To reduce unwanted AI scraping and traffic spikes, combine a clear robots.txt policy with controls that actually enforce access limits: CDN or WAF bot rules, route-specific rate limits, and monitoring. No single measure guarantees that every scraper or agent will comply, so choose what to allow, test the controls against your site, and adjust them without blocking legitimate visitors.
Decide which automated traffic you want to allow
“AI bot” is not one traffic category. A site may want search engines to index pages, AI search tools to retrieve current information, model-training crawlers to stay away, or browser agents to use selected features. It may also need uptime monitors and other known automation. Decide separately for each category before applying a blanket block.

Some bot-management services classify traffic by behavior and offer separate policies for AI-related activity. Cloudflare, for example, documents behavior-based bot categories and agent activity in its bot overview. AWS describes use cases for selected AI crawlers and automated browser agents in its Bot Control guidance. What you can identify and control depends on the provider and the signals available.
Use robots.txt to state crawler preferences—not to enforce a block
Add rules to robots.txt to tell compliant crawlers which parts of the site they should or should not fetch. Treat this as a policy signal, not an access-control mechanism: it does not prevent a client from requesting a URL, and it does not constrain agents that ignore the policy.

A study evaluating seven named crawlers found that they respected robots.txt in the study’s tested setup. That result does not establish that all AI agents or scrapers will comply. The study is evidence that the signal can matter for the crawlers tested, not proof of universal enforcement.
Put enforcement at the CDN, WAF, or hosting layer
Review the security and bot settings on the CDN, hosting platform, or web application firewall (WAF) already in front of your site. Depending on the service and plan, controls may let you monitor, block, rate-limit, or challenge traffic classified as bots. AWS documents those options through AWS WAF Bot Control; its guidance also describes combining managed bot protections with custom rules and policies for selected AI bots.

Cloudflare documents policies for AI bot behavior, including controls to block AI bots: Block AI Bots. Check the current settings and defaults in your account before relying on a policy. Cloudflare notes that defaults for new domains change for domains dated September 15, 2026; that date-specific behavior should not be assumed to apply to every existing domain or configuration.
Where your provider supports it, set different actions for search crawlers, training crawlers, and real-time agents instead of treating every automated request alike. AWS describes allowing selected AI crawlers while blocking or rate-limiting others. For legitimate AI agents that should have access, AWS also documents Web Bot Authentication as a way for agents to prove identity. Verification can help distinguish traffic classes, but vendor documentation does not promise perfect classification.
Rate-limit expensive or easily enumerated routes
A single site-wide request threshold can be too blunt: it may throttle busy legitimate pages while leaving a costly endpoint exposed. Set limits around the routes and request patterns that create risk, such as repeated catalog searches, price lookups, login attempts, or API calls. Consider frequency and behavior, then observe the effect before tightening or loosening a rule.
Cloudflare recommends tailoring rate-limiting rules to application use cases and provides examples in its rate-limiting best practices. Pay particular attention to path matching and URL normalization: the edge and your origin application may interpret paths differently, which can cause a rule to miss requests or affect more traffic than intended. AWS also documents rate-based rules and bot activity signals in its guidance on static bot controls.
Deploy changes carefully and tune them with real traffic
- Write down what should be allowed. List the search crawlers, AI retrieval or training crawlers, browser agents, uptime monitors, and other automation your site needs or wants to block.
- Publish crawler preferences. Express the appropriate preferences in
robots.txt, while keeping enforcement separate. - Review existing edge rules. Check your CDN, host, or WAF for rules that already allow, challenge, or block the relevant traffic. Avoid layering new rules without understanding what is already active.
- Protect the specific risky routes. Add application-specific rate limits or bot actions to the endpoints and behaviors that drive cost, load, or enumeration risk. Check path matching and normalization against how your application handles requests.
- Use challenges selectively. Apply verification where automated browser traffic is a concern and where the user impact is acceptable. Preserve workable access for legitimate visitors and desired agents.
- Monitor and adjust. Review request logs, origin load, response codes, and false positives after deployment. Test rules against the actual paths and traffic patterns on your site, then tune them as needed.
There is no universal rate threshold or configuration established by the reviewed provider guidance. Your safe settings depend on the application, its normal traffic, and the capacity of the routes being protected.

| What to compare | Why it matters |
|---|---|
| Where the site is hosted or proxied | Existing use of a provider’s CDN or cloud stack may affect setup and operational fit. |
| Bot identity and behavior signals | Determine what kinds of crawlers or agents the service can distinguish and what actions you can apply to them. |
| Available controls | Check support for rate limits, challenges, managed protections, and custom rules. |
| Separate policies by activity | Confirm whether search, training, and real-time agent traffic can be handled differently. |
| Logging and tuning workflow | You need enough visibility to identify blocked legitimate traffic and adjust rules. |
| Cost and required feature tier | Confirm the price for your traffic level and the features your policy needs; the cited vendor sources do not establish a comparable head-to-head price. |
Vendor documentation describes available features, but it does not establish that one provider is more effective against all scrapers or agents. Select based on fit, then validate the rules against your own traffic.
