Short answer: You cannot verify ocean alkalinity enhancement (OAE) carbon removal by measuring added alkalinity or a local pH change alone. A defensible result links the amount of alkalinity delivered to its measured chemical response, follows the treated water as it mixes, estimates the resulting air–sea CO₂ exchange against a credible counterfactual, and uses validated models to extend sparse observations across the full space and time of the project. The final result must be reported as a net removal estimate with uncertainty, known efficiency losses and enough underlying data for independent review.
What “removal” means in an OAE project
OAE adds alkaline material to seawater so the carbonate system can take up more carbon dioxide from the atmosphere. The intervention changes total alkalinity (TA), but TA is a chemical capacity, not a mass of atmospheric carbon removed. Some of the added alkalinity may dissolve slowly, be transported away, precipitate as carbonate minerals, or be consumed by biological calcification. Atmospheric CO₂ uptake also develops over time rather than appearing instantly at the dosing location.

A measurement claim therefore has to answer four linked questions:
- How much alkalinity was actually delivered, where and when?
- How did the treated water’s carbonate chemistry differ from a defensible no-intervention baseline?
- How much additional CO₂ crossed the air–sea boundary because of that change?
- What fraction of the theoretical effect was lost through transport, precipitation, biology or other processes?
The 2023 peer-reviewed monitoring, reporting and verification (MRV) synthesis concludes that observations alone cannot capture complete OAE removal. Natural variability and dilution can hide a small signal, while equilibration with atmospheric CO₂ can take months or longer. Numerical simulations, constrained and tested with field observations, are therefore part of the measurement system rather than an optional add-on.

Build the measurement chain from delivery to net uptake
1. Specify and measure the intervention
Document the alkalinity source, chemical form, delivery method, location, dates, dose and dosing rate. Record how each quantity was measured, the instrument calibration, sampling interval and uncertainty. For electrochemical systems, the dosing rate itself must be quantified and reported with its measurement method and uncertainty. For mineral feedstocks, characterize dissolution under in-situ conditions: a mass placed in the ocean is not automatically the same as dissolved alkalinity available to the carbonate system.
Keep an accounting of exposure and fate. Material can remain in the water column, settle, become buried, or react into secondary minerals. High local concentrations and contact with sediments can increase the chance of secondary precipitation, which reduces the alkalinity available to drive atmospheric uptake. The delivery record is the starting point for every later model and cannot be reconstructed reliably from a downstream TA sample alone.
2. Establish the physical setting before dosing
Map the site’s circulation, depth structure, mixing, freshwater influence, tides and expected plume pathways before release. Use physical oceanographic observations, hydrodynamic modeling, tracer experiments, or a combination. Plan observations at both near-field and regional scales; a single station can miss a plume that has moved, spread or left the surface layer.

Baseline work should cover the natural daily, seasonal and event-driven variability that matters at the site. Where feasible, collect observations long enough to include seasonal changes and weather events. The environmental monitoring framework treats baseline data as essential for identifying impacts and demonstrating additionality. Baseline design should also include reference observations outside the affected region or another control strategy suited to local hydrodynamics.
3. Define the counterfactual explicitly
The exact ocean state that would have occurred at the same place and time without the project is not directly observable. A project must estimate that counterfactual using nearby unperturbed water, historical observations and predictor variables, a statistical design, or a combination. Ocean fluxes are heterogeneous, and an intervention can spread across large spatial and temporal scales, so the control region and analysis window need to be justified rather than chosen for convenience.
A useful baseline is dynamic: it changes with location, time, temperature, salinity, circulation and weather instead of relying on one pre-project average. The uncertainty in that baseline belongs in the final removal estimate. If natural variability is as large as the expected intervention signal, the project has not demonstrated removal merely by finding a post-release value that differs from a single reference measurement.
Measure the carbonate-system response
Total alkalinity (TA): delivery, persistence and distribution
TA is the principal field measurement for tracking an alkalinity perturbation. Repeated TA samples can show whether the addition is present, how it is diluted and whether it persists as water moves through the study area. TA alone does not tell you how much atmospheric CO₂ was removed: carbonate precipitation, mixing with untreated water and biological processes can all alter the relationship between TA and uptake.

Dissolved inorganic carbon (DIC): the carbon balance
DIC measures the dissolved carbon pool and is critical for evaluating carbon-system changes. Pair DIC with TA, temperature and salinity so the analysis can distinguish a transported water mass from a genuine chemical perturbation. An increase in DIC can arise from several processes; attribution requires the project’s circulation and carbonate-chemistry analysis, not a single concentration difference.

pCO₂ or fCO₂: the air–sea driving force
Surface-water partial pressure or fugacity of CO₂ (pCO₂ or fCO₂) indicates whether the treated water has a stronger gradient for atmospheric uptake. Air–sea flux depends on that gradient as well as wind, gas-transfer behavior, temperature and surface conditions. Continuous surface measurements can reveal evolving gradients that bottle samples miss, but they still need calibration, quality control and a model or flux calculation that covers unsampled periods.
pH: an important chemical indicator, not a removal meter
pH responds to alkalinity addition and tracks acidity and carbonate-system changes. A local pH increase can confirm that chemistry changed, but it cannot by itself establish net carbon removal. Interpret pH with TA, DIC, pCO₂, temperature and salinity, using the appropriate measurement scale and calibration procedures.
Supporting measurements
Temperature and salinity are needed to interpret mixing, gas solubility and carbonate chemistry. Depending on the method, site and regulatory requirements, add:

These parameters serve different purposes. Regulatory monitoring, attribution of the OAE signal and ecological context do not require an identical sensor package. Permits and local regulators determine mandatory measurements.
Follow the plume instead of sampling a fixed point
Use tracers to resolve transport and dilution
A deliberately released tracer can reveal where treated water travels, how rapidly it dilutes and how sampling should move. Combine tracer concentrations with CTD-rosette profiles, shipboard carbonate measurements, autonomous platforms or Lagrangian drifters as appropriate. The tracer is a transport aid; it is not itself evidence of carbon removal.
In a September 2023 ship-based rhodamine experiment south of Martha’s Vineyard, researchers tracked a tracer for 36 hours with ship observations, CTD sampling and Lagrangian drifters. They tested a dynamic baseline using continuous spatial and temporal carbonate observations outside the tracer patch. In that specific experiment, the method reduced baseline variability by 25% for CO₂ fugacity (fCO₂) and 60% for TA. Those percentages are study-specific demonstrations, not guaranteed improvements for every OAE site.
Interpret detectability numbers correctly
The same study’s hypothetical alkalinity-release analysis predicted detectability under its modeled ocean and sampling conditions when TA perturbations exceeded 10 micromoles per kilogram, pH changes exceeded 0.01, and fCO₂ changes exceeded 10 micromoles per kilogram-equivalent atmospheric pressure units (10 microatmospheres). These are modeled, site- and design-specific results, not universal minimum doses or regulatory thresholds.

During the 36-hour tracking experiment, the authors estimated that the observed carbon-removal signal represented 8% of the experiment’s total potential CDR as the surface fCO₂ gradient developed. That value describes the portion estimated during that observation window; it is not a crediting multiplier or a general OAE efficiency factor. Carbon uptake continues or changes as the water mass moves and equilibrates with the atmosphere, which is why short plume observations cannot substitute for longer-term analysis.

Use models to extend observations—and test them against reality
Field measurements are spatially and temporally limited. Ocean biogeochemical models combine circulation and mixing with carbonate chemistry, air–sea exchange and, where relevant, nutrients, biology and sediments. They estimate how the intervention evolves beyond the sampled patch and over the months or longer that CO₂ equilibration may require.
A credible modeling workflow should:
- Represent the measured delivery amount, timing, location and dissolution behavior.
- Use observed currents, stratification, temperature and salinity to simulate transport and mixing.
- Include carbonate reactions, air–sea exchange and project-relevant biological or sediment processes.
- Compare predictions with independent TA, DIC, pH, pCO₂, tracer and physical observations.
- Propagate uncertainty from dose, instrument calibration, dissolution, circulation, baseline construction, gas exchange and model parameters into the net-removal result.
- Report sensitivity cases showing which assumptions materially change the estimate.
Model agreement with one local sample is not validation. Validation should test the model across depths, locations and times that matter to the plume and should disclose where observations are sparse. Report measured quantities separately from modeled quantities so readers can see which parts of the result are directly observed and which are inferred.
The review’s central warning is practical: a rise in TA, a local pH shift or a brief tracer plume is not proof of atmospheric carbon removal. The claimed removal must emerge from the modeled and observed carbonate-system and air–sea response relative to the counterfactual.
Account for processes that reduce removal efficiency
Secondary carbonate precipitation
Alkalinity can be consumed when carbonate minerals precipitate. Monitor for this risk where concentrated additions, mineral particles or sediment contact make it plausible. Precipitation lowers the alkalinity available to support additional atmospheric uptake and must be represented in the efficiency estimate.
Biological calcification
Organisms that build calcium-carbonate structures can alter alkalinity and carbon chemistry. Track biological calcification where the feedstock, location or ecological setting makes it relevant. The project should explain whether observed changes are attributed to the intervention, natural biology or both.
Particle, impurity and habitat effects
Mineral or electrochemical methods can create project-specific concerns involving particles, trace-metal impurities, water quality, plankton or benthic habitats. The appropriate measurements depend on the material, dose, release method, ecosystem and applicable permits. Environmental-safety monitoring complements carbon-removal MRV; it answers related but distinct questions.
A staged field program reduces measurement risk
The version 1.0.0 Environmental Impact Monitoring Framework organizes work into four stages. Advancement is gated by evidence, risk mitigation and permissions; it does not prescribe one universal duration for any stage.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors| Stage | Purpose | Evidence to assemble before advancing |
|---|---|---|
| Planning and preparation | Define the intervention, site, baseline, risks, permits and measurement design. | Delivery accounting, hydrodynamic understanding, baseline plan, quality-assured methods and regulatory approvals. |
| Methods validation | Test instruments, sampling, tracer procedures, laboratory analyses and model-data workflows. | Calibration records, detection limits, quality-control results and evidence that the system can resolve the expected signal. |
| OAE field piloting | Run a limited release to test plume tracking, carbonate response and environmental safeguards. | Observed transport and chemistry, validated model behavior, impact checks and a documented uncertainty budget. |
| Continuous alkalinity dosing with monitoring | Operate at larger or sustained scale with ongoing MRV and environmental observation. | Permission to scale, predefined stop criteria, routine data publication and independent review arrangements. |
Monitoring intensity should increase with project scale and with the sensitivity of the local ecosystem. A pilot that cannot resolve its plume or demonstrate safe operations should not be treated as evidence that a continuous project has verified removal.

Choose a measurement strategy by decision need
| Strategy or data type | What it directly informs | Main limitation |
|---|---|---|
| Delivery records and TA | Amount of alkalinity added, persistence and distribution. | Does not equal atmospheric carbon removal and can be altered by precipitation or biology. |
| DIC, pH and pCO₂/fCO₂ | Carbonate-system response and conditions governing air–sea uptake. | Requires precise calibration, paired variables and interpretation against a variable baseline. |
| Physical oceanography | Transport, dilution, stratification and mixing. | Cannot establish removal without carbonate and air–sea measurements. |
| Tracer experiments | Plume location, residence time and sampling design. | Tracer presence is not carbon removal; experiments cover limited periods and conditions. |
| Biogeochemical models | Net removal over unsampled space and time, including equilibration. | Model-dependent; results are only as credible as inputs, validation and uncertainty disclosure. |
| Ecological and sediment monitoring | Potential side effects and processes that can reduce efficacy. | Parameters are method- and site-specific; no universal sensor list applies. |
There is no single globally endorsed sensor package or sampling frequency. Select the combination that can resolve the expected signal relative to local variability, satisfy permits and test the project’s specific risks.
Data management and independent verification
For every dataset, preserve the intervention context, coordinates, timestamps, depth, units, instrument identity, calibration and quality-control results. Record the sampling design, detection limits, processing steps and uncertainty. Model outputs should include configuration, forcing data, parameter choices, grid or resolution information, initialization and the simulations used for sensitivity analysis.
The OAE Data Management Protocol v1.0.0 provides metadata guidance, templates, column headers, controlled vocabularies and model-metadata recommendations intended to improve discoverability and intercomparison. Following a consistent structure makes it possible for an outside analyst to reproduce the reported calculation rather than relying on a chart or a headline number.
MRV has three distinct actions: measure, report and verify. A complete report should:
- Separate measured observations from modeled estimates.
- Describe the baseline or counterfactual and explain why it represents the no-intervention case.
- Show uncertainty ranges and the contribution of dose, dissolution, transport, chemistry and gas exchange.
- Quantify or bound losses from precipitation, calcification and other relevant processes.
- State the observation period and what remains unobserved.
- Provide data, code or configuration details at a level that permits independent review, subject to legitimate safety or confidentiality constraints.
Third-party verification should examine the raw-data trail, calibration records, baseline design, model validation, uncertainty calculation and the consistency between claimed and delivered alkalinity. Verification is not achieved by attaching an independent signature to an otherwise irreproducible estimate.
Common mistakes and how to correct them
“We measured the dose, so we measured removal.”
Why it fails: Delivered alkalinity is an input, not a net atmospheric carbon outcome.
Correction: Pair delivery accounting with TA persistence, DIC, pCO₂ or fCO₂, pH, transport observations and a validated air–sea model.

Why it fails: Ocean currents dilute and transport the signal in three dimensions.
Correction: Use tracer or equivalent transport observations, physical measurements and models at near-field and regional scales.
“A short experiment captures the project’s removal.”
Why it fails: Air–sea equilibration can take months or longer, and early observations capture only part of the evolving gradient.
Correction: Extend the analysis with validated simulations and report exactly which period was observed.
“A generic detection threshold applies everywhere.”
Why it fails: Detectability depends on baseline variability, circulation, sensor performance, release design and sampling density.
Correction: Treat values such as 10 micromoles per kilogram TA, 0.01 pH units and 10 microatmospheres fCO₂ as results from the specified 2023 modeled experiment, then derive site-specific power and uncertainty analyses.

“Carbon MRV automatically covers environmental safety.”
Why it fails: A measurement can estimate removal while missing ecological or water-quality effects.
Correction: Run a complementary environmental monitoring program tailored to feedstock, ecosystem, scale and regulation.
What a defensible final claim looks like
A credible OAE result states the intervention amount and uncertainty, the observation period and spatial domain, the baseline method, the measured carbonate response, the transport and air–sea model, the validated observations, efficiency losses, and the resulting net-removal range. It makes clear which values are direct measurements and which are modeled estimates.
The available evidence does not establish one global accuracy statistic, one minimum detectable dose for every site, a universal sampling schedule or a single regulatory and crediting protocol. Those decisions remain specific to the project method, jurisdiction, ocean setting and evolving standards. The strongest measurement program is consequently not the one with the largest number of sensors; it is the one that can show, transparently and reproducibly, how delivered alkalinity produced additional atmospheric CO₂ uptake beyond natural variability and what uncertainty remains.
