Protecting your phone at a protest means balancing access and privacy: a connected phone can help with calls, maps, and emergencies, but it also carries personal data and may reveal location. There is no single best setup for every event. Decide what you need the phone to do, reduce the data and exposure you can, and make a backup plan for losing access to it.
Choose a phone plan for the event
Start with your priorities: staying reachable, using maps, documenting events, limiting location exposure, or minimizing the personal data on the device. These goals can conflict. Turning off connectivity may reduce transmissions, for example, but also removes calls, messages, and online maps. EFF notes that both surveillance during transit or at an event and exposure of data on a confiscated phone are concerns; its guidance emphasizes that each person’s security plan depends on the event and their circumstances. EFF’s protest guidance is general digital-security advice, not legal advice.

Prepare the phone and your backup plan
Secure what is stored on the device
- Use a screen lock and a strong passcode. EFF says iOS and most Android devices include encryption capabilities; a strong password helps protect that encryption. Encryption protects data at rest, not every possible form of access.
- Consider disabling face or fingerprint unlocking if you are concerned about someone physically compelling you to unlock the phone. EFF describes the U.S. legal position on biometric unlocking as unsettled; do not assume a rule that applies everywhere.
- Install operating-system and app security updates before the event. Use strong, unique passwords for online accounts and enable two-factor authentication. A password manager can make unique passwords easier to maintain.
Back up and prepare for losing access
- Back up contacts and important media you may need if the phone is lost or confiscated, and consider the security of the backup itself. EFF recommends end-to-end encrypted iCloud backup protection for iPhone users who use online backups, and a zero-knowledge backup provider for Android.
- Agree on a meeting point and write down essential contact details, including an emergency contact or lawyer’s number. Do not make your whole emergency plan depend on a working phone.
- Check app updates, available storage, phone credit or data access, and emergency camera or SOS shortcuts before leaving. Consider a charged power bank if you need reserve battery; it does not improve privacy.
Reduce connectivity and location exposure during the event
Use encrypted communication, with realistic expectations
For sensitive conversations, use end-to-end encrypted messaging where appropriate. EFF describes Signal as protecting message and call content in transit and supporting encrypted group chats. That protects content, not anonymity: EFF warns that even a phone using Signal may expose its location through connectivity.

Understand what airplane mode does—and does not do
When calls and internet are unnecessary, airplane mode and separately disabling Wi-Fi and Bluetooth can reduce transmissions. You can also consider disabling location services and account-level location history; exact settings paths vary by operating system and version. Airplane mode is not a guarantee that location information will never leave the phone: apps may store GPS data and transmit it when the phone reconnects. In EFF’s guidance, turning the phone off is the measure that prevents this specific delayed transmission.

If you switch off connectivity, download maps for offline use if needed and arrange a meeting place in advance. Amnesty International’s guidance also identifies possible service disruption, Wi-Fi monitoring, and requests for cell-tower records as risks. Those are potential risks described in general guidance, not proof that a particular technique is being used at a specific protest.
Record events without exposing other people unnecessarily
Recording may preserve evidence and public information, but publishing identifiable footage can put the people shown at risk. Consider whether people consented before posting publicly. If consent is absent, obscure faces and other identifying details such as tattoos or distinctive clothing. EFF notes that blur can sometimes be reversed, so opaque blocking may be preferable when identification would be harmful.

Images can also reveal details not visible in the picture. EFF says photo metadata may include the camera model, exact time and location, and even the photographer’s name. Consider removing metadata before sharing when it is safe to do so. Protecting peers’ identities matters as much as your own: do not assume a public event means everyone pictured agrees to be identified.
Keep legal guidance specific to your situation
Phone-search and unlocking rules depend on jurisdiction and circumstances. EFF’s discussion of biometric unlocking is U.S.-focused and says the law is in flux. The ACLU’s border-search explainer, updated March 21, 2025, describes U.S. border device-search rules as complicated and varying with legal status and circumstances; border rules should not be applied as a general rule for protest settings.
