural gas (RNG) as biogas that has been captured and treated to have the same composition as natural gas, and discusses RNG and green hydrogen as emerging CHP fuel options. EPA expects near-term CHP use of these fuels to be limited, with applicability varying by technology. Do not assume an existing generator can use a particular fuel or blend without checking equipment compatibility, supply, safety, and permit implications. A fuel pathway should be assessed separately for local pollutant impacts and greenhouse-gas accounting.

What do permits and the current rules allow?

EPA says stationary turbines and engines used as primary or backup data-center power sources may be subject to applicable NSPS and NESHAP, while state and local agencies issue most air permits. Which requirements apply depends on facts such as source type, construction or modification date, operating role, and jurisdiction. A general EPA page or an estimate of operating hours does not replace the site’s permit or a review of current rule text.

As of October 9, 2026, EPA’s turbine NSPS page listed a January 15, 2026 final rule for Subpart KKKKa and a July 16, 2026 correction. EPA’s stationary spark-ignition engine page listed an August 30, 2024 final rule and was marked updated March 30, 2026; the RICE NESHAP page also listed the 2024 amendments and a March 30, 2026 update. Verify current CFR provisions, relevant notices, state and local implementation, and site-specific permit terms with the permitting authority before making an operating or retrofit decision.

What the 500-hour figure does—and does not—mean

EPA’s September 6, 1995 memorandum, “Calculating Potential to Emit (PTE) for Emergency Generators,” says 500 hours is an appropriate default assumption for estimating worst-case annual operating hours for emergency-generator PTE. That is a guidance assumption for a particular emissions-estimation purpose, not a universal authorization to operate a generator for 500 hours. The memorandum excludes peaking units and standby units used while utility power is available, and allows case-specific estimates where justified. Check the current permit and applicable requirements for the unit.

How should you compare reduction options?

Compare options against the same operating scenario and measurement boundary. Include these factors in the decision:
