A black rectangle, black highlighting, or annotation can hide text on screen while leaving it searchable or copyable. After redacting visible content, separately check for hidden information such as metadata, comments, attachments, and hidden text.
Why a black box is not a redaction
A black shape or annotation may sit over the original words without deleting them. Someone may still be able to find the words with search, select or copy them, or remove the overlay. The U.S. District Court for the District of New Jersey warns that “Highlighting text in black or using a black box over the data in MS Word or Adobe Acrobat will not protect the data from being able to be seen.” District of New Jersey guidance makes the same practical distinction: concealing content visually does not make it safe to share.

The Federal Court of Australia similarly cautions against using annotation tools to draw black boxes over text in searchable PDFs, because the underlying content may remain accessible through search or copy and paste. Use a feature explicitly called redaction, not a drawing, highlight, or markup tool. Federal Court of Australia guidance

Redact visible content with a dedicated tool
Keep the original in a controlled location and make a separate working copy. In Adobe Acrobat Pro, Adobe’s current instructions use All tools > Redact a PDF. Choose Redact text and images, mark the sensitive content, select Apply, and save the resulting sanitized document. Adobe says a redaction becomes permanent once applied and saved. Interface labels can change as the product is updated, so use the current redaction workflow rather than substituting a visual cover-up. Adobe: Remove sensitive content from PDFs

Check recurring terms and identifiers
If the editor offers search-and-redact, search recurring names, account numbers, or phrases, then inspect every match before applying redactions. Search can help find repeated text, but it is not a substitute for visual review: check spelling variants, formatting differences, and occurrences that may not be recognized as text. Adobe documents searching for and redacting multiple words, phrases, or patterns. Adobe: Search and redact text
Redact information inside images
When sensitive information appears in a scan, screenshot, or other page image, mark that image region for redaction as image content. A text search cannot reliably find words that exist only as pixels. Adobe’s instructions include selecting an image and applying a redaction. Adobe: Remove sensitive content from PDFs

Sanitize hidden information separately
Removing visible text and graphics is different from cleaning hidden PDF data. Adobe lists items that may need separate removal, including metadata, attachments, bookmarks, comments and markups, form-field data, hidden text or layers, embedded search indexes, cropped or deleted content, links, actions, JavaScript, and overlapping objects. Review the available sanitization controls and remove categories that could disclose sensitive information. Adobe: Remove sensitive content from PDFs Adobe: Sanitize PDFs

Check what will be removed before sharing, particularly if the recipient needs signatures, form fields, attachments, bookmarks, or interactive actions. Adobe’s documentation describes removal categories; it does not establish a universal policy for preserving every feature in every document.

Handle scanned PDFs and OCR carefully
A scanned PDF may contain page images, and OCR may add a searchable text layer on top. Redacting only searchable text can miss information still visible in the image; covering only the image may leave OCR text behind. Inspect each page visually, redact sensitive image regions with a proper redaction tool, and check whether a text layer remains. Adobe documents image redaction and hidden-text sanitization, but its cited guidance does not establish identical OCR behavior across all products and workflows.
Save and inspect the release copy
- Save as a new file. Keep the untouched source separate from the copy intended for distribution.
- Reopen the saved release copy. Do not rely solely on what the editor showed before saving.
- Search for removed terms. Try the exact words and identifiers you redacted, including recurring terms.
- Test selection and copying. Try selecting or copying text around each redacted area, then check that the sensitive content is not present in the copied result.
- Review every page and hidden-content controls. Look for missed visible occurrences, then inspect document information and sanitization options for relevant hidden data.
These checks can reveal mistakes, but passing them is not proof that every PDF object or file remnant is clean. The Federal Court of Australia notes that flattening may be relevant to metadata or interactive features, while also warning that visual black-box cover-ups are unsafe and scanned PDFs can be difficult to redact. Printing or flattening alone is not a general replacement for using redaction and checking the output. Federal Court of Australia guidance

Choose a workflow that removes the underlying content
A dedicated PDF redaction feature is appropriate when it removes selected text or image content and lets you address hidden information separately. Another option is to rebuild a release copy from the source document after removing sensitive material, then inspect the exported PDF. Whichever route you use, verify that it handles the specific content at risk—searchable text, page imagery, and relevant hidden data—and preserves only the document features the recipient needs. For regulated or high-consequence disclosures, follow your organization’s approved process and carefully inspect the final release copy.
