How to Reconcile GSTR-2B with Purchase Records and Claim Eligible ITC

A practical period-wise workflow for matching GSTR-2B to your purchase records, checking legal eligibility, handling reversals and preparing GSTR-3B.

Reconcile GSTR-2B against your purchase register and supporting documents, then test each amount against the applicable GST law before reporting it in GSTR-3B. A credit appearing in GSTR-2B is an important matching signal, not automatic proof that the credit is eligible.

What GSTR-2B tells you—and what it does not

GSTR-2B is a period-wise statement that brings together information from sources including supplier-filed B2B documents, Input Service Distributor (ISD) information and import-of-goods data from ICEGATE. Reverse-charge credit on import of services has a separate treatment. The GST Portal says the statement can be viewed and downloaded in Excel or JSON after login.

The GST Portal’s GSTR-2B FAQ advises taxpayers to reconcile the statement with their own records and books. Its available/not-available indications do not decide every legal eligibility question: the taxpayer must assess other restrictions and conditions independently under the CGST Act and Rules. In short, use GSTR-2B to find and investigate document-level differences; do not treat it as a substitute for your records or legal review.

Prepare the records for the tax period

Download the GSTR-2B for the period you are reconciling and obtain its underlying document details. Keep the period’s purchase-register extract beside it. Gather the source records needed to verify each entry:

  • Evidence that the goods or services were received.
  • Bills of entry and related import records for imported goods.
  • ISD documents for credit distributed to your registration.
  • Records of reverse-charge transactions and the related tax payment.

Use the GSTIN and tax period belonging to the recipient registration. A document appearing against another GSTIN, or in a different period, should not be treated as a match merely because the supplier or amount looks familiar.

Match documents and record exceptions

Compare the statement with your books at document level rather than relying only on period totals. Match the supplier GSTIN, document type and number, document date, taxable value, tax components and relevant period. Trace amendments and credit or debit notes back to the original document, and reconcile their effect on the net amount. The GST Portal FAQ notes that some GSTR-3B values are populated net of credit notes and amendments.

Classify exceptions so they can be investigated and reviewed rather than forced into a match:

  • In the purchase register but absent from GSTR-2B: Check the supplier’s reporting, the recipient GSTIN and the period. Follow up with the supplier and retain the correspondence. A book entry alone does not establish that statutory conditions for credit are met.
  • In GSTR-2B but absent from the purchase register: Determine whether the item is unrecorded, misclassified, associated with another GSTIN or period, or not your transaction. Verify the underlying documents before deciding how to account for it.
  • Value or tax mismatch: Compare the original document with amendments, notes and the accounting entry. Record the cause and how it was resolved.
  • Duplicate or repeated document: Trace the document through prior claims and the current period. Do not claim the same document’s credit twice; the GST Portal FAQ expressly warns against duplicate credit.
  • Import, ISD or reverse-charge entry: Match it to the appropriate supporting records and reporting treatment rather than assuming it follows the ordinary domestic supplier-invoice path.

Preserve the match status and explanation for each exception. Do not include an unmatched amount in eligible ITC solely to make the books agree with the statement.

Apply the legal eligibility test separately

After matching, assess each proposed credit under Section 16 and the related provisions and rules applicable to that tax period. Section 16’s conditions include possession of a prescribed tax invoice or debit note, supplier furnishing of invoice details and communication of those details to the recipient, receipt of goods or services, payment of tax to the Government and furnishing the return, subject to the section’s terms. Business use and restrictions elsewhere in the law also matter.

The GST Portal FAQ describes certain “ITC not available” indications, including specified time-barred credit and a place-of-supply condition. It also says that the system may not identify every reason credit is unavailable, so taxpayers must self-assess. A row’s presence in GSTR-2B does not prove that every legal condition is satisfied.

Check the version of the law, relevant notifications or circulars, and portal instructions for the period and claim in question. In particular, do not apply a simplified Section 16(4) deadline without checking the applicable annual-return position and any amendments relevant to that claim. If eligibility depends on disputed facts or a complex rule, obtain advice from a qualified Indian GST professional.

Check reversals, credit notes and reverse charge

Reconciliation is not only a search for missing credit. Review whether a previously claimed amount must be reversed, whether a credit note changes the net credit, and whether a rule requires action because consideration and tax were not paid within the specified 180-day period. The applicable rule text and facts govern the treatment.

The GST Council’s material describes a Rule 37A reversal process for specified cases where a supplier has not filed the relevant return, as well as treatment in the statement. Verify the rule and current reporting instructions for the financial year before calculating a reversal or reclaim. Reverse-charge liabilities need separate tracking: the Council guidance says the tax is to be paid in cash, so do not treat a statement entry as a substitute for meeting that payment obligation.

Review IMS actions if they apply

The GST Council’s November 2024 newsletter described the Invoice Management System (IMS) as an optional portal facility introduced from October 2024. Under that description, recipients could accept, reject or keep supplier records pending, and their actions affected GSTR-2B. The newsletter also said incorrect actions could be changed and the statement recomputed before filing the corresponding GSTR-3B.

That description is dated. For the period you are filing, confirm the portal’s current IMS functions, applicable deadlines and recomputation steps. If an IMS action changed a document’s treatment, retain the action and resulting statement with the reconciliation record.

Use the reviewed figures in GSTR-3B

Prepare the relevant GSTR-3B ITC fields from the reconciled amounts after the eligibility and reversal review. The GST Portal FAQ maps GSTR-2B sections to GSTR-3B auto-population, and portal guidance says the auto-populated values are editable, with edits highlighted. Check the figures and their classification before filing; an editable system value does not transfer responsibility for accurate reporting away from the taxpayer.

Keep a period-wise audit trail

Store the downloaded GSTR-2B, purchase-register extract, supporting documents, matching results, exception explanations, supplier follow-ups, eligibility and reversal analysis, and reviewer sign-off together for the tax period. This is a practical control, not a prescribed universal spreadsheet format. It makes it possible to explain how the amount reported in GSTR-3B was derived and why exceptions were resolved as they were.

The governing source material includes the GST Portal GSTR-2B FAQ, the CGST Act and Rules published by CBIC/ the Department of Revenue, and GST Council materials. Portal functionality and tax provisions can change, so verify the applicable law and instructions for the period before filing or changing a claim.
