VLC’s developer command interface documents a command named frame, described as “play frame by frame.” The shortcut used to trigger the action can vary with the installed version or its settings, so check the Hotkeys preferences rather than relying on a key listed for a different setup.

Find or change the frame-next shortcut

Open VLC’s Preferences.

Select Interface, then open Hotkeys.

Find the frame-next action and check its assigned key. Use the available controls there to change the assignment if needed, then save the preference.

Save the frame as an image
Once the desired image is displayed, choose Video → Snapshot to save it. VLC’s FAQ also documents configurable hotkeys for snapshots and other actions; check the Hotkeys preferences for the current assignment on your installation: VideoLAN FAQ.

The workflow described here advances forward. Do not assume that a previous-frame action is available or reliable for every video. In a 2009 VideoLAN developer discussion, contributors described backward playback as unsupported by the input code under discussion and noted that many modern codecs did not support backward playback.
