1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteYou can offer a credible emergency-support path without promising that someone will answer at any hour. Define what truly cannot wait, choose coverage that fits the risk, and tell customers exactly what is monitored outside staffed hours—and what is not.
What should count as an emergency?
Define an emergency by the likely harm of waiting, not by how urgently someone labels a request. An emergency is an issue that could cause serious, time-sensitive harm if it waits until the next staffed period. Other requests should enter the normal queue.

There is no universal emergency taxonomy or response-time target. The UK National Cyber Security Centre (NCSC), in guidance for cybersecurity incident-response teams, asks organizations to consider incidents that begin during the day but cannot be left overnight, as well as incidents detected outside normal hours that cannot wait. That is a useful planning prompt, not a definition that applies to every business or service. NCSC incident-response team guidance

For each severity level, publish the qualifying conditions, the contact channel, the information to include, and a fallback if that channel is unavailable. Keep examples specific to the service you provide; an incident that warrants immediate action in one setting may be safe to defer in another.

Which coverage model fits your risk?
Coverage is a business-risk decision, not a default promise to be available constantly. The NCSC explicitly asks whether weekday, extended-hours, or 24/7 coverage is required and whether the cost of on-call support is justified by the risk. Consider the consequences of delay alongside staffing cost, fatigue, incident timing, handoff complexity, and whether an outside provider covers the failure modes you actually face. NCSC incident-response team guidance
| Model | What it can provide | Trade-offs to assess |
|---|---|---|
| Business-hours support | Human support during published staffed hours; requests outside those hours wait unless a separate emergency route exists. | Suitable only if the risks of delay outside those hours are acceptable and customers understand the limits. |
| Extended-hours coverage | Staffed support for a defined period beyond ordinary business hours. | Specify days, hours, time zone, and which severity levels are covered; longer coverage adds staffing cost. |
| Rotating internal on-call | A designated responder can be contacted outside staffed hours, with a backup if the first person cannot respond. | Requires a reachable escalation route, clear authority, documented handoffs, and a sustainable rotation. |
| External on-call supplier | A contracted service may provide after-hours answering, triage, or incident response. | Check scope, exclusions, access to systems and decision-makers, geographic needs, escalation ownership, and agreed response terms. |
| Follow-the-sun support | Teams in different regions hand work across time zones. | Assess handoff quality, coverage gaps, language or regional needs, and whether the receiving team can act on the incident. |
These are options to evaluate, not a prescribed ranking. In a UK government marketplace listing published in 2024, an on-call service’s response time was agreed with the client and shorter coverage hours had bespoke pricing. That listing illustrates contract-specific arrangements; it does not establish current availability, a general market price, or a standard response target. Equal Experts on-call service listing

How should you describe after-hours support?
Put the limits where customers will see them before they need urgent help. State staffed hours and time zone, which channel is monitored outside those hours, which issues qualify for escalation, and what action or response you commit to. Say what happens to non-emergencies—for example, that they will be handled in the next staffed period.

Make the published policy match the service agreement and actual staffing. Ontario’s GO-ITS 37 enterprise incident-management process gives one government example: instead of 24/7 availability, a defined policy can describe the approach for each service and be shared with stakeholders and embedded in service-level agreements. This is an Ontario process example, not a universal legal requirement. Ontario GO-ITS 37 enterprise incident-management process
Contracted hours matter in practice. NHS England Digital says its relevant service levels apply during the service hours contracted between consumer and provider. Its guidance also points to progress updates at agreed intervals and escalation or complaint handling through agreed remedial actions. Those principles are tied to the Health and Social Care Network in England, rather than being a rule for all sectors. NHS England Digital HSCN service management

Who owns the response and handoff?
A usable emergency route needs clear ownership, not just a phone number or inbox. Name the primary responder or service, a backup, and the person authorized to make decisions when the usual owner is unavailable. Document escalation steps and what information must travel with an incident when it changes hands.

How should you compare providers or arrangements?
Compare the operational details, not just the headline coverage hours. For each option, establish:
- Which hours and time zones are covered, and which severity levels qualify.
- What the initial human response means: acknowledgment, triage, workaround, or resolution.
- Who owns escalation and backup, and whether responders can reach the systems and decision-makers needed to act.
- What a supplier includes or excludes, how handoffs and reporting work, and what the arrangement costs.
- How easily coverage can be expanded or reduced as your risk and needs change.
The cited guidance supports evaluating risk, cost, supplier feasibility, contracted hours, and agreed escalation communication. It does not provide a universal scoring method or establish one best model for all organizations.
When should you review the policy?
Review the arrangement after an incident or a material change to the service, staffing, supplier, or risk. Check whether the issue was classified correctly, whether the contact route worked, whether the promised response was feasible, and whether an ownership or supplier handoff delayed action. Update the customer-facing policy and relevant service agreements when coverage changes. Ontario’s process supports having a defined policy shared with stakeholders, while NHS England Digital’s guidance emphasizes agreed escalation and follow-through; neither sets a universal review cadence.
What the evidence does—and does not—establish
The examples here come from different contexts: NCSC guidance for cybersecurity incident response in the UK, Ontario’s enterprise process, NHS England Digital’s HSCN service management, and a 2024 UK public-procurement listing. Together they support making coverage, escalation, and contractual expectations explicit. They do not establish a universal emergency definition, response-time target, legal requirement, or ideal coverage schedule for every organization.
