How to Rate-Limit Automated Traffic Without Blocking Real Visitors

A practical guide to limiting automated traffic by route and request group, observing matches before enforcement, and challenging suspicious clients instead of reflexively blocking them.

Rate limits can reduce automated load without shutting out real people, but a request count alone cannot tell you whether a visitor is a bot. Start by limiting the routes that need protection, measure normal traffic before enforcing rules, and use challenges or additional verification when a request looks suspicious but is not clearly malicious. Treat shared IP addresses and distributed bot traffic as reasons to choose aggregation keys carefully—not as proof of identity.

Why request counts alone can block the wrong people

A source IP address is an imperfect stand-in for a person or client. Many legitimate visitors may share one public IP through a corporate network, mobile carrier, school, or household connection. Conversely, an automated client can spread requests across many addresses. A rule that blocks every IP after the same number of requests can therefore punish a group of real users while missing distributed automation.

Rate limits work best as operational controls for protecting particular resources. They are not a reliable way to identify bots by themselves, and there is no universal requests-per-minute threshold that fits every site, route, or traffic pattern.

Choose what to protect and how to group requests

Separate high-impact routes from ordinary browsing. AWS Prescriptive Guidance recommends combining a broad site-wide ceiling with URI-specific and IP-reputation rate-based rules; it calls out login and account-creation routes as examples that may merit more focused protection. A broad ceiling can serve as a safety layer, while narrower limits address endpoints where abuse is costly or sensitive.

  • Expensive API operations: Consider separate rules for requests that trigger costly computation, database work, or third-party calls.
  • General site traffic: Use a broader ceiling for availability protection, not as the only test for whether a visitor is legitimate.

Choose an aggregation key that corresponds to the traffic you intend to control: for example, an IP address, session or token, route, or bot identity where your platform supports it. Check which client-IP value your protection service actually sees when traffic passes through a proxy or CDN. AWS documents that CDN configuration can affect client-IP interpretation and describes support for standard client-IP headers from CloudFront, Cloudflare, and Fastly in the scenario covered by its guidance. Do not assume the origin server’s observed address is the visitor’s address.

Establish a baseline before enforcing a limit

Use access logs or metrics to understand ordinary traffic before turning on blocks or challenges. Break observations down by route, client class where known, and time period. Look for legitimate peaks and clients that behave differently from a typical browser. This is a practical way to review traffic before enforcement; AWS does not prescribe a universal baseline formula.

In AWS WAF, a rate-based rule applies its configured limit to each aggregation instance, and scope-down conditions decide which requests are counted. Its evaluation-window choices are 60, 120, 300, or 600 seconds, with 300 seconds as the default. The lowest configurable rate limit is 10 requests. These are AWS product settings, not general web standards, and the service enforces near rather than exactly at a configured threshold. See the AWS WAF rate-based rule documentation.

Roll out controls in stages

  1. Define the route and request group. Specify which paths or operations are in scope and how requests are aggregated. Keep sensitive or expensive routes distinct from the general site where useful.
  2. Run in count or monitor mode. Collect rule matches without blocking users. Review logs to see which clients and routes would be affected.
  3. Investigate legitimate matches. Check for shared networks, in-app browsers, non-standard mobile HTTP libraries, and known integrations. AWS warns these client types can produce false positives in some cases and recommends configuring exceptions when evidence supports them.
  4. Apply a graduated response. Use a challenge for ambiguous suspicious traffic, additional application-level verification for sensitive actions, and hard blocks when there is stronger evidence or overload makes availability the priority.
  5. Review and tune. Revisit thresholds and exceptions as traffic patterns change. Check support reports and logs after enforcement, and make adjustments deliberately.

Match the response to the strength of the signal

Response Useful when Trade-off
Count or monitor You are learning how a rule would affect real traffic. It does not itself stop the requests.
Challenge A request is suspicious, but a simple count does not establish that it is malicious. Some clients may not complete or support the challenge. AWS WAF Challenge and CAPTCHA actions can let a client establish a valid token.
Step-up verification A sensitive action needs extra assurance, such as a login or account change. It adds friction, so reserve it for actions or signals that justify the extra check.
Throttle or block Traffic has stronger evidence of abuse, or an availability incident requires firmer action. A broad or poorly scoped rule can deny access to legitimate users.

Bot classification can add useful signals beyond request volume. AWS Bot Control labels common bot identities and categories and offers targeted protections using browser interrogation, fingerprinting, and behavioral heuristics. AWS describes those classification techniques as probabilistic, not certain: they may fail to identify some bots correctly. The service allows verified bots by default; if even desirable crawlers need a ceiling, AWS documents custom label-based limits. Details are in the AWS WAF Bot Control documentation.

  • COMPACT - Low power draw, a compact form factor, and silent operation allow it to run unnoticed when placed on a desktop, wall, or rack.
  • FLEXIBLE - Three (3) 1 GbE switched (WAN/LAN/OPT) ports allow you to configure three separate 1 GbE switched ports for upto a gigabit of bi-directional traffic.

AWS compares ordinary rate-based rules, which act on request groups at high rates, with targeted Bot Control, which uses request tokens and historical traffic baselines. Bot-aware managed detection can improve the signal available for decisions, but it is an AWS-specific feature with additional fees, and adds operational complexity. Avoid assuming comparable capabilities or pricing for other providers without checking their current documentation.

Account for the limits of managed rate rules

AWS says its rate-based rules protect availability rather than enforce exact quotas: “It’s not intended for precise request-rate limiting.” The service may take time to detect a changed rate; AWS says the delay is usually below 30 seconds. Changing settings on an active rule can reset counts and pause rate limiting for up to one minute. Those behaviors matter if you are treating a WAF rule as a strict application quota or making frequent adjustments. See AWS’s rate-based rule caveats.

Use a rate rule to control exposure and help preserve availability, not as a billing counter or an exact per-user allowance. If an application requires a precise quota, implement and validate that quota at the application or service layer rather than relying on approximate WAF enforcement.

Keep legitimate crawlers and unusual clients in view

Do not equate unfamiliar traffic with hostile traffic. Search crawlers, accessibility tools, in-app browsers, and mobile clients using non-standard HTTP libraries may not resemble a conventional desktop browser. AWS Bot Control allows verified bots by default, and AWS notes that in-app browsers or non-standard mobile HTTP libraries may be false positives in some cases. Add an exception only when logs or user reports establish a legitimate need, then continue monitoring that exception.

For users caught by a rule, maintain a practical recovery path: review the matching logs, identify the relevant rule and route, and provide a way to report the problem. Exceptions should be narrow enough to avoid opening the same route to the traffic the rule is meant to control.
