Choose a billing unit that tracks the work, decide how much delivery risk each party will carry, and then use customer value and market context to shape the offer. Because service mix, geography, staffing and customer usage differ, there is no defensible universal MSP price or margin target.
What a sustainable managed-services price must accomplish
A recurring fee has to do three jobs at once: pay for the work and technology required to deliver the service, contribute deliberately to the overhead that keeps the business operating, and remain understandable enough for a customer to budget and compare. Optimizing only one of those goals produces a fragile offer. A low, simple price can lose money when ticket volume rises; a high outcome promise can become unprofitable when the provider cannot control the customer’s results; a cost-plus figure can be hard to sell when it ignores the value of continuity or risk reduction.
As an Amazon Associate I earn from qualifying purchases.
The practical sequence is:
- Define exactly what the recurring service includes and excludes.
- Calculate its full delivery economics and separate service costs from corporate overhead.
- Select a pricing basis and billing unit that fit the cost driver and customer operation.
- Use market context and evidenced customer value to position the offer.
- Price the risk created by variable usage, inflation, service levels or outcome commitments.
- Test scenarios, monitor actuals and refresh the model—at least quarterly for the cost model.
This approach is consistent with the cost, pricing and risk principles in the Technology & Services Industry Association (TSIA) cost-to-serve guidance, the TSIA overview of MSP pricing models, NinjaOne’s MSP pricing guide and the UK Cabinet Office’s risk-allocation and pricing guidance.
Start with service scope, not a rate card
A price is only meaningful when the buyer and provider attach the same work to it. Write the service specification before choosing “per user,” “per device” or “fixed fee.” The specification should state:

- [Deep Bass with Clear Vocals] High-performance drivers produce punchy bass while keeping vocals clean and detailed for everyday listening.
- Covered services, such as monitoring, help desk, patching, backup administration or security operations.
- Operating hours, channels and severity definitions.
- Response and restoration commitments, including any service-credit rules.
- The number and type of covered users, devices, sites, applications or instances.
- Onboarding, discovery, documentation and transition work, and whether those are one-time charges.
- Explicit exclusions, including projects, major changes, unsupported systems and customer-caused rework.
- How out-of-scope requests are estimated, approved and billed.
- Payment triggers, invoicing timing, taxes, minimum commitments and cancellation terms.
- How the parties will handle additions, removals, acquisitions, seasonal demand and service-level changes.
Ambiguous scope lets each party form a different assumption about what a “fixed” fee buys. The Cabinet Office guidance emphasizes unambiguous scope and payment triggers; that is a useful contract-design principle for commercial MSP agreements even though the document is written for public procurement.
Turn boundaries into measurable assumptions
Record the assumptions that make the price viable: expected ticket volume, average handling time, supported operating systems, number of locations, maintenance windows, customer responsibilities and escalation paths. If a price assumes remote support only, say so. If after-hours incidents are charged separately, define the hours and rate before the first incident. A transparent assumption log gives the renewal conversation a factual starting point instead of turning every variance into an argument.
Build a complete cost-to-serve model
Revenue per user or device is not profitability. TSIA classifies direct labor, technology costs and shared service expenses as above-the-line costs associated with gross margin. Strategy, sales, marketing and administration are below-the-line overhead. Keep those categories distinct in reporting, while ensuring the overall business plan recovers the overhead required to operate.
Capture direct delivery costs
- Labor: engineering, service-desk, project and service-management time, including realistic non-billable work such as documentation, meetings, escalation and training.
- Technology: monitoring, remote management, ticketing, backup, security, cloud, telecommunications and other tools required by the package.
- Shared delivery expense: service leadership, quality, tooling administration, facilities or other costs supporting several accounts.
- Onboarding and transition: discovery, remediation, documentation, migrations and initial configuration. Decide whether to recover these in a one-time fee, an amortized charge or the recurring price.
- Operating friction: travel, third-party coordination, customer-caused delays, rework and service credits where they are a predictable part of delivery.
NinjaOne’s guide similarly identifies labor, software, onboarding and operating costs as core inputs. Do not assume that every customer or device consumes identical effort: a small estate with legacy systems can require more labor than a larger, standardized one.
Separate service economics from company overhead
Use service-level profit-and-loss reporting so high revenue does not conceal unprofitable delivery. Allocate shared costs with a documented method—such as productive engineering hours, supported endpoints or revenue—then test whether that method reflects causation. TSIA notes that a dedicated financial function helps assess service P&L accurately and recommends updating cost models quarterly. Quarterly is a review cadence, not an industry margin statistic.
Use a transparent pricing-floor calculation
A practical floor can be expressed without pretending that one margin works for every MSP:
Required recurring revenue = direct delivery cost + allocated delivery expense + planned overhead contribution + risk allowance

Then compare that floor with the proposed fee and the expected consumption. If the fee is below the floor, change the scope, staffing, technology, risk allocation or price. If it is above the floor, the difference is not automatically “profit”; check whether it covers growth investment, working-capital needs, taxes and the return your partners expect.
Choose what the customer is paying for
Managed-service pricing can be based on inputs, outputs or outcomes. The choice changes who carries delivery risk.
| Basis | What is measured | Typical risk position | Best fit and warning |
|---|---|---|---|
| Input | People, hours, units of capacity or specified resources | The buyer bears more responsibility for variable consumption and delivery cost. | Useful when effort is uncertain or the customer wants transparent resource charging; it can make the provider’s spend less predictable. |
| Output | Completed tickets, maintained devices, reports, transactions or other deliverables | The provider accepts more responsibility for producing the agreed volume efficiently. | Works when outputs are countable and quality criteria are clear; do not confuse activity with business benefit. |
| Outcome | A result such as availability, recovery performance or another business KPI | More delivery and performance risk moves to the provider. | Use only when the result is measurable, the provider can influence it and baseline data exists. |
The Cabinet Office states: “The aim of the payment mechanism and pricing structure is to reflect the optimum balance between risk and return in the contract.” The more uncertainty you accept, the more you need objective measures, operational controls and a price that compensates for that exposure. A customer’s internal decisions, third-party outages or incomplete data can make a hard outcome guarantee inappropriate.
Select the billing unit that matches the work
Per-user or per-device pricing is a billing unit, not a complete strategy. The package, scope, risk and cost model still determine whether the unit is sustainable.

| Per user | Each user receives support across several devices and user activity is the main workload driver. | Are shared, seasonal, privileged and inactive accounts counted? Are personal devices included? |
| Per device | The service is centered on an asset estate, such as endpoint monitoring or maintenance. | Do servers, network devices, mobile devices and virtual machines consume different effort? Is an unsupported legacy asset excluded? |
| Per instance, application or site | Complexity is concentrated in applications, workloads, locations or environments rather than people. | How are development, test, disaster-recovery and high-availability instances counted? |
| Fixed monthly fee | Scope and consumption can be bounded well enough to give the customer a stable bill. | What usage assumptions, exclusions, overage triggers and annual adjustments protect delivery economics? |
| Tiered bundle | Customers have recognizable needs such as basic, standard and advanced coverage. | What is included in each tier, and can the differences be explained in business terms rather than feature lists? |
| À la carte or hybrid | Customers need a core service plus optional modules or variable services. | Will component pricing create confusing invoices or encourage customers to remove the work that keeps the service effective? |
These structures are described qualitatively by TSIA and NinjaOne; the sources do not establish a universal price for any unit. In a mixed portfolio, use more than one mechanism when different services have genuinely different cost drivers.
Use cost, market context and customer value together
Cost-plus is a floor or diagnostic: calculate delivery cost, allocate relevant overhead deliberately and model the resulting contribution. Market-based pricing then tests whether the offer is positioned plausibly for its segment. TSIA describes cost-plus and market-based approaches as common traditional methods, while consumption and value approaches are emerging alternatives; those are qualitative descriptions, not guaranteed outcomes.
Make value claims evidence-based
Customer value may include business continuity, reduced operational risk, internal capacity released for strategic work, faster recovery or avoided hiring. Connect a claimed benefit to a baseline, a measurement method and the part of the service that influences it. For example, an availability commitment should define the measurement window, exclusions, maintenance treatment and customer dependencies. Do not publish a savings number unless you can substantiate the baseline and calculation.

If the provider cannot reliably measure or control the result, sell a clearly scoped service commitment instead of a hard outcome guarantee. An outcome-linked fee can be introduced gradually: start with a well-defined service-level commitment, collect baseline data, then add a limited incentive or credit tied to a controllable KPI.
Price risk and contract mechanics explicitly
More transferred risk generally requires more provider return. The Cabinet Office guidance warns that risk transfer can create a risk premium and unintended behavior, and says suppliers’ margins should be expected to increase as they assume more delivery risk. Apply that principle selectively: price the uncertainty you can identify, and avoid charging for risks that a clear boundary or customer control can remove.
Use objective performance measures
- Define the exact KPI, data source, measurement period and reporting owner.
- State which events are excluded, such as planned maintenance, customer-caused delay or unavailable third-party systems.
- Set a remedy that is proportionate—service credit, corrective plan or another agreed response—rather than an open-ended liability.
- Hold the provider accountable only for results it can influence through the contracted service.
Handle changing costs deliberately
Labor, licensing and infrastructure costs can change during a long agreement. Possible mechanisms include indexation, scheduled escalation or a cost-plus variant. Cost-plus passes input-cost changes to the buyer but can weaken the provider’s incentive to control costs. Indexation can be more predictable but may not track a specialized labor market. Choose the mechanism according to which party can manage each cost and document the index, timing, cap, floor and notice process.
Protect cash flow as well as margin
Specify when onboarding, milestones, recurring service and approved extras become payable. Align vendor commitments and annual software renewals with customer billing where possible. A profitable contract can still strain an MSP if it requires months of labor before the first collection or if service credits are applied without a defined ceiling.
Model scenarios before you publish the offer
Do not test only an average customer. Build scenarios around the variables that can break the economics:
- Low, expected and high ticket volume.
- Different average handling times and escalation rates.
- Onboarding that is clean versus remediation-heavy.
- Changes in user, device, site or application counts.
- Technology-license increases, wage changes and foreign-exchange exposure where relevant.
- After-hours incidents, project requests and service credits.
- Outcome performance below, at and above the target.
For each scenario, calculate delivery hours, technology spend, allocated expense, recurring revenue, cash timing and contribution. Identify the threshold at which the package needs an overage, a scope change or a repricing conversation. This turns “unlimited” from a slogan into a tested operating assumption.

Review the cost model quarterly, as TSIA recommends, and use renewals or formal contract reviews to correct persistent mismatches. A review can lead to a higher fee, narrower scope, a different unit, automation investment or a customer-specific exception. Document the decision so sales, delivery and finance quote from the same assumptions.

| Decision axis | What to examine |
|---|---|
| Provider cost predictability | Does the unit track labor, software and usage, or can consumption rise without revenue? |
| Customer budget predictability | Can the buyer forecast spend, understand overages and reconcile the invoice? |
| Provider delivery risk | Who bears over-consumption, uncertain scope, inflation, third-party failure or a missed outcome? |
| Operational maturity | Can the MSP measure effort, outputs and outcomes consistently across accounts? |
| Customer-value evidence | Can benefits be demonstrated and connected credibly to the fee? |
| Contract clarity | Are inclusions, exclusions, triggers, KPIs, credits and adjustments explicit? |
A model that scores poorly on one axis is not automatically wrong; it needs a compensating control. For example, a fixed fee can work with tight scope and overage rules, while an outcome component can work with a baseline, capped exposure and a KPI within the provider’s influence.
Common pricing mistakes and their fixes
Copying a competitor’s per-user number
Why it fails: the competitor may include different hours, tools, geography, staffing, exclusions or customer mix.
Fix: use external prices only as market context, then rebuild the offer from your own cost and scope assumptions. The available sources do not support a current, generalizable MSP per-user rate.
Calling a package “unlimited” without a boundary
Why it fails: a small number of high-complexity users or devices can consume disproportionate labor.
Recommended Free Tools
Fix: define fair-use assumptions, supported environments, response commitments and an objective change trigger.
Best Value
Guaranteeing an outcome the MSP cannot control
Why it fails: customer decisions, third-party systems and incomplete baselines can determine the result.
Fix: guarantee controllable service levels, or use a capped incentive tied to a measurable KPI and documented dependencies.
Leaving onboarding inside the recurring fee by default
Why it fails: inherited issues can consume months of labor before steady-state service begins.
Fix: assess the estate, price transition work separately or amortize it transparently, and state what “ready for service” means.
Ignoring below-the-line overhead
Why it fails: the service appears to have a healthy gross margin while the company cannot fund sales, administration, leadership or improvement.
Fix: keep TSIA’s above- and below-the-line distinction in the P&L, then allocate and recover necessary overhead through the portfolio plan.
Never revisiting the model
Why it fails: staffing, licenses, usage and scope drift invalidate the assumptions used at sale.

A practical pre-quote checklist
- Is every included activity, service window and covered asset defined?
- Are exclusions, projects, onboarding and out-of-scope rates visible to the buyer?
- Have direct labor, technology, shared delivery costs and necessary overhead been modeled?
- Does the billing unit track the real workload for this customer?
- Have low, expected and high-consumption scenarios been tested?
- Who bears usage, inflation, third-party, performance and scope risk?
- Are KPIs measurable, objective and within the provider’s influence?
- Are payment triggers, credits, indexation and change controls unambiguous?
- Is any value claim supported by a baseline and measurement method?
- Is a quarterly actual-cost review assigned to a named owner?
What the available evidence does—and does not—establish
The published guidance supports cost categories, pricing choices, risk-allocation principles and a quarterly cost-model review. It does not provide a current universal gross-margin target, a general MSP rate card or a defensible per-user price that applies across regions and service definitions. TSIA’s public cost-to-serve page summarizes a fuller report, and its pricing discussion is qualitative in the cited material. The NinjaOne article is a vendor guide, while the Broadcom brief supports a multi-factor pricing model rather than a universal formula: Broadcom’s managed-services pricing brief.
Use those sources to design a disciplined process, not to replace account-level costing. Sustainable partner profitability comes from matching scope, cost, value and risk—and then checking whether the real service continues to match the model.
