If you run a website, use stable URLs and make pages straightforward for archival crawlers to discover and capture. These steps make citations more resilient, but neither an identifier nor a snapshot guarantees permanent access or a perfect copy.
What link rot is—and why citations need protection
Link rot, also called reference rot, occurs when an online source disappears or changes so that a citation no longer reliably leads to the material it originally identified. A URL may stop working, point somewhere different, or still load while the relevant content has changed. That makes it harder for readers to verify claims, especially in scholarship and legal writing. Perma.cc explains the term in its documentation.

The problem is not limited to a vanished page. A citation is useful only if readers can identify the intended source and, when necessary, understand which version the writer relied on. A working address alone may not establish that.

Choose the right protection for each source
| Source type | What to cite or preserve | What it helps with |
|---|---|---|
| Scholarly or publisher-issued item | Use its DOI or another publisher-supported persistent identifier when available, rather than relying only on a changeable URL. NYU Libraries guidance | A stable way to identify and resolve to the scholarly object; it does not guarantee that the resolver or destination will always remain available. |
| Important web-only page | Make a dated archive capture when you cite it. Retain the original URL and the specific archive URL, plus the access or capture date where the citation style permits. Perma.cc documentation | A record of the version consulted if the live page later changes or disappears; completeness depends on what the archive could capture. |
| Website you publish | Keep URIs stable, provide a sitemap, expose crawlable navigation, and use open formats where practical. Library of Congress guidance | Improves discoverability and the chance of useful captures, without guaranteeing complete playback or preservation. |
How writers can make a citation more resilient
- Identify the kind of source. For a scholarly item, check whether its publisher supplies a DOI or other persistent identifier. For a web-only source, plan to preserve the version you actually consulted.
- Capture web-only material at the time you cite it. Do not wait for the live link to fail. Perma.cc describes a workflow that starts with a URL and creates an archived record; its overview says the record connects readers to both the original and archived versions. See Perma.cc Docs and Perma.cc About.
- Check the resulting record. Confirm that the archive page identifies the intended source and provides a specific capture, rather than a generic archive search page. Perma.cc documents a failure message and an option to upload an image or PDF when automated preservation fails. Such a fallback can retain evidence of a page, but it is not proof that the full interactive site was captured.
- Keep the live and archived references together. Where your citation style permits, record the original URL, a direct link to the dated capture, and the access or capture date. Make clear which link is the live source and which points to the preserved version.
- Preserve enough context to identify what you used. A DOI or an archive link helps readers find a source, but the citation should still describe the work or page clearly enough to distinguish it from a later revision or a different resource.
How site owners can make pages easier to archive
- Keep addresses stable. Avoid changing page URIs unnecessarily. When a move is unavoidable, a meaningful redirect can help readers and crawlers reach the new location, but it should not erase the ability to identify the cited version.
- Publish a sitemap. A sitemap helps crawlers discover pages that may not be easy to reach through ordinary links.
- Make navigation crawlable. Do not make JavaScript-driven behavior or obfuscated links the only way to find important pages. Provide accessible links that crawlers can follow.
- Prefer open standards and formats where practical. Pages and resources built with broadly supported formats are easier to interpret across tools and over time.
- Test representative pages. Check whether archived versions retain meaningful text and context, including embedded media or linked documents where relevant. A page that loads for a crawler may still not replay completely.
The Library of Congress cautions that its recommendations are not a guarantee: “While adhering to these recommendations won’t guarantee a high-quality archival capture and subsequent flawless preservation of your website, not following them will ensure additional archiving and preservation challenges.” Its site-owner guidance explains the practical steps.

What an archived capture can—and cannot—preserve
A web capture can preserve more than visible text. The Library of Congress says its captures may include HTML, CSS, JavaScript, images, PDFs, audio, and video. But a snapshot can omit resources that are blocked, inaccessible, dependent on credentials, or not captured successfully. Dynamic behavior may also fail to reproduce even when a page’s readable content is present. See the Library of Congress web archiving FAQ.
For that reason, evaluate a preservation method by the coverage it offers, the fidelity of the capture, whether readers can trace it to a specific version and date, and who stewards the identifier or archive. A service calling an identifier “permanent” is not, by itself, evidence of uninterrupted future access.

Why this matters beyond individual citations
Pew Research Center’s May 17, 2024 analysis examined archived Common Crawl pages covering 2013–2023 and found that online content disappears over time. Its sample and methods describe that dataset, not a universal expiration schedule for every web page. The article is When Online Content Disappears.
Preserving a particular citation is one part of a larger effort to keep the web usable as a record. The Robust Links specification addresses link versioning and archive context: the practical aim is to help readers distinguish a resource from the particular version to which a reference points.
