Dutch elm disease changes the stakes: if branches are wilting or flagging, seek prompt diagnosis instead of treating the tree as a routine pruning job.
Decide whether pruning is needed
Unnecessary pruning creates wounds without a clear benefit. UC Statewide IPM recommends avoiding it and, when pruning is necessary, doing the work properly—preferably in late fall or winter and while trees are young. University of Minnesota Extension offers a useful priority order: “Prune first for safety, next for health, and finally for aesthetics.”

- Look from the ground for dead, broken, crossing, or potentially diseased branches.
- Put safety and tree health ahead of appearance; postpone cosmetic work that can wait.
- Do not prune a tree that is touching or close to utility lines.
Choose a time that fits local Dutch elm disease risk
For routine pruning, dormant-season work is generally preferred, but the safest calendar depends on local disease and beetle activity. University of Illinois Extension advised its readers to avoid pruning elms from April through October because fresh wounds may attract insect vectors that spread Dutch elm disease. That is regional guidance, not a universal calendar. Check with your local extension service or municipality for current advice.

Illinois Extension’s guidance allows exceptions for storm damage and some early disease cases. Those situations are different from routine maintenance; if disease is possible, get local professional advice rather than applying a calendar rule on your own. UC IPM also recommends late fall and winter when pruning is needed.

Make clean cuts that preserve the branch collar
For an accessible branch that you can safely handle, use a sharp tool sized for the work and make a clean cut just outside the branch collar, the slightly raised area where the branch joins the trunk or a larger limb. Do not cut flush to the trunk, which removes this protective tissue, and do not leave a long stub. University of Minnesota Extension’s tree-pruning guidance includes diagrams showing where to place cuts.
Use hand pruners or loppers only for branches within their safe capacity. A pruning saw may be appropriate for a larger reachable branch, but tool choice does not make an overhead, oversized, or otherwise hazardous cut safe. Avoid climbing or using a ladder to reach high canopy branches.

Know when the job is for an arborist
Hire a qualified arborist for mature-tree pruning, high canopy work, hazardous or large limbs, jobs needing a chainsaw or lift equipment, or any tree near utility lines. Do not attempt work on a tree in contact with or close to power lines. The University of Minnesota’s safety and pruning recommendations are available in its pruning guide.
Routine wound dressing is usually unnecessary and may be detrimental, according to the same University of Minnesota guidance. If Dutch elm disease is suspected, follow disease-specific advice from an extension specialist or arborist rather than applying a dressing or making a large cut yourself.

Recognize possible Dutch elm disease
Dutch elm disease is a serious vascular disease. Elm bark beetles can spread the fungus as they feed, and the disease can also move between neighboring elms through root grafts. Watch for flagging—branches with wilting foliage—and leaves that yellow, wilt, or turn brown on one or more branches. The University of Maryland Extension overview and the University of Minnesota Extension disease guide describe these symptoms and routes of spread.
Symptoms alone do not confirm Dutch elm disease. Arrange prompt diagnosis through a qualified arborist or local plant diagnostic service. Root-graft spread and beetle-borne infection can call for different management, so suspected disease should not be handled like an ordinary pruning task.

Therapeutic pruning is a specialized disease response
Early removal of infected branches may help some trees, but the recommendation is specific to suspected or diagnosed Dutch elm disease—not a rule for routine pruning. University of Maryland Extension advises removing newly infected branches within two to three weeks after symptoms appear, cutting at a branch fork at least 10 feet below visible sapwood streaking, and removing diseased wood from the site. It says this approach is most likely to help when less than five percent of the crown is affected. See its Dutch elm disease guidance.
Those distances can require removing large limbs. Have a qualified arborist or diagnostic specialist assess the tree promptly; do not use the 10-foot figure as a routine-cut placement instruction or attempt major canopy work yourself.
