Measure AI by the amount of useful, acceptable work your team delivers and by the quality of the decisions it makes—not by log-ins, prompt counts, time saved in isolation, or enthusiasm surveys. Define one workflow, record performance before AI, compare assisted and non-assisted work under the same standards, and track errors, rework, overrides, and downstream effects. A credible evaluation can then show what changed, for whom, under which tool version, and whether the change is worth its risks and cost.

Start with the outcome, not the AI activity

An AI tool can increase activity while reducing results. A team may close tickets faster but create more reopenings, draft more documents but require heavier review, or reach a decision sooner while missing important evidence. Productivity therefore means useful work accepted by the organization, and decision quality means decisions that meet the workflow’s predefined standard and produce acceptable consequences.

Usage telemetry still has a place, but it is an exposure measure. Prompt volume, active users, minutes in a tool, generated words, and feature adoption tell you how people interacted with AI. They do not establish that the team delivered more good work or made better choices. Keep those measures separate from outcome measures in every dashboard.

NIST’s measurement guidance says the right characteristics and methods depend on the evaluation’s purpose, audience, and context. Its examples include accuracy, reliability, robustness, safety, privacy, and bias. Treat that as a design principle: choose measures because they matter in your workflow, document why they were selected, and state what each one cannot tell you.

Write a measurement charter before rollout

A short charter prevents a pilot from changing its target after results appear. Complete it before people receive the AI-enabled workflow.

Charter item What to specify Example
Workflow The bounded process being evaluated First-response handling for customer support cases
Work unit What counts as one completed item A case with a sent response and disposition code
Users Roles, eligibility, experience, and exclusions Tier-one agents with at least 30 days of tenure
AI condition Tool, model, enabled features, and version Assistant-enabled drafting with version recorded in logs
Comparison condition What the control or pre-AI process does Existing knowledge base and manual drafting
Quality standard Pass criteria and reviewer procedure Correct policy, complete answer, approved tone, no unsupported promise
Time window Baseline, intervention, and follow-up dates Four weeks before, six-week pilot, two-week follow-up
Decision rule Success thresholds and corrective actions Adopt only if accepted throughput rises without exceeding the error ceiling

Define the intended change in one sentence: “For [eligible work], AI should increase [accepted output or decision characteristic] without worsening [specified risks] beyond [threshold].” Also list metrics you considered but rejected and why. That record makes later disagreements about the evaluation traceable instead of political.

Keep task mix visible

Do not average materially different tasks into one score unless the mix is tracked. A month with more easy requests can look like an AI improvement even when performance on difficult requests is unchanged. Record task type, complexity, urgency, customer or business impact, and any required specialist review. Either stratify results by these attributes or adjust the comparison design so assisted and non-assisted work contain comparable mixes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Capture a defensible baseline

Use the same work-unit definition, quality rubric, sampling rules, and data fields before and after AI is introduced. A baseline made from a different standard cannot support a meaningful comparison. Record cycle time, accepted output, rework, error categories, escalation, and downstream outcomes where they exist. Preserve the distribution of task types rather than storing only an overall average.

Prefer random assignment when feasible

If eligible tasks can be assigned randomly to AI-assisted and comparison conditions, randomization reduces systematic differences in task difficulty and user selection. Randomize at the task, user, team, or rollout-time level according to the workflow’s interference risks. For example, if agents share answers and knowledge, randomizing individual tickets may create spillover; randomizing shifts or teams may be cleaner.

NIST’s Generative AI Profile identifies structured randomized experiments as one possible field-testing method, not as a universal workplace prescription. Document the unit of assignment, allocation method, exclusions, crossover rules, and whether people could bypass their assigned condition.

Use a transparent alternative when randomization is impractical

Operational constraints may require a matched comparison, staggered rollout, or before-and-after design. Match or adjust for observable differences such as task type, complexity, user experience, seasonality, and staffing. A simple before-and-after result is vulnerable to simultaneous changes in policy, workload, training, or personnel; state those plausible confounders in the report instead of presenting the change as caused by AI.

Measure productivity as quality-adjusted useful work

Select a small set of measures that map directly to the workflow. A practical bundle usually contains one output measure, one speed or flow measure, and one quality or rework measure. More metrics are not automatically better; an unmanageable dashboard encourages people to optimize whichever number is easiest to move.

Output measures

  • Completed accepted units: items that satisfy the charter’s definition and pass the quality gate.
  • Acceptance rate: accepted units divided by submitted or attempted units.
  • Queue clearance: change in eligible backlog over a defined period, with incoming volume shown.
  • Quality-adjusted throughput: an explicitly local calculation such as accepted units × quality-pass rate. It is a management metric, not a standardized NIST score; publish the formula and rubric.

Flow and effort measures

  • Cycle time: elapsed time from the workflow’s defined start to an accepted completion.
  • Time to first useful response: useful when early service affects later outcomes.
  • Queue age: age of outstanding work, reported with arrival volume.
  • Human review effort: review minutes, escalation rate, or number of revision rounds. A shorter drafting time can be offset by longer checking.

Rework and downstream measures

  • Reopened, corrected, or returned items.
  • Defects found after acceptance, categorized by severity.
  • Escalations, complaints, missed deadlines, or downstream project delay where relevant.
  • Cost of review, remediation, or incident response, using the organization’s own accounting rules.

Pair every speed claim with a quality measure. “Cycle time fell 20%” is incomplete unless the report also shows acceptance, rework, and consequential errors for the same task mix and period.

Define decision quality at the point of decision

There is no single validated universal decision-quality index in the cited NIST material. Build a rubric around the decision your team actually makes, and write it before examining outcomes.

Correctness and outcome

When a credible reference exists, score whether the decision reached the correct classification, recommendation, diagnosis, approval, or routing. In other settings, evaluate later outcomes against a predefined success criterion. Distinguish a decision that was reasonable given available evidence from one that happened to produce a favorable result by chance.

Evidence completeness

Check whether the decision-maker considered the required facts, constraints, alternatives, and uncertainty. A fluent AI summary can omit a critical exception while appearing complete. Use a checklist tied to the workflow, and sample cases for independent review.

Calibration and confidence

If users record confidence, compare confidence with observed correctness. Look for overconfident wrong decisions and for unnecessary deferral of correct decisions. Do not treat confidence ratings alone as evidence of quality; they are useful only when linked to outcomes or a reference standard.

Error severity and fairness

Count errors by consequence, not only by frequency. A rare privacy breach or safety failure may matter more than many harmless formatting defects. Examine relevant subgroups, languages, customer segments, or case types when aggregate averages could hide uneven performance. NIST identifies bias, safety, privacy, reliability, and robustness as characteristics that may require measurement in context.

Overrides and downstream effects

Record when people accept, edit, reject, or override AI output and why. An override can indicate healthy oversight, a usability problem, or a systematic model failure. Follow decisions into the next process step: a recommendation that looks correct at creation may create extra work, an appeal, or a missed obligation later.

Instrument the workflow without turning surveillance into the metric

Capture enough information to reconstruct what happened while respecting workplace privacy and applicable policy. Useful fields include task identifier, condition assignment, task type, tool and model version, AI exposure, completion timestamps, reviewer, quality result, error category, rework, escalation, override, and downstream outcome.

Separate personally identifiable content from evaluation data where possible. Restrict access, define retention, and document whether prompts or outputs may contain confidential, regulated, or customer information. Privacy controls are part of the evaluation, not an afterthought.

Log tool failures, latency, unavailable features, and changes in instructions or knowledge sources. A model update during the pilot can create a treatment change that is easy to miss unless the version is attached to each task.

Run a field evaluation in ordered steps

  1. Choose one workflow and owner. Name the accountable business owner, participating roles, eligible work, and intended outcome.
  2. Freeze definitions. Publish the work-unit definition, quality rubric, error taxonomy, assignment rule, and success thresholds before rollout.
  3. Collect baseline data. Use the planned fields and sample enough work to show task mix and ordinary variation. Have reviewers practice the rubric and check agreement before scoring production cases.
  4. Configure the AI condition. Record tool name, model or service version, enabled features, prompts or templates, knowledge sources, and user training. Keep the comparison process stable where possible.
  5. Assign or select comparison work. Randomize when feasible. Otherwise document matching, rollout timing, exclusions, and likely confounders.
  6. Monitor safety and quality during the pilot. Set stop or correction rules for serious errors, privacy incidents, unsafe recommendations, or quality limits being exceeded. Do not wait for the final report to respond to a harmful failure.
  7. Sample outputs for blinded review. Where practical, hide the condition from reviewers and score correctness, completeness, policy compliance, and severity using the predeclared rubric.
  8. Capture user interaction and consequences. Record edits, overrides, escalation, rework, and downstream effects, not merely whether AI was opened.
  9. Lock the analysis plan. Specify the primary outcome, secondary outcomes, exclusions, subgroup checks, and handling of missing data before comparing results.
  10. Report results and decide. Show baseline and comparison values, uncertainty, task mix, dates, version, cost, risks, and the adoption, modification, or stop decision.

Analyze change without overstating causality

Report the difference between conditions with the number of tasks, users, and dates behind each estimate. Show distributions or ranges when averages could conceal a long tail of difficult cases. Include missing records and explain whether missingness could favor one condition.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Separate three statements that are often confused:

  • Observed change: the measured difference in this evaluation’s defined population and period.
  • Causal estimate: the difference plausibly attributable to AI under a credible comparison design and its assumptions.
  • Perception: what participants say happened or how useful they felt the tool was.

Self-reported productivity can guide questions but cannot substitute for operational outcomes. METR’s May 2026 research page summarizes a survey of 349 technical workers reporting a median 1.4–2× change in the value of their work due to AI tools. The figure is self-reported, and the page gives reasons to be skeptical of its magnitude; it is not a causal estimate of team productivity and says nothing by itself about decision quality.

Keep subgroup and task-specific results when the overall average could hide harm. A positive aggregate can coexist with poorer performance for new employees, rare cases, a particular language, or high-consequence decisions. NIST’s measurement guidance emphasizes that evaluation data should reflect the population and context in which a system is used.

Set limits, responses, and ownership

A metric becomes operational only when the team knows what happens after it crosses a limit. For each risk or quality measure, specify:

  • The acceptable range or maximum severity.
  • Who reviews an alert and how quickly.
  • What evidence is collected during investigation.
  • Whether the response is retraining, prompt or workflow change, added review, temporary restriction, rollback, or discontinuation.
  • How and when performance is rechecked after the intervention.

NIST’s Measure Playbook recommends documented evaluation methods, approaches for known risks and errors, performance limits, and tracking response quality and overrides where relevant. Treat a serious incident as a decision-quality result even if average throughput looks excellent.

Compare multiple AI options on the same work

If the team is choosing among genuinely different systems or configurations, hold the workflow, task sample, quality rubric, and review process constant. Compare the options across four dimensions rather than selecting the fastest demo.

Dimension Questions to answer Evidence to collect
Useful performance Does the option increase accepted work or improve the target decision? Accepted units, cycle time, correctness, completeness, calibration
Risk and robustness How does it behave on edge cases, malformed inputs, adversarial prompts, or missing information? Severity-weighted errors, privacy and safety findings, failure recovery, subgroup results
Field interaction How do users rely on, edit, reject, or override outputs in real work? Edits, overrides, escalation, training burden, downstream effects
Operational fit Can the team govern and maintain it within its constraints? Latency, availability, version changes, access controls, review effort, documented cost

NIST’s ARIA approach combines model testing, red-teaming, and field testing. Its 2025 pilot involved five organizations that submitted seven AI applications; that count describes an evaluation pilot, not a measured workplace productivity effect.

Common measurement mistakes and repairs

Counting usage as productivity

Failure: declaring success because adoption or prompt volume rose. Repair: make accepted, quality-checked work the primary outcome and retain usage only as an exposure variable.

Reporting time saved without rework

Failure: measuring drafting or handling time alone. Repair: pair time with acceptance, revision rounds, downstream defects, and review effort.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Changing the rubric after seeing results

Failure: relaxing quality criteria because the AI condition misses them. Repair: freeze the rubric in advance, document any necessary amendment, and analyze the original and amended standards separately.

Pooling unlike tasks

Failure: comparing an easy-period average with a difficult-period average. Repair: stratify by complexity and report task mix beside every headline result.

Ignoring human adaptation

Failure: treating the first week as the steady state or assuming training is identical. Repair: record training, learning period, prompt or template changes, and follow-up performance.

Hiding failures in an average

Failure: allowing a large number of harmless successes to outweigh a small number of severe errors. Repair: publish severity categories, incident counts, subgroup results, and stop rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Calling a perception survey causal evidence

Failure: converting enthusiasm or a reported multiplier into a productivity claim. Repair: label surveys as perceptions and triangulate them with task-level outcomes under a comparison design.

A practical reporting format

Give executives a concise decision page and retain a technical appendix for auditability. The main report should contain:

  • The workflow, intended outcome, work-unit definition, dates, users, and AI version.
  • The comparison design and why it was chosen.
  • Baseline and comparison results for accepted output, speed, quality, rework, and consequential errors.
  • Task mix, sample sizes, missing data, uncertainty, and subgroup findings.
  • AI interaction, review effort, overrides, cost, privacy, safety, and other relevant risks.
  • What the design supports as a causal claim and what remains descriptive.
  • The decision, owner, thresholds, corrective actions, and date for re-evaluation.

Include the full rubric, reviewer instructions, data dictionary, assignment logic, version history, and analysis code or calculations where governance permits. A reader should be able to tell exactly what changed and reproduce the headline figures from the underlying records.

What current guidance can—and cannot—tell you

NIST provides methods and examples for context-specific evaluation, not a guaranteed business case or a universal productivity score. Its Measure Playbook emphasizes appropriate metrics, documented methods, and limits for acceptable performance. Its Generative AI Profile describes field testing as examining how people interact with AI-generated information, their subsequent actions, and the effects. ARIA demonstrates a combined model-testing, red-teaming, and field-testing approach.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Those frameworks help you build a credible evaluation, but they do not supply a single validated index for decision quality or a causal effect size for ordinary teams. Your conclusions must stay within the design’s evidence: a randomized task comparison can support a stronger attribution than a before-and-after survey, while neither automatically generalizes to every role or future model version.

Bottom line

Run AI evaluation as a controlled workflow change. Define useful work and good decisions first, establish a comparable baseline, use randomization or a transparent alternative, combine output with quality and risk measures, inspect real user interaction and downstream effects, and report uncertainty and limits. The result is not a flattering adoption statistic; it is an evidence-based decision about whether this AI configuration improves this team’s work without creating unacceptable new failures.
