How to Prepare Your Small Business for an Economic Slowdown

Prepare your small business for weaker sales or slower payments by forecasting cash, reviewing expenses carefully, mapping operational dependencies, and practicing a usable continuity plan.

Prepare by finding out how a realistic drop in sales or a delay in customer payments would affect cash, then protecting the work customers still rely on. A useful plan connects financial forecasts to decisions about expenses, customers, suppliers, staff, and essential systems. There is no one reserve target that fits every small business, and planning for a slowdown does not mean assuming one is underway.

Start with the question that matters: when does cash arrive, and when must it go out?

Is your business having a difficult time managing your cash flow? That question is worth asking before a difficult period, too. A company can have sales on paper and still face pressure if customers pay later while payroll, rent, supplier invoices, taxes, debt payments, or other obligations come due on schedule.

For that reason, a slowdown plan should forecast cash receipts and payments, not just estimate a lower sales total. The U.S. Small Business Administration (SBA) recommends including cash-flow projections and financial statements in business planning. For the first year of a projection, its guidance calls for quarterly or monthly detail. For an established business, it also calls for historical financial statements.

The goal is not to predict the economy precisely. It is to see which business decisions may become urgent under plausible conditions, while there is still time to consider them. Treat scenarios as planning exercises, not forecasts that a particular decline will happen.

Build a cash forecast you can update

Gather the records that describe the business today

Begin with current income statements, balance sheets, and cash-flow records. Include the information needed to understand when money is collected and when bills are due. If your business has seasonal patterns, customer deposits, long payment terms, recurring contracts, or large periodic expenses, make those visible rather than burying them in an annual total.

For an established business, compare the current picture with historical financial statements. Past results do not guarantee future receipts, but they can help you identify recurring patterns and see whether the assumptions in a plan are realistic. If records are incomplete or do not reconcile, improving them is part of preparation: decisions made from unclear cash figures are harder to evaluate.

Set up a base case and downside cases

Write down a base case using the best current information about sales, collections, costs, and timing. Then create one or more downside cases that test risks relevant to your business. For example, a scenario might combine lower sales with customers paying later; another might test a cost increase or a seasonal dip. These are choices for testing the plan, not predictions supplied by the SBA.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Lower receipts: What happens if orders, bookings, or repeat purchases decline?
  • Later collections: What changes if customers take longer to pay, even when invoices are still being issued?
  • Higher costs: Which expenses could rise, and how quickly would that affect available cash?
  • Seasonality: Does the period you are planning for normally have a different sales or payment pattern?
  • Combined pressure: What if more than one of these conditions occurs at once?

Use monthly or quarterly detail for the first year, as the SBA recommends. Make the near-term view detailed enough to support decisions, then update it as actual results arrive. A forecast is useful only if someone checks whether its assumptions still match what is happening.

Turn the forecast into decision points

For each case, note when a shortfall could emerge, which obligations contribute to it, and what decision would need to happen before then. Keep the link between an assumption and its consequence visible. If collections slow, for example, identify the expected effect on cash timing rather than treating the issue only as a sales problem.

Decide what information would prompt a review. That might be an actual result that differs from the forecast or a change in customer payment timing. Do not set a trigger merely because it sounds precise: it should be tied to an obligation or operational decision the business can act on. Revisit it when the business, its commitments, or its assumptions change.

Choose a cash buffer based on your business, not a rule of thumb

The available SBA and SCORE guidance described here does not establish a universal number of months of cash that every small business should hold. A suitable target depends on the business’s obligations, how quickly it turns work into collected cash, the volatility of its income and costs, and its access to credit. A seasonal operator, a project-based business, and a business with steady recurring receipts may face different timing risks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the forecast to work toward a business-specific target: identify the obligations that must be paid, examine how much cash timing changes in the downside cases, and consider how much flexibility the business actually has. A qualified adviser can help pressure-test the assumptions and target. Do not treat potential financing as cash already available; a credit facility or loan may have eligibility requirements, timing, costs, and conditions.

In particular, do not assume SBA disaster loans are a general source of funding for an ordinary economic slowdown. SBA management guidance discusses disaster loans in the context of declared disasters. That is a different situation from a business experiencing weaker demand without a qualifying declared disaster.

Review expenses without cutting the capabilities customers need

When the forecast points to pressure, separate expenses by their role in keeping the business operating and serving customers. A lower-cost option is not automatically a better option if it damages a critical process, weakens delivery, or creates a more expensive problem later.

  • Adjustable: Costs whose scope, timing, or terms may be changed without undermining an essential function.
  • Deferrable: Purchases or projects that can wait, provided delay does not create a larger operational or financial risk.
  • Review closely: Costs whose purpose, owner, or customer value is unclear, or that have changed as demand has shifted.

This is a working review, not a blanket instruction to cut a category. The SBA recommends reviewing financials and goals, streamlining operations, identifying opportunities as customer behavior changes, and negotiating arrangements where doing so could reduce overhead. Evaluate each possible change against both the cash it may preserve and the work or revenue it could put at risk.

Compare choices using four practical tests

The following tests are a decision aid, not a formal SBA scoring model. Use them to compare options such as delaying a purchase, changing a process, revisiting a contract, or adjusting an offer.

Test Question to answer
Cash impact How much near-term cash might this preserve, and what cost or revenue might be sacrificed?
Operational impact Would the change protect essential work and customer service, or make either harder?
Reversibility If conditions improve, how readily could the business undo the decision?
Execution time and dependencies Does the change rely on staff capacity, supplier cooperation, financing, or contract changes?

For a proposed reduction, write down the expected cash effect, the function it touches, and what would have to be true for the decision to work. If the potential saving depends on a supplier or landlord agreeing to new terms, do not enter it in the forecast as though it were secured until the arrangement is confirmed.

Look for customer opportunities as well as savings

Expense review is only one side of preparation. Revisit what customers value, whether their behavior has changed, and whether the current offer or delivery model still fits. A slower period can affect customer needs unevenly; a company should investigate its own customers rather than assume every product, service, or segment will move in the same direction.

The SBA recommends looking for opportunities that arise as customer behavior changes and updating the business plan. Use customer conversations, order patterns, requests, and payment behavior to test whether an adjustment is warranted. Consider whether an existing offer could be delivered differently or whether the business should focus effort on the work customers continue to need. Treat these as hypotheses to evaluate, not guaranteed ways to replace lost sales.

  • Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft

Make sure any change is operationally realistic. A new offer or delivery approach may require staff time, supplier support, systems, or upfront spending. Include those dependencies in the forecast before committing, and compare the cost and reversibility of the change with the potential customer value.

Map the work that must keep running

A financial forecast cannot show every way a business could be disrupted. The SBA’s Business Resilience Guide overview emphasizes essential operations and dependencies, partners and suppliers, cash flow, emergency funding, data backups, cybersecurity, and mitigation. Use that perspective to identify which functions customers and the business depend on, and what could interrupt them.

Make a practical dependency map

For each essential function, record the people, systems, facilities, suppliers, and partners it depends on. Then identify single points of failure: a process or resource for which there is no workable alternative. A small business might depend on one supplier, one person who knows a critical process, a single system, or one location. The relevant dependencies differ by business; the purpose is to make them explicit.

  • Which work must continue to fulfill current customer commitments?
  • Which people or skills are required to perform it?
  • Which supplier, partner, facility, or system could interrupt it?
  • What is the most consequential failure, and what realistic fallback exists?
  • Where are business records and data backed up, and who can access them?
  • Which access, security, or recovery steps need to be available if a system is unavailable?

Prioritize fallbacks for risks that could stop essential work or prevent the business from serving customers. A fallback should be something the business can actually use, not merely a name on a list. If the alternative depends on a contract, staff capacity, or a supplier’s availability, confirm that dependency before relying on it.

Protect technology and information as operating resources

For a business that depends on digital records, customer communication, payment processing, or online delivery, system access and data recovery belong in continuity planning. Note which services are essential, how staff would work if access were interrupted, and where recovery information is kept. The SBA guide overview specifically includes data backups and cybersecurity among resilience considerations; it does not make a particular backup product or configuration suitable for every company.

Keep recovery instructions accessible to the people who may need them, and include the relevant responsibilities in the continuity plan. A backup that staff cannot locate or restore is not a useful fallback. Likewise, the business should know who is authorized to make operational decisions if the usual owner or manager is unavailable.

Write a plan staff can use under pressure

A continuity plan should fit the business rather than imitate a large-company document. SBA guidance says a response plan should address immediate priorities, remain accessible, and be practiced with staff. It also points to critical functions, a continuity team, and recovery strategies. For a small business, clarity and usability matter more than length.

Include the pieces needed to act

  1. Critical functions: Name the work that must be restored or maintained first, and who is responsible for it.
  2. Continuity team: Identify the people who coordinate decisions and the roles they cover. State who can act if a primary decision-maker is unavailable.
  3. Immediate priorities: Record the first actions staff should take to protect people, essential operations, customer commitments, and business information.
  4. Dependencies and fallbacks: List the suppliers, partners, systems, people, and facilities each critical function relies on, with realistic alternatives where available.
  5. Recovery strategies: Describe how the business would resume its most important work after a disruption, including who needs to do what.
  6. Access and upkeep: Keep the plan where responsible staff can reach it, and update it when key contacts, systems, obligations, or processes change.

Practice the plan with the staff who would use it. A short walk-through can expose missing contact details, unclear decision authority, or a supposed fallback that depends on an unavailable person. Update the plan based on what the exercise reveals. A plan that exists only in one person’s memory is difficult for others to use.

Keep the slowdown forecast and continuity plan connected but distinct. The forecast helps the owner see financial pressure and choose among business decisions; the continuity plan helps staff protect and recover essential operations when a disruption affects how work gets done.

Use a staged preparation process

Owners do not need to resolve every risk at once. Work in an order that makes financial assumptions, operating priorities, and decision responsibilities clearer.

  1. Establish the current position. Assemble the income statements, balance sheets, and cash-flow records needed to understand receipts, obligations, and timing.
  2. Build and compare forecasts. Create a base case and relevant downside cases, with quarterly or monthly first-year detail. Include slower collections and other business-specific pressures, not only lower sales.
  3. Identify decision points. Connect forecast changes to expenses, customer commitments, supplier discussions, and choices that may need lead time.
  4. Review operations and customer needs. Identify what can be streamlined, what must be protected, and whether changed customer behavior creates a credible opportunity to adjust.
  5. Map essential functions and dependencies. Record people, suppliers, systems, facilities, partners, and the most consequential single points of failure.
  6. Write and practice the response plan. Make immediate priorities, roles, fallbacks, and recovery strategies accessible to the staff who need them.
  7. Update as actuals arrive. Compare results with assumptions and revisit choices when the facts, commitments, or risks change.

Get outside help before a decision becomes urgent

If you need help checking assumptions, organizing financial information, or reviewing a plan, the SBA identifies Small Business Development Center (SBDC) advising as one-on-one assistance at no cost. It also points owners to SCORE resources. An adviser can help you examine your own cash timing and tradeoffs; assistance does not guarantee that a particular financial target or business decision is right for every company.

SCORE’s Financial Management Workbook for Small Businesses covers cash flow and an emergency “what if” plan, and includes a downloadable template PDF. It can be a useful companion for an owner who wants a structured place to work through assumptions. Use a workbook as an aid to your own records and judgment, not as a substitute for business-specific advice when the decision has significant financial, legal, tax, or contractual consequences.
