To hover over an element in Selenium, move the pointer to it with the Actions API and call perform(). In Java, use new Actions(driver).moveToElement(element).perform(); in Python, use ActionChains(driver).move_to_element(element).perform(). Then wait for the menu, tooltip, or other expected state before continuing.
Hover over an element with Selenium WebDriver
A hover is pointer movement, not a click. Selenium’s official mouse actions guide describes moveToElement as moving to an element’s in-view center point, which is known as hovering. Action methods queue input; perform() dispatches the queued actions. See the Actions API overview.
Java
Import Actions, locate the target with a stable locator, move to it, and perform the action:

Python
Use ActionChains from Selenium’s WebDriver package:

ActionChains(driver).move_to_element(target).perform()
This assumes driver is an initialized WebDriver instance and the page is already open. The Python API reference documents move_to_element and move_to_element_with_offset: ActionChains.

Wait for the hover state before the next step
Menus and tooltips may appear asynchronously. Prefer waiting for the actual result—such as a submenu becoming visible—rather than assuming that pointer movement made it ready immediately. The Actions API also supports a pause in an action sequence, but a condition-based wait is usually more robust than an arbitrary fixed delay. See Selenium’s Actions API documentation.
Target a specific point when the center does not work
The convenience method aims at the element’s center. If only part of a large element activates the hover state, use an element-relative offset instead. Java’s moveToElement(target, xOffset, yOffset) uses offsets from the in-view center; negative X moves left and negative Y moves above that center. Python provides move_to_element_with_offset. The Java and Python API references describe their respective methods.

Troubleshoot a hover that has no effect
- Wrong or missing target: Check that the locator matches the intended element and that it is present before creating the action.
- Viewport or layout issue: Selenium’s mouse guide notes that the element must be in the viewport or the command can error. The Java reference says its method scrolls the element into view and calculates its position using
getClientRects. These descriptions differ, so behavior can depend on binding, browser, and page conditions; check the element’s visibility and position when debugging. - Hover state appears late: Wait for the expected menu or tooltip state before clicking or asserting. Avoid relying on a guessed delay where a condition can be checked.
- Center is not the activation area: Try an element-relative offset that lands on the relevant portion of the target.
- Test must represent user input: Use the Actions API for pointer interaction. Dispatching a JavaScript event is not equivalent to moving Selenium’s virtualized input device.
Use Selenium IDE’s mouse-over command
In Selenium IDE, add a mouse over command with the target locator. The official command reference lists it. Selenium IDE’s FAQ notes that hover actions can be difficult to capture automatically: you may need to add the Mouse Over step through the recording context menu or insert the command in the test editor.
