You can restrict a Cloudflare-hosted hostname—or a specific path on it—by putting a Cloudflare Access application in front of the site and adding an Allow policy. Access is not a basic shared-password field: it verifies a visitor’s identity or credentials before requests reach your application. For a small invited audience, email one-time PINs are a practical option; for teams, use an identity provider; for automated clients, use service tokens.
What Cloudflare Access does
Cloudflare Access acts as an identity-aware proxy in front of a web application. It checks requests against the application’s Access policies before allowing them to reach the origin. That lets you require authentication without building a login form into the webpage itself.
Access applications are deny by default. A visitor is not admitted unless they match an Allow policy. This makes the policy—not merely the existence of an application—the essential part of the setup.
Although people often call this “password-protecting a webpage,” Access does not simply put one shared password prompt in front of a page. You can instead require an emailed one-time PIN, use an identity provider and its users or groups, or authenticate automated systems with service tokens.

Choose the right kind of access

Separately decide what the policy should cover: a whole hostname, a subdomain, or a selected path. The authentication method and the application’s scope solve different problems; choose both deliberately.
Protect a public webpage or path
Before you begin
- The hostname must belong to an active zone in your Cloudflare account.
- Decide whether to protect the entire hostname or only a subdomain or path.
- Choose the audience and authentication method so you can write an Allow policy that matches the people or systems intended to use the site.
Create the Access application
- In the Cloudflare dashboard, open Zero Trust > Access controls > Applications.
- Create a Self-hosted application.
- Add the public hostname for the webpage. Set the application scope to the whole hostname or the path you want to restrict.
- Add an Allow policy. Configure its selectors for your chosen audience; for an invited OTP audience, include the permitted email addresses.
- Choose the authentication method. For OTP, enable One-time PIN. For an organization, connect the identity provider and configure the relevant selectors.
- Create the application, then test the login flow in a browser that is not already authenticated to the site.
Do not treat creating the application as sufficient: without a matching Allow policy, Access denies the request. Test with an account that should be admitted and, if practical, an address that should not be admitted.
Protect one page, folder, or subdomain
Use the application hostname and path scope to limit where the Access requirement applies. For example, you might protect example.com/members/* while leaving the homepage public, or define separate rules for /eng and /eng/exec. When multiple rules share a root path, Cloudflare says the more specific rule takes precedence.

- Check path matching, including trailing slashes and wildcard coverage, instead of assuming a rule matches every similar-looking URL.
- Check whether assets or API endpoints used by the protected page also need protection. A page can depend on requests outside its path; make sure the policy scope matches the behavior you actually want.
- Test both a URL inside the intended scope and one outside it. Confirm that the first prompts for the expected authentication and that the second remains available if it is meant to be public.
Use email one-time PINs for invited visitors
OTP is useful when you want to invite specific people without integrating a full single sign-on provider. At the Access login page, the visitor enters an email address, selects Send login code, enters the PIN received by email, and selects Sign in. The address must be permitted by the policy.

If a mail gateway blocks the message, Cloudflare’s OTP troubleshooting guidance identifies notify.cloudflare.com and [email protected] as sender details to allow.
Put a private-network webpage behind Access
For an internal wiki, staging site, admin panel, or other web application that should not be exposed directly to the public Internet, use Cloudflare Tunnel with Access. Tunnel connects the private network to Cloudflare without opening inbound ports; Access authenticates users before forwarding requests.

Prerequisites
- A Cloudflare account with a Zero Trust organization and an active domain.
- A device running Linux, Windows, or macOS that can reach the private application.
- A running HTTP or HTTPS web application on that network.
Configure the route
- Install and run
cloudflaredon the device that can reach the application. - Define the private web application, choose its public hostname, and configure that hostname to map to the tunnel.
- Attach an Access application and an Allow policy for the intended users.
- Test from outside the private network: the hostname should route through Cloudflare, and an unauthenticated visitor should not reach the application.
If the hostname does not work, first verify that the tunnel device can reach the local service and that the public hostname is mapped to the correct tunnel.
Let automated clients authenticate with service tokens
A browser-based identity flow is generally not the right fit for CI jobs, monitoring, scripts, or coding agents. Create a service token, add a Service Auth policy that selects it, and store the credentials in a secret manager or equivalent protected configuration—not in source control.

- The page remains publicly accessible: Confirm the Access application is created for the hostname and path you are testing, and that the request is actually within its scope. Check for unintended gaps in path or wildcard matching.
- Everyone is denied: Access defaults to deny. Check that an Allow policy exists and that the test identity or service token matches its selectors.
- The OTP email does not arrive: Confirm that the address is allowed by the policy and check spam or mail-gateway filtering. If the gateway blocks Cloudflare mail, allow
notify.cloudflare.comand[email protected]. - An OTP no longer works: A PIN is single-use, expires 10 minutes after the initial request, and is invalidated when a new code is requested. Request another code and use the newest one.
- The private application cannot be reached: Check that the service is running, that the tunnel device can reach it, and that the public hostname maps to the intended tunnel.
- An automated request is rejected: Verify that the Service Auth policy selects the intended token and that both headers are present and correct. If the secret was lost, generate a replacement rather than trying to recover the old display value.
- A protected page loads without a needed asset or API call: Review whether that request’s hostname or path is covered by the intended policy, then adjust scope only as broadly as the application requires.
For ongoing operation, review policy specificity and access duration settings, remove access when an invite is no longer valid, and keep machine credentials out of code. The appropriate controls depend on whether access is for named people, an organization, or automated systems.
