Xbox approval does not approve the game for other platforms, and a shared codebase does not satisfy each platform’s separate partner, store, rating, and review processes.
Start partner applications early, define which features and regions each release will support, and keep separate build, store, submission, and launch milestones. The exact technical requirements depend on your game and platform targets, so confirm them in the current documentation available to your team.

1. Define the release you are actually planning
List each intended hardware target and storefront separately. For example, Xbox console and a PC storefront are separate targets to plan for, just as PlayStation, Nintendo platforms, and Steam have their own onboarding and release paths. A platform matrix prevents a broad goal such as “launch on console and PC” from hiding differences in access, features, territories, or timing.
For every target, record:
- Target hardware and storefront, regions, languages, and intended release window.
- Whether the game includes online play, cross-play, cross-progression, account linking, cloud saves, or shared purchases and entitlements.
- Which platform-specific features, input methods, accessibility options, and performance targets need implementation or verification.
- The responsible owner for partner access, builds, ratings, store materials, submission, and launch support.
Mark each feature as required, optional, or out of scope per release. That makes it possible to resolve policy and engineering questions before they become launch blockers.

2. Open each partner and publishing path early
Partner access is not a single application that covers every destination. Complete the applicable agreements, account setup, and concept or product steps separately, and do not assume tools or publishing access are available until the platform holder confirms them.

These paths are not interchangeable. Keep a separate status for each: application started, agreement complete, access granted, product configured, and ready for submission.

3. Design builds and shared features per platform
Use a platform matrix for technical and service requirements rather than assuming that one build or feature behaves identically everywhere. Microsoft’s developer guidance specifically calls out cross-play and cross-progression, while its store policy discusses requirements for cross-platform shared or roamed digital content. Confirm the current rules with each platform holder for the exact feature design; the public overview alone cannot establish the detailed requirements for a particular game.

- Build target, performance, input, accessibility, and platform-specific functionality.
- Save behavior, cloud saves, account linking, and what happens when a player changes platform.
- Multiplayer services, cross-play compatibility, matchmaking, and the handling of player identities.
- Achievements or trophies, digital content, purchase entitlements, and whether content is shared or roamed across platforms.
- Testing ownership, build delivery, patch process, and support route for each platform.
For cross-play, cross-progression, cross-buy, shared saves, or shared entitlements, document the intended player experience and the systems that support it. Then validate both implementation and policy approval on every affected platform before describing the feature publicly.

Xbox’s developer guidance for indie developers also cautions against underestimating certification timelines and recommends waiting until Xbox certification has passed before publicly announcing a release date.
4. Prepare ratings, store pages, and regional releases
Store readiness is a per-platform task. Build a checklist for age-rating route, territory availability, localization, store description, screenshots, trailer, accessibility details, pricing, and release configuration. Confirm what each storefront expects and who owns the final approval; do not assume one platform’s rating or store assets automatically satisfy another’s process.

Nintendo and IARC ratings
Nintendo’s Developer Portal FAQ says developers of digital-only games can use IARC to obtain an age rating at no fee for participating countries. Participation is not universal, so verify coverage for the territories you intend to serve. This Nintendo-specific option does not establish the rating path for other platforms.

Store-page and localization checklist
- Confirm required artwork dimensions, screenshots, trailers, metadata fields, and language coverage in each platform’s current portal.
- Check that store copy accurately describes platform-specific features, online functionality, and any limitations.
- Set territories and pricing independently where the platform workflow requires it, and verify that release settings match the intended launch plan.
- Track rating status and any regional restrictions alongside, not separately from, localization and store-page approval.
5. Submit builds and schedule review conservatively
Make a submission calendar for each platform with dates for candidate builds, internal verification, portal submission, review, fixes, resubmission, and release readiness. Add contingency between review and the public launch rather than treating submission as a guaranteed approval date. Exact certification checklists and review duration depend on the platform and game; the sources here do not establish a universal timeline for Xbox, PlayStation, or Nintendo.
Steam’s documented waiting period
Steamworks onboarding states that there is a 30-day waiting period between paying the app fee and releasing the game. This is a Steam scheduling requirement described in its onboarding documentation, accessed in 2026; check the current instructions before locking a release date.
Release-date control
Keep public dates flexible until the relevant certification and review gates have passed. Microsoft’s Xbox guidance explicitly advises developers not to announce a public release date before Xbox certification is complete. Set other platform dates according to their own review status rather than assuming the Xbox milestone clears them.
6. Coordinate the launch without merging platform controls
One shared calendar is useful for coordinating marketing, communications, support staffing, and release readiness. Keep the release controls, patch plans, customer-support routing, and policy checks separate for each store. A delayed approval or platform-specific defect should not force an inaccurate statement about the status of every other version.
