Ask the business which digital payment method it accepts for your transaction without an added fee, then check the final amount before confirming. A bank transfer or payment app is not automatically free: your bank or provider may charge you, impose limits, delay delivery, or offer different protections. There is no universally fee-free option.
Start by checking the method and the final price
- Ask the business which accepted digital method has no added payment fee for this specific purchase or invoice.
- Check whether your bank or payment provider charges you separately, and ask about transfer limits and delivery timing.
- Review the amount shown immediately before you authorize payment. If a fee appears, check whether it was disclosed and whether another accepted method avoids it.
- Choose based on more than the fee: consider when the business will receive usable funds, the possibility of a returned payment, and the protections available for your account and transaction.
A method only avoids an added merchant payment fee if the business accepts it for that transaction and confirms the price. The payer may still face a fee from their own bank or provider.

Compare the options the business actually accepts
| Method | Fee questions | Timing and limits | Protection considerations |
|---|---|---|---|
| ACH or bank bill payment | The business may accept it without an added fee, but your financial institution may charge a transaction fee. Ask about any payer-side charge. CFPB ACH transfer guidance | ACH can sometimes clear quickly, but may take days. Bank limits vary, and a payment can be returned for insufficient funds. CFPB ACH transfer guidance | Check how the payment is initiated and what protections apply to the account and transaction. |
| Payment app or wallet | Fees and terms depend on the service and transaction. Check both the provider’s terms and whether the business adds a fee. | Availability, limits, and transfer timing depend on the provider. | A balance held in an app is not automatically equivalent to money in an insured bank account. The FDIC and NCUA insurance treatment depends on conditions; consult the provider’s current disclosures. FDIC guidance on payment apps |
| Card payment | Ask whether the business adds a surcharge and whether the rules where you are allow it. | Authorization is usually immediate, but settlement timing depends on the business and provider. | Applicable rights depend on the card, account, and transaction; do not assume protections match those for a bank transfer or app payment. |
For certain consumer-account transfers, including some person-to-person and mobile transfers, the CFPB says the transaction may qualify as an electronic fund transfer under Regulation E. Coverage depends on the facts; it does not mean every app payment has identical protections. CFPB Electronic Fund Transfers FAQs

ACH is a bank-to-bank payment route used for bill payments, not a promise of free or instant delivery. Ask the business for its instructions and whether it will treat the payment as received when initiated or only after funds clear. Check your bank’s fee schedule and transfer limits before sending. If the timing matters, confirm the expected arrival date with both the business and your bank. CFPB ACH transfer guidance

Payment-app balances and protections are different questions
An app may make sending money convenient, but convenience does not establish that a stored balance has the same insurance as a bank deposit. FDIC and NCUA coverage depends on how the provider holds funds and whether applicable conditions are met. Review current provider disclosures; if you receive money into an app balance, consider transferring it to an insured account when appropriate. FDIC guidance on payment apps
Also distinguish insurance from transaction rights. CFPB guidance says some transfers involving consumer accounts can be covered by Regulation E, but the account, transfer, and circumstances matter. If a payment is wrong or unauthorized, contact the provider or financial institution promptly and follow its dispute process. CFPB Electronic Fund Transfers FAQs

Payment-fee rules depend on where you are
United States
The FTC’s Rule on Unfair or Deceptive Fees took effect May 12, 2025. FTC guidance says businesses may pass through payment-processing fees if otherwise permitted by law. If another viable payment method at the same location or platform has no fee, a fee on an optional method may be treated differently under the rule’s total-price requirements; the fee still must be disclosed before payment is requested and not misrepresented. A fee that is mandatory or cannot reasonably be avoided must be included in the displayed total. State law, card-network terms, and other rules may impose additional requirements, so the FTC rule is not universal permission to add a surcharge. FTC Rule on Unfair or Deceptive Fees: FAQs
Australia
From October 1, 2026, Australian businesses cannot surcharge Visa, Mastercard, American Express, or eftpos credit, debit, or prepaid cards. The ACCC says businesses may adjust prices to recover card-acceptance costs but must not mislead consumers about prices or why prices increased. These rules are specific to Australia.
