How to Prevent Platform Sprawl and Security Gaps in Self-Service DevOps

Prevent platform sprawl by treating self-service DevOps as a product: make supported secure paths easy to find, govern them across the delivery lifecycle, and retire capabilities that no longer help teams.

Prevent platform sprawl by treating your internal developer platform as a product with clear ownership, supported self-service paths, explicit security controls, and a process for retiring what no longer serves teams. Self-service works best when developers can take a secure, documented route without having to assemble their own tools or bypass central oversight.

What platform sprawl looks like

An internal developer platform should be a coherent set of capabilities and interfaces shaped around the needs of its internal users—not simply a growing pile of tools. The CNCF describes consistent interfaces such as portals, project templates, and self-service APIs as ways to make capabilities easier to discover and use. See the CNCF Platforms White Paper.

Sprawl can take hold when teams create one-off scripts, configure cloud services differently, or cannot tell which path is supported. The CNCF’s Platform Engineering Maturity Model describes haphazard discovery and individually maintained tools as signs of an erratic, uncoordinated state. Duplicated paths also make it harder to keep documentation, ownership, and security controls current.

How to reduce sprawl without blocking self-service

  1. Inventory capabilities and owners

List the self-service tools, templates, APIs, and backing services teams can use. For each, record its owner, user groups, purpose, dependencies, security controls, and any overlapping route. Make the inventory discoverable so engineers can identify the supported option before building another one.

    • Advanced Threat Protection: Integrated with Fortinet’s AI-powered FortiGuard Labs, the FortiGate 40F offers comprehensive cybersecurity, identifying and mitigating both known and unknown threats to maintain robust security across your network.
    • Simplified Management and Deployment: Features a user-friendly management console that provides comprehensive network automation and visibility, coupled with Zero Touch Integration with Fortinet’s Security Fabric for easy deployment.
  2. Give the platform product ownership

Assign a team to maintain the platform as an internal product. Publish its interfaces and documentation, gather requirements, watch how capabilities are used, and iterate with product teams. The CNCF white paper describes platform teams as responsible for interfaces such as portals, APIs, and golden-path templates, and emphasizes learning from users.

  3. Standardize repeated work into a small set of supported paths

Offer reusable, composable templates and self-service APIs for common tasks. Google Cloud gives examples including pre-approved Terraform modules, standard CI/CD templates, and curated internal developer portals. Favor clear defaults that teams can adapt safely over a large menu of overlapping options.

  4. Make the secure path the easy path

A golden path is proactive guidance toward a pre-configured, approved pattern. It should save teams effort rather than feel like a detour. A blocking guardrail has a different job: stopping a prohibited or unsafe action. Treating every preference as a hard stop can frustrate users instead of helping them make sound choices.

  5. Retire capabilities that no longer earn their place

Review usage, support status, duplication, and maintenance burden. Remove capabilities that are unused, unsupported, or superseded, and provide affected teams with a migration path. Feature removal is part of maintaining a supported, well-used platform suite—not a sign that every past capability must remain forever.

Use controls for distinct purposes

Security governance needs more precision than a general promise of “guardrails.” Google Cloud distinguishes mechanisms by the job they perform; the CNCF’s governance model organizes practices around Policy, Evaluation, Enforcement, and Audit.

Mechanism Purpose Example in a self-service platform
Golden path Steers users toward an approved pattern before work begins. A maintained service template with a documented deployment route.
Guardrail Stops a prohibited or unsafe state or action. A policy check that blocks a disallowed configuration.
Safety net Detects problems and helps teams respond or recover. Monitoring and recovery procedures connected to a provisioned service.
Manual checkpoint or review Brings human judgment or oversight into a workflow. A review for a change that needs context-specific approval.

These categories are described in Darren Evans’s Google Cloud article, published August 15, 2025: Beyond guardrails: A taxonomy of platform engineering control mechanisms. Evans cautions: “A platform with too many guardrails can feel like a maze of restrictions, turning off the very developers it is trying to recruit.” Use blocking controls for requirements that genuinely must not be bypassed; use defaults, guidance, detection, or human review where those better fit the risk.

Make governance traceable across the lifecycle

The CNCF’s Automated Governance Maturity Model groups practices into four categories: Policy, Evaluation, Enforcement, and Audit. Its May 5, 2025 announcement says the model contains over 50 practices, which can be assessed independently and scoped to a product, business unit, or organization. Those counts describe the model, not a promised security result or a universal compliance threshold. Read the CNCF announcement.

  • Policy: State requirements clearly, including which rules apply to which services or teams.
  • Evaluation: Assess configurations and changes against those requirements.
  • Enforcement: Apply the appropriate response, such as blocking a prohibited change or requiring a review.
  • Audit: Keep evidence of decisions and outcomes so teams can understand what happened and demonstrate oversight.

Assess the practices relevant to your scope rather than treating a maturity model as a checklist that automatically makes an environment secure. Make ownership and evidence part of each supported path, so a developer can see what the platform handles and where a team remains responsible.

Put software supply-chain checks in delivery workflows

Security controls should travel with software from build through deployment, rather than depend solely on a developer remembering a separate manual step. NIST SP 800-204D describes strategies for integrating software supply-chain security measures into DevSecOps CI/CD pipelines across stages such as build, test, package, and deploy. The final publication, dated February 12, 2024, discusses concepts including artifacts, attestations, provenance, SBOMs, repositories, and SLSA. Use it as a technical reference for designing pipeline controls, not as a single checklist that covers every organization’s risks: NIST SP 800-204D.

Measure outcomes, not the number of platform features

Set a baseline before consolidating paths, then compare results over time. Combine measures of platform use and developer experience with delivery and reliability measures; faster delivery alone is not a successful outcome if adoption is poor or safety declines.

What to assess Useful measures
Platform use and experience Active users, retention, capabilities provisioned, and user satisfaction.
Developer effort Request-to-fulfillment latency, time to build and deploy a new service, and time for a new user to make a first code change.
Delivery and reliability Deployment frequency, lead time for changes, time to restore service after failure, and change failure rate.

The CNCF Platforms White Paper suggests these measures for assessing platform use and organizational efficiency, and cites the delivery measures from DORA. Review them together: rising feature counts or faster provisioning do not by themselves show that the platform is discoverable, useful, or adequately governed.

How to evaluate platform options

Whether you are consolidating existing tools or selecting a platform approach, compare options against the work your organization needs them to do. These are evaluation dimensions, not a vendor ranking or a scored standard.

  • Internal user fit: Does it address actual developer and operations needs?
  • Service coverage: Can it support the common services and workflows teams need without multiplying overlapping routes?
  • Interfaces and integration: Are portals, templates, APIs, and delivery systems consistent and discoverable?
  • Policy and auditability: Can requirements be evaluated, enforced appropriately, and evidenced?
  • Tenant isolation: Does the approach fit the separation your teams and workloads require?
  • Operational ownership: Is there a team accountable for maintenance, support, and user feedback?
  • Lifecycle management: Can capabilities be updated, deprecated, and removed with a migration path?
  • Adoption and operating burden: Do usage and satisfaction justify the cost of maintaining the platform and its integrations?

A platform purchase alone does not establish that tools will be consolidated or security gaps closed. Those outcomes depend on product ownership, fit, governance, adoption, and ongoing maintenance.
