First map the application, its dependencies and data flows; then choose a compatible destination, transfer and cutover method, test the result, and agree how to roll back before production changes begin. A UK or European region is not automatically the right choice: the destination must meet the workload’s technical, business, security and legal requirements.
Decide what the move needs to achieve
Write down the reason for considering a move before choosing a region or migration tool. The driver might be a contractual location commitment, latency, resilience, cost, service capability, or a combination. Turn that driver into requirements the team can test, such as permitted data locations, recovery objectives, response times, or a maximum cutover window.

UK government guidance says overseas cloud regions can be used in its policy context when satisfactory legal, data-protection and security practices are in place. It does not establish a universal rule that even UK government OFFICIAL data must be hosted physically in the UK. That policy context does not remove possible private-sector, contractual or sector-specific location requirements; assess the rules that apply to this workload.

Map the workload and its dependencies
Build an inventory for each application or service in the proposed move. Automated discovery can reveal infrastructure and connections, but validate the results with workload owners: undocumented integrations and manual operating procedures can be missed.
- Ownership and importance: business purpose, technical and business owners, criticality, users, maintenance windows and acceptable downtime.
- Architecture: compute, storage, operating system and database versions, deployed services, data volumes, interfaces and performance baseline.
- Connections: identity and access, network paths, DNS, external APIs, partner systems, scheduled jobs and services that depend on this workload.
- Data and controls: sensitivity, location requirements, retention, deletion, encryption, backups, logs, analytics, monitoring and support access.
- Operations and recovery: alerting, runbooks, restore procedures, recovery time and point objectives, and the people who can support the service.
Draw the flows between components and identify which systems must move together to function. A front end, database and tightly coupled service may need to be treated as one migration unit; loosely connected workloads may be moved separately. Group migration waves around those dependencies and business risk rather than treating every server as an independent task.
Choose a destination and target design
Compare the actual services in each candidate provider and region against the inventory. Check required compute, database, storage, networking, identity, monitoring and managed-service capabilities, including version and feature compatibility. Confirm availability, capacity, latency to users and remaining dependencies, and resilience and recovery options in the specific region.

1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesDecide whether to rehost with few changes, replatform onto a different managed service, or refactor the application. Rehosting may reduce change to application code but still requires a compatible environment and operational setup. Replatforming or refactoring can change performance, portability and support responsibilities, and may increase migration complexity. Record why the selected approach is worth its time, compatibility and operating trade-offs.

Prepare the destination before transferring production data: establish accounts and access controls, network and DNS, security baselines, monitoring, backup and restore procedures, and named operational owners. Provider migration documentation can explain that provider’s own tools; it does not show that another provider offers an equivalent feature or migration path.
Do not compare only the primary-data location. Establish where backups, logs and monitoring data will reside, who can access them, which subprocessors are involved, and whether support operations can involve other jurisdictions. Include those flows in the destination decision.
Select the transfer and cutover method
Estimate the data volume and transfer duration, allowing for both the initial copy and changes made while it is in progress. Evaluate available connectivity, sensitivity, cost and the workload’s downtime tolerance. The options depend on what the source and destination providers support and what the workload can use.
Private connectivity, VPN, provider transfer services, offline transfer devices and internet routes are possible categories to investigate, not interchangeable or universally available products. For example, Microsoft’s Azure guidance describes ExpressRoute, VPN, Data Box and public internet options in its Azure destination context. Confirm support and security properties for the actual source-to-target path; do not assume those Azure-specific examples are cross-cloud products or that internet transfer is categorically unencrypted.

| Approach | When it may fit | What to plan for |
|---|---|---|
| Planned downtime migration | A workload can tolerate a scheduled outage while data and services are moved and checked. | Agree the maintenance window, stop or control writes as needed, transfer final changes, validate the target, and define a go/no-go point before users switch over. |
| Replication-based cutover | A critical workload needs a shorter interruption and the source and target support a compatible replication method. | Test replication, monitor health and lag, define workload-specific readiness thresholds, and rehearse the final sync and switch. Replication does not remove the need for a controlled cutover or rollback plan. |
Neither approach is inherently right for every application. Select one only after verifying technical compatibility and whether its outage, consistency and operational requirements meet the workload’s objectives.
Plan waves, rehearsal and rollback
Arrange migration waves by dependency and business risk. A manageable, lower-risk workload can help the team exercise its process before moving more critical systems; apply the lessons to later waves. Where services depend tightly on one another, plan a coordinated move rather than leaving a required component behind.
Before production cutover, rehearse the transfer and restore procedures in a representative non-production environment. Agree success thresholds, any change freeze, stakeholder communications and go/no-go criteria. Name the people who can authorize cutover and rollback, and specify the trigger for each decision. For a replicated workload, define the acceptable lag and do not proceed until the workload’s criteria are met.

A rollback is only practical if the team has established how it will restore service, preserve or reconcile writes made after cutover, and switch routing back without creating conflicting data.

Run the cutover and verify the target
- Start the change window. Confirm approvals, stakeholder communications, the change freeze if applicable, and the named decision-makers.
- Complete the final transfer step. For a downtime move, follow the planned write-control and final-copy sequence. For replication, confirm health and lag meet the agreed thresholds before switching.
- Switch network and name resolution. Apply the planned routing and DNS changes, then check that users and dependent services reach the intended target.
- Validate the workload. Check application functions, integrations, data integrity and consistency, user access, performance, monitoring, security controls, backups and operational access against the agreed criteria.
- Make the go/no-go decision. The authorized owner should proceed only if the success conditions are met. If a rollback trigger is reached, follow the rehearsed recovery path and communicate the status.
Keep a record of checks, exceptions and decisions during the change. A successful DNS switch by itself does not prove that transactions, background jobs, alerts, restores or support procedures work correctly.
Stabilize the service before retiring the source
After cutover, monitor the target against the pre-migration baseline and service objectives. Reconcile data and transactions, inspect logs and security alerts, confirm backup completion and test restore capability, and resolve defects. Track any components that remain in the source environment as explicit exceptions with owners and a plan.
Decommission only when the service is stable and the required retention, deletion and rollback conditions have been addressed. Remove old credentials, routes, snapshots and copies in line with security and retention duties. There is no universal retention period or decommissioning delay: establish the timing for this workload and document who approves it.
Assess UK and EU data-protection implications
Physical hosting location is only one part of the legal analysis. ICO guidance describes a UK restricted transfer as involving three conditions: UK GDPR applies; an organisation initiates a transfer of personal information to an organisation outside the UK; and the recipient is a separate legal entity. A restricted transfer needs an applicable mechanism, such as UK adequacy regulations, appropriate safeguards or a statutory exception.

Check the contracting provider entity and map the provider’s own transfers to subprocessors or global support operations. The ICO says that contracting with a UK-based cloud service provider is not itself a restricted transfer, while contracting with a provider based outside the UK is very likely to be one. Provider onward transfers can still matter, so a UK region alone does not settle the question.
The ICO’s adequacy guidance, updated 30 July 2026, says UK adequacy regulations for the US are independent from the EU’s adequacy finding for the US. Do not treat one jurisdiction’s status as proof of the other’s. Confirm the current status, scope and provider participation when planning the migration.
For EU processing, have the privacy lead assess the applicable GDPR rules and actual transfer facts. The European Commission’s cloud-switching guidance addresses data location and switching considerations, but does not determine a particular organisation’s controller/processor chain, contract, sector rule or national requirement. Ask the DPO or qualified counsel to assess those facts.

Use the same requirements against each candidate instead of treating “UK” or “Europe” as a complete specification. UK government guidance notes that regions can differ in price, services, physical infrastructure, resource availability and sustainability. Check current details for the candidate region and workload.
- Capability: service and version parity, regional availability and capacity, and compatibility with the target architecture.
- Service performance and resilience: latency to users and dependencies, availability options, recovery design and regional failure assumptions.
- Location and legal arrangements: primary data, backups, logs, support access and subprocessors; contracting entity and applicable safeguards.
- Security and operations: access management, encryption and key management, audit evidence, incident support and division of operational responsibility.
- Total cost and readiness: one-time migration work, ongoing consumption, licensing, network and outbound-transfer charges, and staff expertise.
- Portability and exit: export formats, retrieval time, switching assistance, contractual notice, switching or egress charges, and dependencies on provider-specific services.
EU cloud rules provide for switching or restoring data, machine-readable formats and limits on switching or egress costs under the applicable framework. That is not a promise of frictionless exit: verify whether the framework applies, and read the contract and technical export requirements before committing.
For a complex estate, regulated data, narrow downtime window or difficult dependency map, specialist migration assessment or implementation support may help. The organisation still needs internal owners for requirements, legal decisions, acceptance criteria and operational handover.
