To meet identity and access management (IAM) requirements, first identify which laws, contracts, sector rules, and security frameworks actually apply to your organization. Then map those obligations to controlled identity lifecycles, least-privilege access, risk-appropriate authentication, protected audit records, and documented reviews. No single IAM checklist automatically applies to every organization.
Start by identifying which requirements apply
Before treating a control as a compliance obligation, establish your organization’s jurisdiction, sector, information types, contractual commitments, and assurance target. Determine which regulator, law, contract, or framework applies, then translate its requirements into controls for the systems and processes in scope. A security recommendation may be useful without being a legal requirement for your organization.

Commonly cited NIST publications have different purposes and scopes. NIST SP 800-53 Rev. 5 is a security and privacy control catalog; SP 800-171 Rev. 3 addresses protection of Controlled Unclassified Information (CUI) in nonfederal systems and organizations; and SP 800-63 Rev. 4 provides digital identity guidance. Do not assume that every private organization is required to follow all three.
| Publication or guidance | What it covers | How to use it |
|---|---|---|
| NIST SP 800-53 Rev. 5 | A security and privacy control catalog, including account-management controls. | Use it when it is part of your applicable requirement or chosen control framework; do not treat the catalog as a universal law. |
| NIST SP 800-171 Rev. 3 | Protection of CUI in nonfederal systems and organizations. | Apply its scope to relevant CUI protection obligations, rather than presenting it as a rule for every organization. |
| NIST SP 800-63 Rev. 4 and SP 800-63B-4 | Digital identity guidance; SP 800-63B-4 addresses authentication and authenticator requirements by assurance level. | Use the assurance-level guidance where applicable. Its requirements address authentication to government information systems over networks, so assess its scope before applying it elsewhere. |
| CISA/NSA administrator IAM guidance | Implementation guidance spanning identity governance, environment hardening, federation and single sign-on, MFA, and auditing and monitoring. | Use it to inform security implementation; CISA guidance is not, by itself, a universal legal mandate. |
NIST finalized SP 800-63 Rev. 4 in July 2025. Its implementation resources describe the umbrella guidance and separate proofing and authentication volumes.

Control the identity lifecycle
Maintain an inventory of workforce, contractor, service, and other authorized identities. Assign ownership, require approval for account creation and changes, and connect access to current responsibilities. Include non-human identities in the process: a service account or other machine identity still needs an owner, a defined purpose, and controlled permissions.
Establish a reliable way to disable or remove access when it is no longer authorized. NIST SP 800-53’s account-management discussion includes expired accounts, accounts no longer associated with a user, accounts violating policy, and accounts inactive for an organization-defined period. It also calls for auditing account creation, modification, enablement, disablement, and removal. The exact inactivity threshold should come from the organization’s policy or applicable requirement, not from an invented universal interval.
Limit access and review privileges
Grant each person, process, or role only the access needed for assigned tasks. Map permissions to job duties and risk, restrict privileged functions, and separate administrative identities or activity from routine use where appropriate. Keep accountable records of privileged activity.

Review whether assigned privileges remain justified and reassign or remove them when they do not. In its CUI protection context, NIST SP 800-171 Rev. 3 calls for reviewing role- or user-class privileges at an organization-defined frequency, restricting privileged accounts to defined personnel or roles, and logging privileged functions. Set a review cadence that satisfies the applicable regime and your risk; the cited guidance does not establish one universal schedule.
Choose authentication strength for the risk
Use unique identities and authentication where accountability is required, and apply multifactor authentication (MFA) according to the applicable framework and the risk of the account or service. Prioritize phishing-resistant MFA for privileged access and sensitive services. CISA’s ransomware guidance identifies email, VPNs, and accounts that access critical systems as priority cases for phishing-resistant MFA.
NIST SP 800-63B-4 specifies technical requirements by authenticator assurance level for authentication to government information systems over networks. Apply those requirements in the context of their scope and any obligation that makes them relevant to your organization. A hardware security key can be one implementation option, but confirm that the key works with your identity provider and endpoints and that its recovery process and use fit organizational policy.

Use federation and single sign-on without weakening the control model
Federation and single sign-on (SSO) can centralize authentication and policy enforcement across applications. They also make protection of the identity provider, secure configuration, recovery, and monitoring especially consequential. CISA and NSA include federation and SSO in their administrator guidance.
SSO is not a compliance certificate and does not replace account lifecycle controls, authorization decisions, or privilege reviews. Include identity-provider access, administrative changes, recovery events, and connected applications in the organization’s control and monitoring approach. The relevant implementation areas are set out in the CISA/NSA Identity and Access Management: Recommended Best Practices for Administrators.

Make audit records useful and protect them
Decide which identity events matter to your audit and security objectives, then capture them consistently. A practical scope includes account creation and removal, authentication outcomes, privilege changes and use, and access decisions relevant to risk. Review records and alert on suspicious or high-risk activity: IAM monitoring should support both compliance checks and detection of threats or anomalous behavior.
Restrict access to logs, monitor that access, and protect records from unauthorized modification or deletion. Centralize logs where appropriate, and define retention in organizational policy according to applicable compliance obligations. Neither the cited CISA logging advice nor the IAM controls establish a single retention period for all organizations.
See CISA’s guidance on logging on business systems for recommendations on centralized, protected, monitored logs and policy-based retention.

Map controls to evidence and test them
Build a control-to-evidence map that lets an assessor or control owner trace an obligation to its implementation. For each applicable requirement, record the owner, system or process, implementation status, evidence location, review cadence, exceptions or compensating controls, and remediation date.
Test whether the control operates, not just whether a policy exists. Depending on the applicable framework, sample evidence for access approvals, account removal, privileged access, MFA enforcement, and log review. Use a formal assessment or evidence sampling method appropriate to the regime. The cited sources establish control expectations but do not prescribe one universal audit worksheet or assessment method.
Evaluate IAM capabilities against your actual environment
If you are selecting or assessing IAM capabilities, compare them against the applications, identities, and evidence your organization must manage—not a generic feature checklist. Useful questions include:
