Paperclip supports a CEO-led reporting tree in which each agent has one manager. A practical three-level example is CEO → functional managers → specialist workers: managers can delegate work to reports, and blockers have a defined route upward. Paperclip’s documentation does not establish that this pattern handles 50 or more agents, so treat that number as an unverified claim—not a proven capacity threshold.
What a three-level Paperclip org chart means
The levels describe reporting relationships, not necessarily three different kinds of software or model. Paperclip documents a tree with the CEO at its root and each other agent reporting to exactly one manager. Paperclip’s org-structure guide explains this hierarchy and its delegation and escalation rules.

- CEO: The root agent, with functional leads as direct reports.
- Functional managers: Leads such as a CTO or CMO who own a workstream and manage relevant specialists.
- Workers: Specialist agents reporting to the manager responsible for their work.
These roles follow Paperclip’s documented example, not a rule that every organization must use the same titles or number of teams. The org-building guide describes managers reporting to the CEO and workers reporting to those managers.

In a direct-to-CEO arrangement, all agents sit at one reporting level. Paperclip’s documentation presents functional managers as a way to give workstreams an intermediate owner: managers can break work into subtasks and delegate to their reports. That gives tasks a closer management route without changing the CEO’s position at the root.

This is a workflow rationale, not a measured comparison. The available official documentation does not quantify how much a three-level tree reduces coordination overhead, nor does it prove that one reporting depth is optimal. Choose the arrangement based on ownership and escalation needs rather than treating hierarchy depth as a performance guarantee.
How to configure managers and workers
- Create the functional manager. In the Paperclip agent configuration, add the manager and set Reports to to the CEO.
- Create specialist agents. Add each worker and set Reports to to the appropriate functional manager.
- Review the reporting tree. Use the org-chart layout to inspect relationships; use the list layout when you need to scan agents as rows. The agent guide documents both views.
- Adjust ownership when needed. Paperclip lets you change an agent’s manager in its configuration. The org guide says new delegation follows the updated hierarchy, while existing assignments are unaffected.
Keep role descriptions and capabilities clear enough that people and agents can tell which manager owns a task. The reporting line establishes who handles delegation and escalation; it does not by itself define the agent’s job.

How delegation and escalation work
A manager can create subtasks and delegate them to reports. If work is blocked, the blocker can move up the reporting chain. A task may also be assigned across teams; in that case, the receiving agent’s manager handles escalation. This means reporting structure provides an escalation route even when task ownership crosses team boundaries. See Paperclip’s org-structure documentation for the documented chain-of-command behavior.

Does the three-tier pattern handle 50 or more agents?
That capacity claim is not established by the reviewed Paperclip documentation. The official materials describe hierarchy, agent views, setup, and workflow, but provide no 50-agent benchmark, maximum team size, or tested threshold. A three-tier chart can clarify reporting and delegation; it cannot demonstrate that the whole system will perform well at a particular agent count.

Paperclip describes itself as a control plane, while agents run through external adapters or execution services. As a result, org design alone cannot establish end-to-end capacity: runtime behavior, adapter constraints, model throughput, budgets, heartbeat frequency, and human review may also matter. The Paperclip overview explains the control-plane and execution-service distinction.
If an operator says a deployment handles 50 or more agents, interpret that as a claim about that specific setup unless it includes the workload, date, adapters, budgets, and what “handles” means. Do not infer a general product limit or guarantee from the number alone.

What to monitor as the organization grows
- Ownership: Check that each workstream has a manager and that specialist responsibilities are understandable.
- Delegation: Look for work that managers can meaningfully split into subtasks, rather than forwarding every decision to the CEO.
- Escalations: Confirm blocked work reaches the responsible manager, including tasks assigned across teams.
- Runtime and budgets: Track adapter or execution-service behavior and resource limits separately from the org chart.
- Review: Decide where human approval is needed; a reporting tree does not replace oversight.
These are operational checks, not Paperclip-published scale thresholds. The documentation describes the relevant product concepts but does not quantify their effects at a given agent count.
