If every incident pages an engineer, the fix is not to mute everything—it is to reserve pages for urgent symptoms that need immediate human action. Audit alerts against incidents, remove duplicate notifications, route lower-urgency signals elsewhere, and test new paging rules before they reach the on-call rotation.
Which alerts should page an on-call engineer?
A page is an urgent request for a person to act now. It should be tied to a customer-facing symptom or a service-level objective (SLO) or error-budget concern, and the responder should know what action to take. Google SRE’s rule is direct: “All paging alerts should also be actionable.”

Prometheus frames the standard this way: “Alerts should be urgent, important, actionable, and real.” It also recommends “Symptom-based alerts for paging, cause-based for troubleshooting.” A user-visible failure may justify waking someone; a metric that might explain the failure usually belongs in a dashboard or ticket unless it independently demands immediate action.
For every paging rule, write down the affected service, accountable owner, expected first action, and link to the relevant playbook. If the team cannot say what the recipient should do, the rule likely needs redesign or a lower-urgency destination.

How do you find the rules creating alert fatigue?
Choose a consistent review window and, where possible, connect notification records to incident records. Examine the data by alert rule and service so a high-volume source does not hide behind an overall average. Useful measures include:
- Page volume and number of distinct incidents.
- Notifications generated per incident.
- Alerts that resolve without responder action, and alerts judged false positive.
- Time of day and the action responders actually took.
These are diagnostic measures, not universal thresholds. Set a review cadence that fits your on-call structure and risk; there is no evidence-based page count that suits every team. Google SRE recommends tuning noisy alerts that systematically produce multiple notifications per incident toward a 1:1 alert-to-incident ratio. That is a recommendation for reducing duplication, not an industry benchmark. See Google SRE’s guidance on being on-call.
Google’s On-Call workbook also cites a maximum of two distinct incidents per 12-hour shift as a Google SRE guideline. Treat it as organizational context, not a universal target for your team.

How do you stop duplicate alerts during an incident?
Reduce fan-out at the notification layer as well as at the rule layer. Prometheus Alertmanager documents grouping, deduplication, inhibition, silencing, and routing as core capabilities. The concepts apply even if your monitoring stack uses different tooling.
Group notifications that describe one incident
Group related alerts using labels that capture shared incident context, such as cluster and alert name. For example, one database outage may make many instances report connection failures. A grouped notification can present the common failure in one message while retaining visibility into which instances are affected. Avoid grouping so broadly that responders lose the service or scope needed to act.
Deduplicate repeated notifications
Deduplicate identical alerts so retries or repeated evaluations do not generate a new page for the same continuing condition. Pair deduplication with incident correlation: distinct symptoms may still require separate handling if they represent separate incidents.

Inhibit downstream alerts when a higher-level failure explains them
Use inhibition when a parent failure makes dependent alerts redundant. For example, if a cluster-level alert already reports that a cluster is unreachable, alerts about each unreachable component may add noise without changing the response. Keep the parent alert actionable and make the suppressed scope discoverable for troubleshooting.

A silence mutes matching alerts for a specified time. Scope it with precise matchers, and as an operational safeguard record an owner, reason, and expiry. A maintenance silence is a temporary exception, not a substitute for correcting a noisy rule. Alertmanager’s documented capabilities are described in the Prometheus Alertmanager documentation.
What should go to a ticket instead of waking someone up?
Route signals according to urgency and the action they require. A useful policy distinguishes immediate user impact from important work that can wait and information best used during investigation.

| Signal | Destination | Reason |
|---|---|---|
| Urgent, user-impacting symptom requiring immediate human action | On-call page | A responder needs to intervene now. |
| Important issue that needs follow-up but can wait | Ticket queue | It should be owned and tracked without interrupting the on-call engineer. |
| Cause-oriented or investigative metric without an immediate action | Dashboard | It supports pull-based troubleshooting rather than an interruption. |
This division follows Google SRE’s practical alerting guidance and the Prometheus Zen of Prometheus. A ticket is not a place to discard a real risk: it needs an owner and a path to follow-up, while a symptom that calls for immediate action remains a page.

Treat alert rules like production code. Review a proposed rule with the people who will receive it, document its expected response in a playbook, and run it in test or nonpaging mode before enabling pages.

- Choose the route: decide whether the signal merits a page, ticket, or dashboard based on urgency and actionability.
- Test representative conditions: observe the rule through ordinary periodic events such as deploys, maintenance, and load peaks. Review its trigger rate and whether it would have paged appropriately.
- Approve and document: promote the rule only after review, with a playbook entry and the intended routing and grouping behavior.
Google’s On-Call workbook says, “A week of testing is probably about right,” while noting that the suitable window depends on the alert and system. Use the time needed to observe representative conditions rather than treating one week as a universal requirement.

How should tooling fit the alert policy?
Decide what deserves interruption before choosing or tuning a tool. Compare systems on whether they support symptom coverage, grouping, deduplication and inhibition, routing and escalation controls, integrations with your existing stack, and the ongoing effort needed to maintain rules. Prometheus Alertmanager documents grouping, deduplication, silencing, inhibition, and routing; Datadog documents on-call routing through escalation policies and integrations with third-party alerting sources. Those documented capabilities do not establish that one product reduces fatigue better than another.
See the Alertmanager documentation and Datadog On-Call integrations documentation for product-specific details.
