Start with a cryptographic inventory, not an algorithm choice. Identify every public-key operation in your application and its dependencies, separate transaction signatures from key establishment, then test standardized post-quantum candidates through the real wallet, transaction, node and custody stack. Only after those measurements should you plan staged deployment and any chain-level governance work.
NIST’s published standards cover different jobs: ML-DSA (FIPS 204) and SLH-DSA (FIPS 205) are digital-signature schemes, while ML-KEM (FIPS 203) is a key-encapsulation mechanism for establishing shared secrets. A blockchain application can adopt compatible software, but it cannot change a network’s transaction format or consensus rules by itself.

Why blockchain teams need a post-quantum migration plan
Most blockchain applications depend on public-key cryptography in more places than their transaction-signing code. Wallets authorize accounts, services authenticate nodes and APIs, custody systems protect signing keys, and network protocols establish encrypted sessions. A failure in any one of those paths can expose assets, identities or long-lived data.

It combines cryptographic discovery, risk management, interoperability testing, performance measurement, key and wallet operations, application compatibility and—when the protocol itself must change—the target network’s specification and governance process. NIST’s NCCoE migration work treats visibility, risk management, interoperability and benchmarking as core activities. Its guidance says organizations should begin applying the standards now rather than waiting for a future quantum event.

NIST’s transition planning currently places deprecation and eventual removal of quantum-vulnerable algorithms from its standards by 2035, with high-risk systems expected to transition earlier. That is a standards timetable, not an activation date for Bitcoin, Ethereum or any other blockchain. Each network sets its own upgrade path.
Use the following workflow as an engineering plan, then adapt it to the exact chain, virtual machine, wallet model and operational environment you support.
1. Build a complete cryptographic inventory
Inventory first. Selecting a post-quantum algorithm before you know where public-key cryptography is used is likely to miss hidden dependencies or choose a scheme that your transaction and wallet stack cannot carry.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →What to record
| Inventory field | What to capture | Why it matters |
|---|---|---|
| Cryptographic function | Signature, key establishment, authentication, encryption or certificate validation | Determines whether you need a signature scheme such as ML-DSA or SLH-DSA, or a key-establishment mechanism such as ML-KEM. |
| Algorithm and parameters | Current scheme, parameter set, encoding and mode | Prevents a generic label from hiding incompatible wire formats or security levels. |
| Implementation | Library, version, language binding, hardware module, wallet firmware or managed service | Reveals upgrade constraints and transitive dependencies. |
| Owner | Team, vendor, protocol or user-controlled component | Identifies who must approve, implement and operate a change. |
| Protected asset | Funds, account authorization, validator identity, API access, node identity or stored confidential data | Supports impact-based prioritization. |
| Exposure and lifetime | Public-key visibility, expected secrecy period, signing frequency and time to compromise or replacement | Long-lived or widely exposed keys may require earlier treatment. |
| Replacement path | Application-only change, wallet migration, protocol extension, hard fork or unknown | Separates work your team can control from work requiring network coordination. |
Where to look
- Transaction signing and account or contract authorization.
- Wallet generation, import, backup, recovery and hardware-wallet interfaces.
- Custody services, multisignature coordinators and signing-policy engines.
- Node-to-node, client-to-node, RPC and API connections that use public-key authentication or key establishment.
- Validator, relayer, bridge, oracle and service identities.
- TLS or other secure-channel libraries, certificate stores and service meshes.
- Smart-contract precompiles, virtual-machine cryptographic opcodes and transaction encodings.
- Build systems, SDKs, plugins and third-party dependencies that may perform cryptographic operations indirectly.
NIST describes cryptographic discovery and risk management as a central migration workstream. Its post-quantum cryptography FAQ and migration project page provide the broader migration context.
2. Prioritize by impact, exposure and replacement difficulty
Do not rank components only by how often they sign. A rarely used validator key, recovery key or administrative account can be more consequential than a high-volume user account. Consider both the value protected and how long an attacker could exploit a collected public key or encrypted transcript.

High-priority indicators
- Keys authorize large balances, validator duties, treasury operations, upgrades or emergency recovery.
- Public keys are exposed for long periods, or signatures and encrypted sessions are retained by other parties.
- The component has a slow release cycle, embedded firmware, hardware certification or a large customer base.
- Migration requires a new account type, transaction encoding, virtual-machine feature or consensus change.
- There is no supported key rotation, account migration or rollback process.
NIST’s transition guidance expects high-risk systems to move earlier than the general 2035 endpoint. Treat that date as a planning signal for NIST-standardized systems, not as a deadline imposed by a blockchain.
Create a decision register
For each inventory item, record an owner, risk rating, target date, dependency, test evidence and decision status. Mark whether the current state is retained temporarily, wrapped in a compatibility layer, migrated to a new key or blocked by missing chain support. This makes unresolved protocol dependencies visible to engineering and governance teams.
3. Match the cryptographic function to the right PQC standard
“Post-quantum” is not one algorithm category. First identify the operation; then evaluate a scheme that performs that operation.
| Use case | NIST standard | Role | Blockchain questions |
|---|---|---|---|
| Transaction, account or service authorization | FIPS 204, ML-DSA; FIPS 205, SLH-DSA | Digital signatures | Does the chain validate this signature type? Can wallets create, recover and display the corresponding keys? Does the transaction format carry the public key and signature? |
| Secure session or other shared-secret establishment | FIPS 203, ML-KEM | Key-encapsulation mechanism | Does the network, RPC, transport or service protocol support ML-KEM, and how are certificates, negotiation and key rotation handled? |
ML-KEM is not a replacement for a transaction signature. Conversely, selecting a signature scheme does not solve key establishment for an encrypted connection. Map every inventory entry to the function it actually performs.
NIST’s standards pages describe the standardized roles, but they do not guarantee support in a particular blockchain, wallet, hardware module or library version. Confirm the implementation and protocol support you intend to deploy.

4. Test the real transaction and service path
Algorithm names alone do not tell you whether a migration will fit. NIST’s migration project explicitly includes interoperability and benchmarking; your team must perform those measurements against the deployment stack you actually operate.

Measure these properties
- Public-key, signature and ciphertext sizes in the exact encoding used on the wire.
- Signing, verification, encapsulation and decapsulation time on production-like CPUs, mobile devices, hardware wallets and secure modules.
- Memory use, failure behavior and concurrency under realistic transaction and request volumes.
- Transaction size limits, block or batch capacity, fee calculation and any relay or gateway limits.
- Wallet generation, backup, restoration, address display and account-recovery behavior.
- Compatibility among SDKs, node software, relayers, indexers, explorers, custody systems and hardware.
- Serialization, canonicalization and malformed-input handling at every boundary.
- Observability: metrics, audit records, alerts and a way to distinguish unsupported algorithms from ordinary signature failures.
Use a staged test environment
- Implement the candidate scheme behind a feature flag or separate account type; do not replace production signing globally.
- Generate test keys and transactions with the exact wallet and SDK versions planned for release.
- Submit them through local nodes, test networks, relayers and custody approval flows.
- Measure payload growth, verification cost, throughput and fee impact under load.
- Exercise malformed signatures, unsupported parameter sets, replay protection, duplicate submissions, timeout handling and key-loss recovery.
- Run interoperability tests between every supported language binding and service version.
- Document results, rejected candidates and the conditions under which a rollback remains possible.
No general blockchain-specific benchmark establishes the right choice for every network. Your target chain’s limits, fee market, hardware and software versions determine the result.
5. Separate application changes from chain-level changes
An application can change its own signing service, wallet logic or secure transport when the surrounding protocol already supports the required operation. It cannot unilaterally add a new transaction type, alter consensus validation or make every wallet and validator accept a new signature.
Changes usually possible within an application
- Adding a cryptographic inventory and policy checks.
- Introducing new wallet or account abstractions where the chain already supports them.
- Updating service authentication and secure-channel negotiation.
- Adding dual-signing, migration tooling or compatibility windows where the protocol permits them.
- Rotating keys and communicating account changes to users.
Changes that normally require network coordination
- New transaction or output encodings.
- Consensus validation for a new signature scheme.
- Virtual-machine opcodes, precompiles or gas rules.
- Validator, node and wallet support that must activate consistently.
- Rules for deprecating or rejecting legacy signatures.
Check the target chain’s specification, client release notes, test-network status and governance records. Never infer support from a draft proposal, an experimental library or another chain’s design.
6. What the Bitcoin drafts demonstrate
Bitcoin provides a useful example of why proposal status must be separated from deployed rules. The Bitcoin Improvement Proposals repository lists BIP 360 and BIP 361 as drafts. The repository cautions that publishing a BIP does not indicate that it is a good idea, has community consensus or is about to be adopted.

BIP 360: Pay-to-Merkle-Root
BIP 360 proposes a Pay-to-Merkle-Root (P2MR) output type that removes the Taproot key-path spend. Its draft frames that design as a way to reduce long-exposure risk for exposed elliptic-curve public keys and as a possible foundation for future post-quantum signatures.
The draft explicitly does not itself introduce a post-quantum signature scheme. It also does not protect against short-exposure attacks while a transaction is waiting in the mempool. Therefore, P2MR should be described as a proposed mitigation, not as a complete post-quantum migration and not as an activated Bitcoin rule.
BIP 361: migration and legacy-signature sunset
BIP 361 proposes a post-quantum migration and a pre-announced sunset for legacy signatures. Its suggested phases depend on a post-quantum output type and remain proposal details. They are not Bitcoin-wide requirements unless the network adopts and deploys them through its governance and release process.
These drafts illustrate a general rule: an application team can prepare code, wallets, tests and migration communications now, but chain-level activation depends on the relevant network. Do not generalize Bitcoin proposals to Ethereum or any other chain without chain-specific evidence.

Cryptography is only useful if users and operators can create, protect, rotate and recover the new keys. Include key management in the initial design rather than treating it as a release-week task.

Questions for wallet and custody teams
- Can the wallet generate and import the selected key type without truncating or re-encoding material?
- How are public keys, addresses and signatures displayed so users can distinguish old and new accounts?
- Are backups, recovery phrases, exports and hardware devices compatible with the new key material?
- Can custody policies, multisignature workflows and approval thresholds represent the new signature?
- How will an account move assets from a legacy key, and what happens if the user loses access during that move?
- Can the system support a compatibility period without silently signing with the wrong algorithm?
- Which administrators can authorize migration, and how are those actions audited?
Where the chain supports account migration or key rotation, define the exact transaction sequence and recovery path. Where it does not, record the dependency as a protocol requirement instead of promising an application-only fix.
8. Plan a staged deployment
- Discovery: complete the inventory, owners, exposure analysis and dependency map.
- Prioritization: rank high-impact, long-lived and difficult-to-replace components first.
- Design: select candidate signature and key-establishment schemes by function, then define encodings, APIs and policy controls.
- Prototype: implement isolated support with feature flags and test keys.
- Benchmark: measure size, signing and verification cost, throughput, fees, memory and compatibility on the real stack.
- Interoperate: test wallets, nodes, relayers, indexers, custody systems, hardware and service clients together.
- Pilot: use a test network or limited, reversible production cohort with explicit monitoring.
- Migrate: rotate keys or move accounts where supported, publish user instructions and keep legacy handling only for the documented compatibility window.
- Enforce: enable policy checks, reject unsupported or unsafe combinations and monitor failures.
- Retire: remove legacy paths only after the migration criteria, recovery tests and governance approvals are complete.
Define rollback and recovery before launch
- What event pauses migration: verification failures, fee growth, wallet incompatibility, node instability or suspected key loss?
- Can the feature flag be disabled without invalidating already accepted transactions?
- Which keys, accounts or contracts require an emergency recovery procedure?
- How will operators distinguish a protocol rejection from a local serialization or wallet bug?
- What evidence is required before resuming, and who has authority to do so?
Keep assumptions visible in release notes and operational runbooks. A finalized cryptographic standard can coexist with incomplete chain support, wallet support and application integrations.
9. Track standards and network status separately
Maintain two status registers. The first tracks NIST standards, implementation versions, certification or validation requirements and your organization’s transition deadlines. The second tracks each blockchain’s transaction rules, client releases, test networks, governance decisions and activation status.

Its IR 8547 transition document describes the planned standards transition, including the 2035 endpoint. Neither page announces activation of a blockchain feature.
For every network you support, record the exact client version, proposal or specification identifier, deployment stage, activation condition and rollback behavior. A proposal marked draft, informational or experimental must remain labeled that way in engineering documentation and user communications.
10. A practical readiness checklist
- Every public-key operation has an owner, purpose, algorithm, implementation and replacement path.
- Signature uses are separated from key-establishment uses.
- High-impact and long-lived assets have an earlier migration priority.
- Candidate schemes are mapped to ML-KEM, ML-DSA or SLH-DSA by function rather than by marketing label.
- Payload size, signing and verification cost, throughput, fees and memory have been measured on the actual stack.
- Wallet, custody, hardware, node, relayer and indexer interoperability has been tested.
- Transaction encoding, account migration and key-recovery behavior are documented.
- Application-controlled work is separated from changes requiring chain governance.
- Feature flags, monitoring, rollback and emergency recovery have been exercised.
- NIST transition dates and blockchain activation dates are tracked as different facts.
- Draft proposals are labeled as drafts and are never presented as deployed consensus rules.
The safest preparation is therefore incremental: discover first, prioritize by impact, match the cryptographic function, benchmark the complete system, coordinate network dependencies and migrate in controlled stages. That process lets a blockchain application become ready for post-quantum support without assuming that any one chain, wallet or proposal has already solved the deployment problem.
