Give each logical password-reset notification a stable, opaque identifier; record every send attempt separately; and make repeated processing of the same event safe. Keep provider acceptance, later delivery feedback, and retry decisions as distinct events. This can prevent your application from processing one notification repeatedly, but it cannot guarantee exactly-once delivery to an inbox or phone.
Why an idempotency key does not guarantee one message
Idempotency is about the intended effect of repeating an operation. Under RFC 9110, an HTTP method is idempotent when multiple identical requests have the same intended server effect as one request. That definition does not automatically make a message send—or every side effect triggered by an HTTP request—idempotent.

The distinction matters when a worker calls a provider, the provider accepts the message, and the response is lost or times out. Your application may not know whether to retry. If it does retry, the recipient might receive a duplicate even if your own event processing is idempotent. RFC 9110 cautions clients not to automatically retry non-idempotent requests unless they can establish that the request semantics are idempotent or that the original request was never applied.

What the key should identify
The key should identify one logical notification within a deliberately chosen deduplication boundary—not a recipient, secret, message body, or individual attempt. A practical design uses an opaque identifier for the reset-notification event, with a channel and event version where those affect the identity. For example, an internal key could be derived from an event identifier such as evt_01J8K4M2, the channel email, and version 1. This is an illustrative format, not a standard.
- Use the same logical event key when processing or retrying the same notification.
- Give each send attempt its own attempt ID, so retries remain individually auditable.
- Decide whether email and SMS are separate logical notifications. If each channel can succeed or fail independently, separate channel-scoped keys make that distinction explicit.
- Decide how a new password-reset request relates to an earlier one. A new request may create a new event and invalidate or supersede the earlier reset flow; it should not be mistaken for a retry of the old notification.
- Choose a retention period at least as long as the longest retry or replay window in your system. There is no universal duration established for password-reset idempotency records.
Do not include the reset token, message body, raw email address, or phone number in the key. AWS SNS security guidance cautions against putting confidential or sensitive information such as customer email addresses in tags or free-form name fields; the same data-minimization principle is useful for keys and operational logs. See AWS SNS security guidance.

Separate the logical event from attempts and feedback
Use separate records, or clearly distinct event types, so a retry does not overwrite the original notification and provider feedback is not confused with a send attempt.

| Record or event | What it represents | Useful fields |
|---|---|---|
| Logical notification | One intended reset notification for a channel and reset-request event. | Opaque event key, channel, event version, creation time, processing state, and any supersession relationship. |
| Dispatch attempt | One application attempt to enqueue or send the notification. | Attempt ID, event key, timestamp, channel, retry reason, outcome, and next retry time when applicable. |
| Provider response | The provider’s immediate acceptance or rejection response to an attempt. | Response category and provider message ID when available. Acceptance is not proof of delivery. |
| Delivery feedback | A later provider-reported delivery, bounce, complaint, or other available outcome. | Feedback type, timestamp, related provider message ID, and the associated notification or attempt. |
Persist the logical event and its processing state before dispatching work. When a worker receives the same event again, it should consult that state and avoid creating a second logical notification. It can still create a new attempt record when a retry is warranted. Use a transaction or equivalent durable coordination for the state change and queue handoff where your architecture permits; otherwise, explicitly handle the possibility that a state update succeeds while enqueueing fails, or vice versa.

Keep the state model meaningful to operators. For example, distinguish queued, in progress, accepted by provider, retry scheduled, and terminal failure rather than treating all non-errors as success. If the provider accepted a send but your application lost the response, preserve that ambiguity in the attempt record instead of silently declaring success or assuming nothing was sent.
How to retry without losing the audit trail
- Classify the failure. Separate failures known to occur before a provider request was applied from timeouts or connection losses where acceptance is uncertain. Record the category and evidence used to decide.
- Apply retry policy at the correct layer. A queue redelivery, an application-level resend, and a provider’s own delivery retry are not interchangeable. Record which layer initiated each retry.
- Reuse the logical event key, create a new attempt ID. This preserves deduplication of the intended notification while retaining a full history of what the system tried.
- Record the next action or terminal disposition. Store the next retry time when retrying, or the reason the event will not be retried when it is terminal. Make manual recovery visible rather than silently dropping the event.
- Correlate later feedback. Attach provider callbacks to the provider message ID or another reliable correlation value when available, and represent feedback as its own event.
Provider retry behavior is service-specific. For example, Amazon SNS documents protocol-specific delivery policies; its HTTP/S policy cannot exceed 3,600 seconds, and when a subscription’s policy is exhausted SNS stops retrying and discards the message unless a dead-letter queue is attached. Those are SNS rules, not general email or SMS defaults. See Amazon SNS delivery retry documentation.

How to audit email and SMS outcomes
Email feedback
A send API response alone does not establish whether a message reached the recipient. Amazon SES can publish delivery, bounce, and complaint feedback to SNS topics. AWS requires those topics to be in the same Region as the SES configuration. Treat each feedback notification as a separate audit event and correlate it with the relevant send where possible. See Amazon SES notification setup documentation.

SMS feedback and webhook retries
Check the SMS provider’s documentation for what feedback it exposes, how to correlate it with a send, and which callback retry behavior applies. Do not treat an inbound webhook’s retry token as an outbound-send deduplication key. Twilio documents the I-Twilio-Idempotency-Token header for distinguishing webhook retry attempts; that documentation concerns webhook requests and does not establish that the token makes outbound password-reset sends idempotent. See Twilio webhook connection overrides.

What operators need to see—and what they should not
An audit record should make it possible to answer: which logical notification was processed, which attempts occurred, why a retry happened, what the provider reported, what action is next, and whether the event is terminal. Retain the attempt state, timestamps, channel, provider response category, provider message ID when available, retry reason, next retry time, terminal disposition, and later feedback.
Keep reset tokens and message contents out of routine audit data. Avoid logging raw recipient addresses or phone numbers when an opaque internal identifier or appropriately protected reference is sufficient. Restrict access to audit records and set retention according to operational, security, and privacy requirements; the cited standards and provider documentation do not prescribe a universal retention period for these application records.
Quick Recap
Implementation checklist
- Define what counts as one logical notification, including the relationship between channels and new reset requests.
- Generate an opaque, stable event key and keep it separate from per-attempt identifiers.
- Persist processing state and make duplicate event processing safe.
- Record each application attempt, provider response, and later feedback as distinct auditable facts.
- Make retry decisions based on the failure category and the behavior of the specific queue, provider, and callback path.
- Expose uncertain outcomes for recovery instead of claiming delivery or blindly resending.
- Set retention to cover your own maximum retry and replay window, and exclude secrets from keys and logs.
