Processing satellite imagery onboard can reduce how much raw data is sent to Earth, but it does not make the data private by itself. Protection depends on the full lifecycle: what the satellite collects, what its AI infers, what is stored or transmitted, who can access it, how long it is kept, and how outputs are shared.
What onboard AI does—and what it does not protect
Onboard AI can analyze imagery or filter data before a satellite sends information to ground systems. ESA describes onboard filtering as a way to make large Earth-observation data flows more efficient; its ɸ-sat-1 carried onboard AI. That can reduce unnecessary downlink, but the privacy result depends on what the system collects and what it keeps or sends.

NASA’s July 2025 account of a Dynamic Targeting test on CogniSAT-6 illustrates a different onboard decision: AI analyzed look-ahead imagery to determine where an instrument should point. The initial flight test focused on avoiding clouds; identifying wildfires, storms, and other short-lived events was described as future work. NASA reported that the onboard process took 60–90 seconds, depending on look-ahead angle. This is an example of observation efficiency, not a demonstrated privacy control. NASA/JPL AI technical fellow and principal investigator Steve Chien described the approach this way: “The idea is to make the spacecraft act more like a human: Instead of just seeing data, it’s thinking about what the data shows and how to respond.”

Where satellite-data privacy risks arise
Risk is not limited to recognizable faces or names. Higher image detail and analysis at scale can expose sensitive characteristics of people or communities. A map of settlements or socioeconomic patterns, for example, may be consequential even when it does not identify a person directly. Repeated observations and location context can also affect what an observer can infer from an output.
There is no defensible general percentage for how much onboard processing, anonymization, or differential privacy reduces satellite-data privacy risk. The effect depends on the imagery, the inference being made, the outputs and auxiliary information available, and the intended use.

Choose privacy controls for the output and threat
Possible transformations can reduce detail or disclosure, but they also affect analytical utility. None should be treated as a universal guarantee of anonymity.
| Control | What it can change | Trade-off or limitation |
|---|---|---|
| Lower resolution | Reduces spatial detail in imagery or outputs. | May remove detail needed for the task; does not by itself establish that people or places cannot be inferred. |
| Aggregation | Reports grouped results rather than fine-grained individual locations or records. | Reduces granularity and may still expose sensitive patterns at the chosen scale. |
| Removing geolocation | Removes or limits explicit location attributes from a dataset or output. | Other contextual details or repeated observations may still reveal location. |
| Coordinate jitter | Adds variation to coordinates to make exact locations less precise. | Reduces location accuracy; the protection depends on the amount of jitter and what other information is available. |
| Differential privacy | Can add a formal privacy mechanism to supported analyses or released results. | Its usefulness depends on the implementation and privacy parameters, as well as the level of detail the application needs. |
Test a proposed transformation against the actual threat: who might use the result, what else they could combine it with, whether observations recur, and how precise the application needs to be. Academic work on responsible AI for Earth observation and a 2025 International Institute of Space Law working group report discuss these kinds of measures as safeguards to evaluate, not proof that reidentification is impossible.

Set rules for collection, access, and retention
Technical transformations cannot replace governance. Before deployment, define what questions an AI system is permitted to answer, who may receive its outputs, and whether sensitive mapping or individual-level inference is prohibited. Apply the rules to raw imagery as well as intermediate features, model outputs, access logs, and backups.
- Limit collection and detail: Collect only what the task needs. Consider onboard filtering, lower-resolution products, aggregation, or omitting location attributes when they preserve sufficient utility.
- Restrict access: Use role-based permissions for raw and derived data, and record who accessed or used it.
- Set retention periods: Define how long imagery, intermediate data, outputs, and backups are kept, and how they are disposed of when no longer needed.
- Control sharing: Specify permitted recipients and uses for each output, including onward sharing.
- Keep decisions auditable: Maintain records that let responsible parties review access, use, and compliance with the stated purpose.
Protect the collection and processing chain
Privacy also depends on whether systems handling satellite data are protected against unauthorized access or disruption. The Council of the EU’s conclusions of 23 May 2025 call for protection of satellite collection and processing systems against cyber threats, security for sensitive data, and active risk monitoring. They refer to applicable EU cybersecurity legislation, including NIS2. This is EU policy context; it does not mean every mission has identical legal obligations.

For an operator, include onboard processing, communications, ground infrastructure, storage, and data-sharing interfaces in the security review. Identify sensitive data and the systems that can reach it, monitor for relevant risks, and make sure access controls and audit records cover the whole chain rather than only the satellite or ground archive.

Check which privacy laws apply
Satellite imagery is not automatically personal data in every situation. Whether data-protection law applies depends on factors such as identifiability, how the data is processed, its purpose, the organizations involved, and the relevant jurisdictions. The GDPR applies when its territorial and material scope is met and the processing concerns personal data.
Where GDPR applies, relevant principles include data minimization, storage limitation, integrity and confidentiality, and accountability. An organization should assess the actual data and processing context rather than assume all satellite imagery is either covered or exempt. The legal analysis may differ across missions, operators, users, and locations.
A practical review before deployment
- Write down the permitted purpose and outputs. State what the model may infer, who may receive results, and which sensitive uses are outside scope.
- Map the data flow. Document what is observed, processed onboard, stored, downlinked, retained on the ground, and shared as an output.
- Reduce exposure at the source. Decide whether the task can use less collected data, less spatial detail, or fewer transmitted raw images without losing necessary utility.
- Test transformations against realistic inference risks. Evaluate resolution reduction, aggregation, location removal, jitter, or differential privacy using the context and auxiliary data relevant to the application.
- Assign access, retention, and audit responsibilities. Apply controls to raw and derived data, state retention periods, and make ownership of review and incident response clear.
- Review security and legal scope. Assess the complete collection-to-sharing chain for cyber risk and determine which legal requirements apply to the data, actors, purpose, and jurisdictions.
When comparing system designs or safeguards, weigh the inference each control is intended to prevent against lost analytical utility, data exposure across the chain, the strength of governance and accountability, and whether the measure fits the mission’s operational and legal setting.
