Use the main carry-on for clothing and less-needed trip items, and reserve the smaller personal item for your laptop, work materials, valuables, documents, and anything you may need in flight. This is a practical division—not an official packing formula. Check the rules for every airline on your itinerary, since item counts, dimensions, and aircraft limits vary.
What goes in each bag?
Think of the two bags as a storage bag and an access bag. The carry-on holds most of what you need at your destination; the personal item stays within reach and protects the belongings you cannot afford to lose access to during a flight or gate check.

| Bag | Pack | Why |
|---|---|---|
| Main carry-on | Work and spare clothing, shoes, toiletries, and other trip items you do not need constantly in flight. | It carries the bulk of the trip while keeping the smaller bag available for essentials. |
| Personal item | Laptop, charger, business papers, identification, passport, medicine, keys, valuables, and in-flight necessities. | It keeps critical belongings accessible and can provide room for essentials if the carry-on has to be gate-checked. |
The U.S. Department of Transportation advises travelers to keep critical belongings—such as medicine, keys, passports, and business papers—in a small soft bag that can stay with them. Delta includes a laptop bag among examples of personal items; confirm that your own bag fits the operating airline’s definition and under-seat requirements.

Do not treat one carrier’s dimensions as a universal standard. The FAA says most airlines’ maximum carry-on size is 45 linear inches, but airline rules can be stricter and some aircraft have limited overhead-bin space. For comparison, American Airlines’ standard carry-on limit is 22 × 14 × 9 inches, including handles and wheels. These are different examples, not interchangeable allowances.

Pack the carry-on around your work wardrobe
Put clothing and shoes in the main bag, grouping items by category or when you will need them. A work outfit you might need soon after landing should be easy to reach; clothing for later in the trip can go deeper in the bag. Packing cubes are optional and can help keep categories together, but TSA does not require them.

Keep electronics, documents, and screening items accessible
Pack the laptop and other expensive or fragile electronics in the personal item rather than checked baggage. Place large electronics near the top so they are easy to remove if checkpoint screening requires it. Keep your identification, passport, business papers, medicine, keys, and charger in the same bag, in places you can reach without unpacking clothing.

For U.S. checkpoint screening, TSA’s Travel Checklist describes the 3-1-1 liquids rule: each container must hold 3.4 ounces or less, all containers go in one quart-size clear zip-top bag, and each passenger may carry one such bag. Keep that liquids bag easy to access and check TSA’s current instructions for itinerary-specific rules and exceptions. TSA recommends layering items by category and placing large electronics on top in its Travel Checklist and laptop screening guidance.

Make the personal item a gate-check backup
A full overhead bin or an aircraft with limited bin space can mean your carry-on is taken at the gate. Keep essentials in the personal item so that this does not separate you from your workday or critical belongings. Before leaving for the airport, make sure it can accommodate the laptop and documents you need, plus medicine, keys, identification, and other items you would not want to surrender with the larger bag.
If a bag is gate-checked, the FAA says spare batteries and lithium-battery-powered devices should be removed and kept in the cabin. Check the applicable airline and security instructions for your devices and batteries. FAA guidance: Carry-On Baggage Tips. DOT guidance: Fly Rights.

Should you bring a garment bag?
Bring one only after checking whether the airline counts it as a cabin item and how it must be stowed. Do not assume it will hang in a cabin closet: DOT warns, “Don’t assume that the flight will have closet space for every carry-on garment bag; yours may have to be checked.” American Airlines publishes a separate 51-inch total-dimensions limit for its soft-sided garment bag. That is an American Airlines policy example, not a general garment-bag allowance.
For a business trip, the simpler two-bag arrangement is usually the main carry-on plus an under-seat personal item. If your work clothes need a garment bag, verify the carrier’s current item-count and stowage rules before relying on it as an additional cabin bag. See DOT Fly Rights and American Airlines’ carry-on baggage policy.
