The Price to Compare helps you evaluate generation offers; it is not the price of every service on the bill.
Start with the billing period, usage and amount due
Find the service dates, account information, due date, current charges, credits, any prior balance and the total amount due. Then note the bill’s kWh usage and compare it with earlier periods. Ohio’s billing rule requires key billing information such as service dates, meter readings, estimated-reading identification, payment and credit information, the amount due and consumption history. See Ohio Administrative Code Rule 4901:1-10-22.

A kWh measures energy consumed. Compare both usage and the length of the billing period: a longer period can mean more total kWh even if your daily habits have not changed. Weather and seasonal heating or cooling can also affect comparisons. Where available, compare with the same period a year earlier as well as the prior month.
Check whether the meter reading is estimated
Look for an estimated-reading label or similar notation. Ohio rules require estimated bills to be identified, and utilities must make an active bill calculator available. If a reading looks wrong or is estimated, ask your utility how it obtained the figure, how to use its calculator, and how to arrange an actual reading. The process varies by utility and circumstances.

The Office of the Ohio Consumers’ Counsel (OCC) notes that automated meters can provide regular actual readings. Its fact sheet says that when readings have been estimated for more than two consecutive months, customers may request two actual meter readings per calendar year. Some customers may also be able to submit a reading themselves, but confirm the method and acceptance with your utility first. Read the OCC’s electric bill fact sheet.
Separate electricity supply from delivery
Your bill covers both the electricity itself and the systems that move it to your home. The OCC describes three functions: generation produces the electricity, transmission moves high-voltage power to local distribution systems, and distribution carries it through local wires and equipment to customers. Distribution rates are set by the Public Utilities Commission of Ohio (PUCO); transmission is federally regulated. The utility’s bill definitions explain the names it uses for individual charges.

Common charges and what they pay for
| Charge | What it generally covers | How it is commonly calculated |
|---|---|---|
| Customer charge | A fixed charge associated with the connection to the grid and equipment or maintenance. | Fixed monthly amount. |
| Generation service | Producing the electricity you use. Supply may come through a utility standard offer, an alternative supplier or an aggregation program. | Usage-based in the OCC’s common-charge explanation. |
| Transmission service | Moving high-voltage electricity to local distribution lines. | Usage-based in the OCC’s common-charge explanation. |
| Distribution service | Local delivery over wires and equipment such as substations and meters. | Usage-based in the OCC’s common-charge explanation. |
The customer charge and transmission and distribution charges are delivery charges paid to the utility, according to the OCC. They are distinct from the generation choice. Company-specific riders, credits and other line items may also appear, and names and placement differ among utilities; use your utility’s current bill definitions rather than assuming an unfamiliar item has a statewide meaning.
As a rough guide, the OCC’s 2026 explainer says generation typically makes up about half a bill and delivery costs, together with transmission, typically account for about half. These are approximations, not a guaranteed split for an individual customer or bill.

What the Price to Compare means—and what it does not
Ohio residential bills must include a Price to Compare notice. The OCC describes this figure as the utility’s price for generation and some related transmission charges. It is a benchmark for evaluating eligible generation offers, not a total rate covering every charge on your bill. Delivery charges remain separate when you choose a generation supplier. See the OCC bill explainer and Energy Choice Ohio for current comparison resources.
For a useful comparison, match the offer’s applicable generation rate and terms against the Price to Compare. Check how the rate is structured, whether it can change, and what other terms apply. A lower generation rate does not mean the total bill will fall by the same proportion, because delivery and other charges remain. Rates and offers change, so check current information for your utility territory and account circumstances rather than relying on an old rate figure.

Ohio customers may receive supply through a competitive supplier, community or government aggregation, or the utility’s Standard Service Offer (SSO). The distribution utility and available choices depend on service territory and customer arrangement. Municipal utilities, cooperatives and submetered accounts may have different programs or protections, so do not assume the same choice process applies to every Ohio household.

Compare the current bill with the previous one in a consistent order. First check the billing-period length and kWh; then check whether the meter reading was actual or estimated. Next compare the generation rate and supplier terms, customer charge, transmission and distribution charges, utility-specific riders or credits, and any taxes or nonrecurring items shown. A change in any of these can affect the total independently of usage.

AEP Ohio says a bill can increase without higher usage if a rate changes, and recommends checking generation costs, including periodic or adjustable rates. That is a possible explanation for an AEP Ohio bill, not a universal diagnosis for all utilities or accounts. Use your utility’s bill definitions and current terms to identify the specific change.
Ohio utilities must publish a bill calculator that lets customers enter billing determinants to check charges. If the total or a line item remains unexplained, contact the utility first using the billing-question information on the bill. Rule 4901:1-10-22 also says a residential bill’s due date must be at least 21 days from its postmark date.
What to do if the bill still does not make sense
- Check the bill and meter status. Confirm the dates, kWh, read type, charges, credits and prior balance. If the reading is estimated or appears inconsistent, ask the utility how it was obtained and what actual-reading options are available.
- Use the utility’s calculator and definitions. Enter the bill determinants in the utility’s published calculator and look up unfamiliar line items in its current bill glossary or definitions.
- Contact the utility before escalating. Explain the exact billing period and charge in question and ask for the calculation or applicable rate. Ohio’s utility rule directs customers to contact the utility first and requires bill contact information.
- Seek assistance if unresolved. PUCO provides assistance for complaints that remain unresolved after the customer has contacted the utility. The OCC fact sheet also discusses budget billing and PIPP Plus for eligible customers; confirm eligibility and terms through official channels.
If you ask someone else to help interpret a bill, redact your account number, service address, meter number and barcode first. Those details are not needed to explain the general meaning of the charges.
