A downloaded map or document works without a connection, but only while its device has power and remains usable. An internet outage, cellular outage, and power outage can happen together, but they are different failures; prepare for each without assuming that one backup solves the others.
1. Save the maps you may need
Download your home area, places you travel regularly, and likely routes to safer locations before service is disrupted. Check that the map app has finished downloading the areas and that you can open them while still connected. If a route is important, keep a printed map as well: paper does not depend on a charged phone.

On iPhone
Apple’s iOS 27 guide explains how to save a selected area in Maps for offline use. It says turn-by-turn directions can be available for driving, walking, cycling, or transit without Wi-Fi or cellular service, though offline maps are not offered in every country or region. Follow Apple’s current instructions at Download offline maps on iPhone; these steps are specific to iPhone, not Android. Apple says downloaded areas can be resized and are automatically updated by default.

Keep a paper backup and account for stale information
A downloaded map is not a live incident feed: it may not show a new road closure, evacuation order, or changing conditions. Oregon Emergency Management advises saving printed or downloaded evacuation maps ahead of time. When connectivity returns, check official local updates before relying on a route.

2. Make a contact card and reconnection plan
Write or print names and phone numbers for household members, an out-of-area contact, trusted neighbors, local emergency management, medical providers, relevant shelters, and veterinary services. Include agreed meeting places and a short plan for checking in if household members are separated. Keep copies where they will be useful—such as a wallet, vehicle, and household emergency kit—while considering who could see the information if a copy is lost.
FEMA advises: “Keep your contacts updated and synced across all of your channels, including phone, email and social media.” That helps while those services work; it does not make messaging reliable when mobile networks are unavailable. Set up any group texts or alternate contact arrangements in advance, and retain the written numbers for reaching people by another available means.

3. Keep essential files available offline
Choose records that could help identify household members, obtain care, contact insurers, or care for pets. FEMA names insurance policies, identification documents, medical records, and pet information as useful examples. Save copies locally in a way you can open without logging in to an online account, and maintain a secure backup elsewhere.
Protect digital copies with encryption or password protection, especially on portable devices. Avoid leaving sensitive, unencrypted records on a shared or easily lost USB drive. Keep paper copies of the most urgent information in a protected, portable place when appropriate; paper works without a device, but it can expose private details if misplaced.

4. Preserve power and arrange a separate information source
Charge phones and power banks before a forecast hazard or other known risk. Oregon Emergency Management also suggests considering solar or car charging options. A power bank can extend the time a device is usable; it cannot restore internet access, cellular service, or a damaged device. If power is scarce, use low-power settings and limit unnecessary screen use.
Consider a battery-powered or hand-crank weather radio as a source independent of internet and cellular networks, provided it can receive a suitable local signal. Oregon Emergency Management says these radios can receive Emergency Alert System broadcasts through AM/FM or NOAA Weather Radio frequencies when cell towers and internet are down. Tune it to an appropriate local station or NOAA frequency before an outage. The agency also notes an important limit: a radio does not receive Wireless Emergency Alerts (WEA), which depend on cell towers.

5. Know what each backup can—and cannot—do

Oregon Emergency Management’s July 10, 2025 bulletin says, “When communication systems go down, it’s vital to be prepared with alternate ways to get emergency information and stay connected.” Its examples include Oregon services such as OR-Alert and TripCheck; use the equivalent emergency-management and transportation sources for your own state, county, or locality when service is available.
Do not assume dispatch can automatically see your location if you call 911 using Wi-Fi calling or a satellite-connected phone. Oregon Emergency Management cautions that location might not be automatically visible in those circumstances. Tell the dispatcher where you are, using your address, landmarks, road names, or mile markers.

FEMA’s FEMA App page, last updated October 29, 2024, describes app features and alerts but does not establish that they work offline. Treat any app as a supplement, not a replacement for saved maps, accessible records, paper contacts, and a separate broadcast source.
