Protecting a large Earth observation archive means preserving more than its storage media. A sound plan must detect corruption, support recovery, retain earlier versions, and keep data discoverable, readable, interpretable, and usable as formats and tools change. NASA’s stewardship guidance describes these as connected preservation outcomes; archive operators must translate them into controls, responsibilities, and recovery targets suited to their own holdings and users.
What should an Earth observation archive protect?
NASA’s long-term Earth science stewardship framing covers six outcomes: intact data bits, discoverability and access, readability, understandability, usability, and reproducibility. These are different failure modes. A file can remain byte-for-byte intact but become difficult to find, open, interpret, or use to reproduce a result.

Protect the scientific record as a whole: data files and their versions, metadata, documentation, processing context, and the services needed to discover and retrieve holdings. A NASA paper on very large digital archives, published in 1992, also identified risks including physical loss, obsolete storage technology, inability to reconstruct originally received formats, software contamination or intrusion, unauthorized access, poor indexing, delayed updates, and loss of custody over official data. These remain useful categories for a risk review, not a statement of current NASA operational policy.
Which controls prevent corruption and make recovery possible?
Verify integrity against known values
NASA PO.DAAC’s Levels of Service lists checksum verification as a basic archive service. A checksum can reveal that a file differs from the value calculated for it previously; it does not repair the file or prove that a usable recovery copy exists. Store the reference values with the relevant files and records, and make clear which versions they describe.

Choose a verification schedule according to your preservation risks and service requirements. The NASA sources cited here do not set one checksum interval for every archive. Record what is checked, how discrepancies are handled, and who is responsible for resolving them.
Keep versions and recoverable copies
PO.DAAC’s service list also calls for backup and versioning of data, documentation, and metadata. These controls have distinct jobs: versioning preserves identifiable states; backups provide a route to restore holdings after loss or damage; checksums help detect changes against known values. Do not treat a label such as backup or versioned as evidence that restoration will work. Document the recovery process and exercise it so staff can demonstrate that the necessary files and context can be restored.
NASA’s Planetary Data System (PDS) policy index has separate policy areas for integrity checking, checksum use, system availability and recovery, online repositories, disaster recovery, and data delivery and backup. Its integrity-checking policy entry is shown as amended on March 9, 2023. The index supports making these subjects explicit in archive procedures, but it does not establish a universal copy count, geographic separation, check interval, or recovery-time target.

How should an archive manage a dataset over its full lifecycle?
In PO.DAAC’s data-management guidance, preservation starts before routine operations and continues through changes and retirement. A practical workflow should make each decision and handoff visible:
- Identify and prioritize: establish what the dataset is, who needs it, and what continuity or latency expectations apply.
- Assess and accept: review the accession against requirements, confirm what has been received, and identify gaps in data, documentation, or context before accepting it into managed holdings.
- Ingest metadata and access: create collection- and granule-level metadata as appropriate, and define how users will discover and retrieve the data.
- Integrate and review: check the collection against its quality, quantity, continuity, and latency expectations, then document operational responsibilities.
- Operate and update: monitor services and holdings, and treat each incoming version as a governed change rather than silently overwriting the previous state.
- Retire or quarantine deliberately: document who can authorize retirement, replacement, or quarantine, why the decision was made, and what users can still access.
Assign accountable owners for source data and context, accession checks, metadata and documentation, version approval, retention decisions, and recovery testing. When a product changes, preserve enough information to identify what changed and which version supports a particular analysis.
How do you preserve readability and scientific meaning?
Keeping a file intact is not enough if future software cannot read it or users cannot understand its contents. PO.DAAC recommends netCDF-4 or HDF5 for data providers, citing support for complex data models, metadata, portability, broad software support, and performance options. These are recommendations for its provider context, not a reason to convert every archive to one format without considering product requirements, dependencies, and designated users.

- Attribute Conventions for Data Discovery (ACDD): describe a dataset’s scope and contents to support discovery.
Retain documentation that explains file formats, metadata conventions, variable meanings, spatial and temporal context, data quality, and processing methods. PO.DAAC’s service descriptions call for user guides that cover science variables, geospatial and temporal information, quality, and methods at the relevant service level. Keep the software or processing context needed to interpret a preserved representation where it is part of the product’s use.
When a format, standard, or tool changes, plan and review the migration rather than assuming that copying files preserves their meaning. Define how the migrated holdings will be checked and how the relationship between the earlier and later representations will be recorded.

How should you compare cloud, on-premises, and hybrid archives?
Choose an operating model by comparing recovery, independence, interpretation, access, cost, and governance—not by assuming that a particular storage location is a backup plan. A cloud copy is not automatically independent: the same account, credentials, administrative error, or incident may affect both the primary holdings and the copy, depending on the design.
| Model | What it can support | What the archive must still plan |
|---|---|---|
| Cloud | Scalable distribution and processing near hosted data. NASA’s LAADS DAAC page describes cloud access through S3 in AWS us-west-2. | Independent recovery, identity and access management, service continuity, compute and storage costs, retrieval or transfer costs, and the effort and cost of moving holdings elsewhere. |
| On-premises | Locally operated storage and access, where that arrangement fits the archive’s users and responsibilities. | Integrity checks, recovery arrangements appropriate to the risks, media and technology lifecycle planning, and tested restoration procedures. |
| Hybrid | A combination of local and cloud services that may support different access or processing needs. | Clear ownership and version control across locations, independent recovery paths, operational responsibilities, and the costs and procedures for retrieving or migrating holdings. |
NASA’s LAADS page describes benefits such as working with data in the cloud, scalability, and analysis near the holdings. For that service, the page says Earthdata access remains free under NASA policy while users are responsible for their own cloud compute or storage costs. It also describes on-premises download methods continuing during migration. Those details are specific to LAADS, not a general promise about other archives or providers.
Before selecting an arrangement, ask whether one site, account, credential set, operator error, or service incident could affect all copies; whether intended users can discover and retrieve what they need; and whether the archive can afford to operate, migrate, or exit the service. The reviewed NASA guidance does not prescribe a universal geographic layout or a single architecture that guarantees preservation.

What scale does a large archive migration involve?
A LAADS DAAC migration table updated September 25, 2023 reports 5,021 TB across the migration phases listed there. That figure describes the table’s listed phases, not all NASA Earth observation archives or a current total for LAADS holdings. The table marks multiple phases complete and shows one phase without a completion status; its status should not be read as current without checking the page.
The example illustrates why migration planning must cover more than copying bytes: large holdings need clear phase boundaries, preservation of context and versions, verification, access planning, and a way to recover if a transfer or transition fails.
Turn the plan into locally chosen service targets
Set targets based on the archive’s users, consequences of loss, continuity commitments, and operating capacity. The NASA sources cited here do not give one universal number for copies, geographic distance, checksum frequency, or recovery time. Treat those as documented local engineering decisions, not blanket NASA requirements.
- Define which holdings are official, who controls them, and what retention and version rules apply.
- State how integrity discrepancies are detected, investigated, and resolved.
- Identify which copies are intended for recovery and what could affect each one.
- Specify restoration responsibilities and test the ability to restore data, metadata, documentation, and access context.
- Document acceptable service interruptions and recovery expectations for the archive’s users.
- Review format, metadata, software, access, and migration plans when products or infrastructure change.
A preservation plan is credible when it connects each risk to an owner, a control, a recovery path, and evidence that the process works. Storage capacity matters, but it is only one part of keeping an Earth observation record trustworthy and usable.
